House Bill 3695 Unanimously Passes Executive Committee

MAY 6, 2015: House Bill 3695 unanimously passed out of the Illinois Senate Executive Committee today. It will be called for a floor vote in the near future


This important legislation reinstates the pension tax levy diverted from CTPF in 1995.

Additional Information about HB 3695
  • The legislation reinstates the pension tax levy diverted from CTPF in 1995.
  • Prior to 1995 CTPF had a dedicated property tax revenue which provided a stable source of income. When the levy was diverted, CPS skipped pension payments for more than a decade.
  • Underfunding of pensions is the primary cause of today's financial difficulties.
  • Reinstating the levy is an important FIRST STEP toward full funding for CTPF Pensions.
  • CTPF has more than 63,000 active and retired members. Members live in every legislative district in Illinois.
  • The Chicago Teachers' Pension Fund, the Retired Teachers Association of Chicago (RTAC), and the
    Chicago Principals and Administrators Association (CPAA) support this bill.
