Peter A. Driscoll Named Interim Executive Director

CTPF Interim Executive Director, Peter A. Driscoll

August 21, 2014, the CTPF Board of Trustees named Peter A. Driscoll, interim executive director. Driscoll will hold the position through December 31, 2014. Driscoll replaces Jay C. Rehak, president of the CTPF Board of Trustees who returned to his teaching position in August. Rehak remains president of the Board of Trustees.

  

Driscoll has extensive experience as a consultant and pension fund administrator. He worked for more than 20 years at The Segal Company, a privately-held employee-owned actuarial and consulting firm providing benefits and human resources consulting for multiemployer funds and public sector organizations. He began his career at Segal as an analyst and rose to head the Chicago office. Driscoll then served for a year as the  pension and welfare funds' administrator for Sheet Metal Local 73 and for a decade at Pipefitters Local 597.

  

"We appreciate Mr. Driscoll's willingness to step in to this role," said Jay C. Rehak, president of the CTPF Board of Trustees. "His excellent skills and experience will enable him to provide leadership and a seamless transition during this interim period." 
 

Driscoll is a Chicago native and earned his bachelor of arts degree, with honors, from the University of Chicago. 

  

Tiffany Reeves Named Chief Legal Officer

Tiffany Reeves has been named CTPF's Chief Legal Officer. Reeves has experience working as an attorney in both the public and private sectors, and most recently worked for the law firm of Jacobs, Burns, Orlove & Hernandez (JBOH), the Fund's outside counsel. At JBOH Reeves represented and counseled the firm's labor union clients in all aspects of labor law, including collective bargaining issues and handling grievance arbitrations. Reeves also counseled and represented the Firm's public sector and ERISA pension and health and welfare funds on various personnel, fiduciary, investment, legislative, governance, and operational and compliance issues.

  

Originally from Eugene, Oregon, Reeves received her Juris Doctorate and Bachelor of Arts degrees from the University of Oregon, and a Master of Arts degree from Northwestern University.

The CTPF Board of Trustees recently updated the return to work rules for retirees.

Summary

Under the Illinois Pension Code, a CTPF retiree may return to work as a temporary and non-annual employee for the Chicago Board of Education or a Chicago Charter School employer (Employer) under limited circumstances. The CTPF Board of Trustees recently updated the rules for administering this law.

  • CTPF retirees are limited to working on no more than 100 days for an Employer(s).
  • A day is 7.25 hours. There are 725 hours in a year. A year is July 1 - June 30.
  • Retired teachers cannot earn more than $30,000 (gross) from an Employer(s) in a year.
  • Retirees with 5+ years of service as an Administrator cannot earn more than $50,000 (gross) in a year from an Employer(s).
  • A retiree who works on 100 or less days but for more than 725 hours in a year will not have his/her pension cancelled as long as the compensation limits are not exceeded.
  • Retirees have the sole responsibility of tracking all time worked and compensation received during re-employment.

Action items:

All retirees must complete CTPF Form 717 and return it by September 1, 2014.

Each system has different rules. Reciprocal retirees must check with all former systems to ensure compliance.

Registration Now Open 
health insurance The Open Enrollment Period for 2015 health insurance will be October 1-31, 2014. During Open Enrollment, retirees can enroll for the first time, add a dependent, or change a health insurance plan or carrier.

  

CTPF's Health Insurance Open Enrollment Seminars and Webinars offer an overview of 2015 health plan choices and changes, and are designed to make sure you have the information you need to make an informed decision about your 2015 health care. Webinars will be held October 1 and 2. Seminars will be held on October 7 and 9. Registration is required for all seminars and webinars.

WebinarOpen Enrollment Webinars: October 1 and 2

Members who prefer not to travel can access the same information presented in the seminars during an online webinar. 

 

You must have a PC or Mac computer to access the webinar and advance registration is required.Two different webinars will be offered, one for Medicare Eligible members and another for Non-Medicare eligible members.  

 

Medicare Eligible Members Webinar

This webinar will offer information for members who are Medicare eligible or will become Medicare eligible in 2015. 

Non-Medicare Eligible Members Webinar

This webinar will offer information for members who are not Medicare eligible (generally under age 65). 

  

Open Enrollment Materials

CTPF will send the 2015 Open Enrollment Handbook in late September, and members should expect to have materials in hand by October 1, 2014.

