2013 Board of Trustees Elections  


Nomination packets for 2013 Board of Trustee Elections are now available.

This fall CTPF will hold elections for:  

teal bullet Two Teacher Trustees to serve from November 2013-2016

teal bullet

One Administrator Trustee to serve from November 2013-2016 

teal bullet

Three Pensioner Trustees to serve from November 2013-2015

 

Elections 
Elections for the Administrator and Pensioner Trustees will be conducted by mail. The results will be tabulated on Friday,
November 8, 2013.

The Teacher Trustee Election will be conducted in schools and at other designated polling places on Friday, November 8.

 

Voting Options

Last fall CTPF successfully piloted an online voting program. The program will be expanded and all charter schools will vote online. All other schools will be offered the option of voting online or with a traditional paper ballot this year. Pension representatives will poll staff and choose a voting option this fall.  

 

More information about voting options will be distributed in August.

 

Candidate Eligibility

Teacher Trustee 

A candidate for Teacher Trustee must be a current contributor, hold an Illinois state teaching certificate, and must have been employed in the Chicago Public Schools or charter schools a minimum of 10 years

 

Administrator Trustee 

A candidate for Administrator Trustee must be a current contributor:     

teal bullet

employed in a position that requires a Type 75 Certificate issued by the State Teacher Certification Board,     

teal bullet not on the Chicago teachers' or the Chicago charter school teachers' salary schedule, or     

teal bullet

paid on an administrative payroll

 

Pensioner Trustee

A candidate for Pensioner Trustee must be a service or disability pensioner receiving a monthly pension payment from CTPF.

 

Nomination Packets

Members interested in running for office should contact the CTPF Election Team at 312.604.1400 ext. 132 or 169 to request a nomination packet. Candidate eligibility will be verified before the packet can be issued. Completed nomination packets must be returned by 5:00 p.m., Tuesday, October 1, 2013.

Support CTPF Pensions
Spring Legislative Update
The 98th General Assembly adjourned on May 31, 2013, without taking action on pension "reform."

Following the end of the regular session, Governor Quinn called a special session of the Illinois General Assembly on  June 19 to deal with State of Illinois pension fund issues. The special session ended with the formation of a conference committee. The committee is charged with developing a comprehensive pension reform bill for the State of Illinois pension funds.  (CTPF is not a State of Illinois fund). 

  

Members of the conference committee will work together to resolve differences between the House and the Senate. When a majority of committee members reach agreement, they will issue a pension reform amendment to the General Assembly for further action. Another special session has been called for July 8. The Governor has asked the committee to complete its work and make a recommendation for comprehensive pension reform by July 9.  

  

State Pension Funds 

While the conference committee has been convened specifically to deal with State of Illinois pension funds, CTPF is carefully monitoring events in Springfield. Any agreement reached could be used as a model for our fund and other non-state pension funds. CTPF will update members as issues or legislation develops.

Following are bills impacting CTPF which passed or failed during the 98th Legislative Assembly.

 

HB 206: State Appropriations

Status: Signed by Governor Quinn, now public act 098-0017

House Chief Sponsor:
Speaker Madigan

Senate Chief Sponsors: President Cullerton, Senators Steans and Trotter

SUMMARY: This bill makes appropriations to various agencies. CTPF
will receive a Fiscal Year 2014 State contribution in the amount of
$11.9 million. The suburban/downstate system, Teachers Retirement System (TRS), will receive an appropriation of $3.4 billion.

 

HB 2583 Accountability for charter schools

Status: Passed both houses, waiting governor's signature

House Chief Sponsor: Representative Burke

Senate Chief Sponsors: Senators Munoz and Sandavol

SUMMARY: Provides stricter requirements for charter schools that are delinquent in payroll submissions and holds charter schools accountable for making timely payroll contributions on behalf of all certified employees. The legislation also requires each school to appoint a pension officer.

 

HB 2767 CTPF Board of Trustee Election Revisions

(Originally filed as SB 1544 and HB 3088)

Status: Passed both houses, waiting governor's signature

House Chief Sponsors: Representatives Kifowit, Conroy, Yingling, Sandack, Evans and 13 additional co-sponsors

Senate Chief Sponsors: Senators Martinez and T. Cullerton

SUMMARY: This bill corrects a technical issue by amending language to allow the CTPF Board of Trustees to fill elected-member vacancies that may occur on the Board of Trustees including those for teachers, administrators, or pensioners. The previous language did not specifically include the word administrators. This bill also modernizes and updates the language concerning CTPF Board of Trustee elections to allow expanded options for voting.

 

HB 2620 Clarify Procurement Requirement for Existing Fund Managers

Status: Passed both houses, waiting governor's signature

House Chief Sponsor: Representative Riley

Senate Chief Sponsor: Senator Biss

SUMMARY: This bill allows CTPF to make a follow-on association to a successor fund without issuing a new Request for Proposal, where it is necessary to fulfill the fund's investment plan.

 

SB 1920, HA #2: Extension of CPS Pension Holiday for FY 2014 and 2015

Status: This bill passed out of committee on a vote of 6-4, and failed the House on a vote of 39-78

House Chief Sponsor: Representative Nekrtiz

Senate Chief Sponsor: President Cullerton

Summary: This bill would have allowed an additional pension holiday for the Chicago Public Schools which would have cost CTPF an additional $350 million in revenue over the next two years.

 

Other Legislation

CTPF supported following bills which failed to move forward during the 98th legislative session. Similar legislation could be re-introduced in future sessions.

