Although Congress resumes work today after its August recess, there are no immediate plans to take up securities or futures/derivative bills this week. The Commodity Futures Trading Commission and Securities and Exchange Commission also have no public meetings planned.

Although they aren't currently on the schedule, fiscal year 2016 spending measures for the SEC and CFTC are awaiting House and Senate action. Fiscal year 2015 ends Sept. 30, and there is a good chance a continuing resolution could be enacted to keep the SEC, CFTC and other agencies funded after that date.

A pair of House Financial Services subcommittees will hold a joint hearing Thursday on the Labor Department's proposal for imposing fiduciary duty on brokers handling workers' retirement money.
