Federal Housing Finance Agency Director Mel Watt will address his agency's work as regulator of the Federal Home Loan Bank System and conservator of Fannie Mae and Freddie Mac at an industry event on Thursday. Fannie and Freddie, the U.S.-controlled finance companies whose financial arrangements with the Treasury Department are under legal challenge by other stakeholders, are required to turn over all profits to the government. Investors question the legality of the practice and want the companies to be recapitalized and released from U.S. control.
