Dakar Orientation Module 2013 Group Photo

Le cours d'orientation pour attachés de défense et hauts fonctionnaires destiné aux pays de l'Afrique de l'Ouest, d'Afrique Centrale et du Maghreb vient de tenir sa cinquième édition à Dakar du 29 avril au 7 mai. Ce module de formation destiné aux futurs Attachés et personnels en charge de relations internationales au sein de leurs ministères reçoit depuis l'origine un support appuyé de la part des partenaires officiels sénégalais ainsi que de la Confédération suisse.

La qualité de l'édition 2013 du séminaire, les débats qu'elle a suscités auprès de la trentaine de participants issus de près de 16 nations tout autant que l'implication de ces derniers tout au long de la formation témoignent de sa pertinence. Ce cours s'inscrit plus largement dans le cadre de la formation générale pour attachés de défense dispensée par le GCSP à Addis Abeba, Sarajevo, Amman, Genève et donc Dakar ainsi que du volet Francophonie des activités de notre Centre.

NEWS

On 30-31 May, the GCSP, in cooperation with the Swiss Federal Department of Foreign Affairs, hosted the 4th Chambésy Roundtable on European Security. Following three successful events in 2009, 2010 and 2012, the 4th edition brought together government officials and experts from 12 countries as well as representatives from the OSCE, NATO and the European Union. It was aimed at promoting a constructive dialogue on the significance of conventional arms control for European security. >>More

27th International Course in Security Policy (ITC) Comes to a Close

The Farewell Ceremony of the 27th International Training Course in Security Policy (ITC) will be held on Friday, 7 June 2013, with a keynote address by Dr Danilo Türk, the Former President of the Republic of Slovenia on "The Role of Norms, Values and Institutions in International Politics". The 27th ITC, which began on 8 October 2012, is designed to train professionals serving in the broad area of peace and security policy and those involved in security-related political and military decision-making. This year the course brought together 30 participants from 23 countries originating from ministries of foreign affairs, defence, interior, the national intelligence academy and the national guard.  16 of the 30 ITC participants successfully completed the Masters in Advanced Studies in International and European Security track, accredited by the Global Studies Institute of the University of Geneva. >>More

The 8th consecutive Executive Course in Multilateralism, organised by the GCSP and the Graduate Institute of International and Development Studies, took place from 13 to 24 May 2013. The course is organised with the support of the Swiss Federal Department of Foreign Affairs, and this year welcomed 27 participants representing 7 nationalities from around the world, including the new cohort of Swiss diplomats. The participants expressed their satisfaction with the course after receiving first-hand accounts from relevant and experienced actors, and an in-depth overview of the key issues and challenges to which they will be exposed in the conduct of their professional functions. >>More 

8th Annual Course for Junior Diplomats 2013

The GCSP's ongoing non-proliferation and disarmament activities have recently been recognised in a report issued by the Swiss Federal Department of Foreign Affairs (FDFA). The report, submitted to the 2nd Nuclear Non-Proliferation Treaty (NPT) Preparatory Committee (22 April-3 May 2013, Geneva), cites a number of joint activities particularly as they relate to the 2010 NPT Action Plan, preparation of the 2nd NPT Preparatory Committee and efforts to establish a Middle East zone free of nuclear weapons and all other weapons of mass destruction. In the context of these activities, and our cooperation with the Swiss FDFA, the GCSP's Emerging Security Challenges Programme held an Expert Consultation on "Security in a World without Nuclear Weapons" from 23 to 24 May 2013 in Glion, Switzerland. The Expert Consultation is part of a project that is exploring what would be the basis of security in a post-nuclear weapons world, particularly the institutional arrangements necessary to prevent conflict. >>More

On 23 May, GCSP Director Ambassador Tanner spoke on "European Security in a Globalized World" at the International Conference "Military and Political Aspects of European Security", organised in Moscow by the Ministry of Defence of the Russian Federation. High-level participants included the Minister of Defence of the Russian Federation, Sergey Shoygu, the Minister of Foreign Affairs of the Russian Federation, Sergey Lavrov, the Minister of Defence of France, Jean-Yves Le Drian, OSCE Secretary General Lamberto Zannier and US Acting Under Secretary for Arms Control and International Security, Rose Gottemoeller. >>More

In the last few months, Dr Khalid Koser, GCSP's Deputy Director and Academic Dean, has been appointed to several external positions and advisory boards, namely: 1/ Extraordinary Professor in Conflict, Peace and Security in the Faculty of Humanities and Sciences at Maastricht University, the Netherlands; 2/ Chair of the Working Group on Migration and Security of the World Bank's Global Knowledge Partnership on Migration and Development (KNOMAD); and 3/ Member of the Irregular Migration Research International Reference Panel, established to support the development of a sound evidence and research base at the Australian Department of Immigration and Citizenship. >>More

On 15 May, Dr Mohammad-Mahmoud Ould Mohamedou, Head of GCSP's Regional Capacity Development Programme and Visiting Professor at the Graduate Institute of International and Development Studies (IHEID), took part in the 43rd edition of the International Peace Institute (IPI) Vienna Seminar. Dr Mohamedou was a panelist in the session entitled: "Trouble in the Sahel: How to deal with the Dangerous Nexus?". This year's edition looked at the growing threat posed by transnational organized crime, examined the nexus between crime, conflict and terrorism (particularly in the Sahel), and discussed what can be done to improve multilateral efforts to prevent and deal with a problem which is now high on the international agenda. A special focus was put on the situation in northern Mali. >>More