  

CTPF will send special e-mail updates with important Open Enrollment information weekly prior to and during the Open Enrollment period.

Teacher Trustee Election 
Friday, November 7, 2014

2014 Teacher Trustee Election

Friday, November 7, 2014, CTPF will hold an election for two Teacher Trustees to serve from November 2014-2017.

  

Candidate Eligibility

A candidate for Teacher Trustee must be a current contributor employed in the CPS system for a minimum of 10 years, and hold an Illinois State Teaching Certificate.

 

Nomination Packets

Nomination packets are now available. Members interested in running for office should contact the CTPF Election Team at 312.604.1400 ext. 132 or 169 to request a packet. Candidate eligibility will be verified before the packet can be issued. Completed nomination packets must be returned by 5:00 p.m., October 1, 2014.

 

Voting Options online or paper voting  

The Teacher Trustee Election will be conducted in schools and at other designated polling places on Friday, November 7, 2014. Schools will have the option of voting online or with traditional paper ballots. Pension representatives will poll their staff and register their school's voting preference by September 30, 2014.

Pension Rep Seminars Go Green
online voting Pension Representatives can put a little extra green in their wallets this fall. Pension Reps who attend an online webinar and then conduct the election on November 7, 2014, will receive a $100 stipend in December.

2014 Pension Rep seminars will all be conducted online. "We are expanding our online offerings this fall so that our members don't have to travel downtown for the Pension Rep training sessions. We have conducted online seminars in the past and they have been well received by our members," said Frances Radencic, election coordinator. 

Pension Reps can choose one of three webinars. Click the webinar you wish to attend to register. 

Education and Advocacy Update....

Fall Seminar Registration Open
CTPF will offer an Ambassador training session on Thursday, October 16, at 1:00 p.m. in the CTPF office. Attend this session if you have registered as an ambassador but have not attended a training session previously.  

This hands on training session is  designed to help ambassadors learn to use the tools CTPF has available for educating legislators. CTPF will send a confirmation e-mail with parking and transit information. Please note, this session will repeat information from previous sessions and is intended for members who have not previously attended an Ambassador training session.

What Can You Do Now?
Ready to make an impact? Many members have asked what they can do right now to help preserve their benefits and advocate for CTPF pensions. You can visit, call, fax, or e-mail local elected officials to share your opinions about pensions. Here are some ideas:

Ambassadors reach out to elected officials to share their stories and help legislators understand that we must not repeat the mistakes of the past.

Legislation or events that may impact your pension can happen quickly. Oftentimes the first place we post information is on Facebook. Make sure you "like" us on Facebook to stay informed and up-to-date.
  

Our publication, Mistakes of the Past, gives a history of funding for CTPF and illustrates the damage that pension "holidays" have caused. Share this with a legislator.    

Do you know who represents your interests in Springfield? If the answer to that question is "no" you can logon to our Legislative Action Center.  The Legislative Action Center is a one-stop shop where you can find information about your elected representatives, track legislation, and e-mail legislators. 

 

 

Your Pension Matters: Tell Your Legislators

CTPF's education and advocacy webpage  at www.ctpf.org has other tips and documents that you can bring to a meeting, including our Economic Impact Statement and individual information sheets for each Illinois legislator. Share information and make an impact. 



Planning to Visit? Plan ahead...

If you are planning a visit to CTPF, it's always a good idea to schedule an appointment. Scheduled appointments with Pension Resource Specialists are available Monday through Friday from 8:00 a.m. to 4:00 p.m.

 

Walk-ins are accepted on a first-come, first-served basis, between 9:00 a.m. and 3:00 p.m., but wait times will vary and may be lengthy during busy periods, especially at the end of the school year. Walk-in visitors cannot be accommodated after 3:00 p.m. If you arrive after 3:00 you will be asked to schedule a future appointment. Call 312.641.4464 to schedule an appointment.

Parking and Transit Information  
The 203 North LaSalle building has a self-park garage. Garage entries are located on Lake Street between LaSalle Street and Clark Street and on Clark Street between Wacker Drive and Lake Street (look for self-park signs at entrances). Reduced parking vouchers, available from the CTPF office, can be bought for $18, (check only, no cash).

 

The 203 North LaSalle building has direct access to the CTA. The CTA's blue, green, brown, pink, purple, and orange lines all stop at Clark and Lake. Follow the signs to the 203 North LaSalle building when you exit the train.