 

1. SB 1919/HB 2751 Eliminate the employer's practice of offsetting State of Illinois contributions

Status: Re-referred to rules/assignments.

Sponsored by Senator Kwame Raoul and Representative Arthur Turner

SUMMARY: Required that any State of Illinois contributions received by CTPF will be in addition to CPS contributions.

 

2. SB 1926/HB 2652 Increase State of Illinois contributions to CTPF

Status: Re-referred to rules/assignments.

Sponsored by Senators Emil Jones III, Napoleon Harris III, and Representative Monique D. Davis

SUMMARY: Increased the 2014 state contribution to CTPF to $344 million and required a State of Illinois contribution in future years equal to 10% of the amount authorized for the downstate Teachers' Retirement System (TRS).

 

3. HB 2789 Health insurance reimbursement stabilization

Status: passed committee 9-0, held on 2nd reading in the house, re-referred to rules committee

Sponsored by Senator Donne E. Trotter and Representatives Elgie R. Sims, Jr., Daniel J. Burke, Esther Golar, Maria Antonia Berrios, and Cynthia Soto

SUMMARY: Removed the $65 million spending cap which limits the amount CTPF can reimburse for health insurance premium subsidies, and changed the eligibility requirements and formula for calculating health insurance benefits. Under this legislation, beginning in FY 2014, participants would have received reimbursement for health insurance benefits in the amount of 2.2% times the number of years of creditable service, up to a maximum of 50%.

 

This legislation was supported by the Retired Teachers Association of Chicago (RTAC) and the Chicago Principals and Administrators Association CPAA.

 

CTPF's Role 

The Illinois legislature determines the laws and rules that govern our fund and other public pension systems. The CTPF Board of Trustees administers the law and protects the Fund's finances to ensure retirement security for all members.

The school year has ended and the retirement applications have been tallied. This year about 738 members submitted retirement applications, a sharp decline from the 1,568 who retired last year.  

"Last year there were a number of factors which contributed to the high number of retirements, including the expiration of the Pension Enhancement Program (PEP)," explained Director of Communications Frances Radencic. "We expected the number of retirement applications to decrease this year, and that proved true."

Summer Assignment: Visit your Illinois Legislators
A lack of State and Employer funding has drained resources from our fund. CTPF members must speak up and reach out to help Illinois legislators understand that pension funding is vital, not optional.

Legislators have returned to their districts and most hold office hours. CTPF encourages all members to get to know their elected representatives and to personally share CTPF information and priorities.
    

Prepare for your personal visit 

Your legislators welcome feedback from their constituents and a personal meeting is a great way to share your thoughts and ideas. To make the most out of your meeting, consider these tips.....

  

 

 

1. Educate yourself first

Before you meet with an elected  official, make sure you educate yourself on CTPF priorities. Visit the CTPF member education and advocacy webpage at www.ctpf.org for background information about CTPF and important information about legislative priorities. Resources for member education include:

 

2. Schedule an appointment with the right person

Legislators are interested in the views of their constituents so make sure you meet with the right person. Locate your legislator by clicking here. Many legislators offer walk-in or office hours when they are available. If you can't meet in person, try and call your legislator or send a fax summarizing your views.

 

3. Be prepared

You wouldn't start your day in the classroom without a plan, so use the same approach to your legislative meeting. Make sure you're on time and have an outline of what you would like to share. Bring your CTPF materials with you and think of the meeting as a chance to educate your legislator.  Visit our education and advocacy page to download an information sheet about your state senator and state representative.   

 

Be respectful of his or her time and perspective. This is a chance to make your point and to share information; the experience should be cordial, not confrontational.

 

When the meeting ends, thank the member for his or her time and make sure you leave behind your CTPF flyer with your contact information.

Pension Reps Luncheon 2013

 

The end of the year has proved to be a busy time for our members, and many CTPF Pension Representatives were unable to attend our end-of-year celebration luncheon. We have rescheduled the Pension Representative Seminar for Saturday, September 7th. CTPF will send additional information in August, so watch your mail at the beginning of the academic year for an invitation. 

 
Webinar Draws Online Crowd

CTPF hosted a Pension FUNDamentals Webinar on June 6, 2013, which attracted about 50 CTPF members who were interested in learning more about the fund.

Executive Director Kevin Huber presented an overview of the
current state of the fund, discussed challenges and opportunities, and reviewed issues and results from the 98th General Assembly.

A live question and answer session followed.

"The seminar was a great opportunity for our members to learn more about CTPF and to improve their pension IQ. The feedback we received was positive and we will offer additional seminars throughout the year," said Kevin B. Huber, executive director.

If you are planning a visit to CTPF it's always a good idea to schedule an appointment. Scheduled appointments with Pension Resource Specialists are available Monday through Friday from 8:00 a.m. - 4:00 p.m.

Walk-ins are accepted on a first-come, first-served basis, between 9:00 a.m. and 3:00 p.m., but wait times will vary and may be lengthy during busy periods. Walk-in visitors cannot be accommodated after 3:00 p.m.

Parking and Transit Information  
The 203 North LaSalle building has a self-park garage. Garage entries are located on Lake Street between LaSalle Street and Clark Street and on Clark Street between Wacker Drive and Lake Street (look for self-park signs at entrances). Reduced parking vouchers, available from the CTPF office, can be bought for $15, (check only, no cash).

 

The 203 North LaSalle building has direct access to the CTA. The CTA's blue, green, brown, pink, purple, and orange lines all stop at Clark and Lake. Follow the signs to the 203 North LaSalle building when you exit the train. The CTA's red line stops at nearby State and Lake.