On 9 May, the Chatham House Centre on Global Health Security published an expert comment entitled "Why Don't Health Crises Result in Mass Migration?" by Associate Fellow Dr Khalid Koser, GCSP's Deputy Director and Academic Dean. Dr Koser explains why health crises - unlike most humanitarian crises arising from natural disasters, human-made disasters, environmental degradation or political instability - very rarely result in mass migration. He concludes that the most significant interaction between health crises and migration is probably not where migration results from health crises, but where health crises result from migration and among migrant populations. >>Read the comment

The main speaker will be Mr Feroz Hassan Khan, former Brigadier General in the Pakistani army, currently on the faculty of National Security Affairs at the Naval Postgraduate School, Monterey, California. He is the author of Eating Grass: The Making of the Pakistani Bomb (Stanford University Press, 2012), which portrays an insider's account of the Pakistani nuclear programme. He served in the Strategic Plans Division, Joint Services Headquarters of the Pakistani army, and was involved with the army's supervision of the nuclear programme until his retirement in 2003. >>Register

The need for effective mediation is more topical than ever. This event is initiated by and highlights the engagement of the Friends of Mediation, an initiative of Finland and Turkey that gathers a group of like-minded countries and organisations. The event promotes UN GA resolution 65/283 (2011), "Strengthening the role of mediation in the peaceful settlement of disputes, conflict prevention and resolution", and subsequent UN GA Resolution 66/291 (2012). The event builds on previous events in New York, Helsinki and Istanbul, and aims to sensitise and mobilise the International Geneva community.  >>More

No one can predict what will happen to Afghanistan when British, US and other NATO troops end their frontline role at the end of 2014. Will the United States and its allies be able to help generate a cease-fire and a political deal before they leave? Will they be able to stabilize the wider region that includes Iran, Central Asia, India, China and Russia? These are some of the topics that Ahmed Rashid will discuss when he addresses "The Future of Afghanistan post-2014" on 18 June from 12:30-14:00 at the GCSP. The conference will bring together about 25 renowned regional, security and policy experts in order to assess the current situation in the Middle East and North Africa. During the meeting, participants will discuss the Arab Revolutions, the overall geopolitical and regional dynamics as it pertains to the Levant, Turkey, the Arab-Israeli issue and the situation in Iraq, and finally, Iran and the Gulf region. >>More

5 June - Public Discussion: "Women's Land Rights in the Fight against Hunger and Poverty"
  

Ms Amanda Richardson, Attorney and Land Tenure Specialist, spoke about the intersection of women's land rights and food security. While women represent on average 43 percent of the agricultural labor force in developing countries, they comprise between less than 5 percent to less than 20 percent of agricultural landholders in those regions. Research has shown that secure rights to land can lead to increased household agricultural productivity and production, and that when women have secure property rights they are likely to use the land, and the status they derive from it, to improve nutrition for themselves and their families. >>More  


The Tallinn Manual is the product of a 3-year project by 22 renowned international law scholars and practitioners. It examines how existing international law norms apply to conflicts involving, or occurring within, cyberspace. The speakers were Mr Lauri Aasmann, Chief of the Legal and Policy Branch, CCDCOE, and Prof. Michael N. Schmitt, Chairman, International Law Department, US Naval War College. 12-14 June - CABIR Training Module on the OSCE (Tbilisi). In light of the forthcoming Swiss Chairmanship of the OSCE, the GCSP will be running a special module on OSCE and its activities as part for the CABIR project this year. The Capacity Building in International Relations (CABIR) is an initiative sponsored by the Swiss government and implemented by the Graduate Institute of International and Development Studies Geneva (IHEID) in cooperation with local partners. 21-28 June - European Security and Defence College (ESDC) Course on Peacebuilding (Austria). The course is jointly organised by the Austrian Study Centre for Peace and Conflict Resolution (ASPR), the Austrian Ministry of Defence and Sports, and the Geneva Centre for Security Policy (GCSP) in the framework of the Academic Programme of the European Security and Defence College (ESDC). The NISC is designed to address the main challenges facing global peace and security, and to search for effective responses to these challenges. Ce cours a permis, avec les années, non seulement de former des officiers supérieurs pour la fonction d'attaché de défense, mais aussi d'ouvrir le dialogue sécuritaire entre partenaires d'une sous-région du continent africain. Si la fonction exige des capacités particulières, elle permet aussi à des officiers de pénétrer le monde diplomatique, aussi mystérieux que fascinant. Mais l'aspect sécuritaire reste le volet essentiel des activités de l'attaché de défense et les défis de l'Afrique exigent une collaboration (voire une fédération) de tous les efforts pour obtenir un succès. Ceci explique l'ouverture de la formation aux hauts fonctionnaires des ministères concernés de près ou de loin par une vision de sécurité humaine. Les porteurs de ce cours au Sénégal ont bien compris l'enjeu et ont décidé d'intégrer cette plateforme d'excellence dans le cadre de l'Institut des Hautes Etudes de la Défense et de la Sécurité. Une opportunité pour le GCSP de tisser de nouveaux liens avec des partenaires de l'Afrique Occidentale comme du Maghreb voisin. Merci aux visionnaires comme aux formateurs qui ont su développer une formation reconnue et appréciée au service de la sécurité d'une région attachante et stratégiquement importante.
