In March and April, several important events on our agenda have been dedicated to the theme of Nuclear Non-Proliferation and Disarmament:
  • Keynote address on 20 March at the GCSP by U.S. Acting Under Secretary of State for Arms Control and International Security Rose Gottemoeller on "The Obama Administration's Second Term Priorities for Arms Control and Nonproliferation" (read full story).
  • Public discussion on 19 March at the GCSP where three reports addressing the theme of Nuclear Non-Proliferation and Disarmament were presented and discussed, all three coming to the conclusion that progress in the area is disappointing (read full story).
  • Launch on 9 April at the GCSP of the second edition of the Nuclear Abolition Forum's periodical publication "Moving Beyond Nuclear Deterrence to a Nuclear Weapons-Free World". The report explores the validity, utility and risks of nuclear deterrence (see details and register).
  • Three panels at the 10th International Security Forum dedicated to the theme of nuclear disarmament: "State of Play of Nuclear Disarmament" (23 April), "Regional Conflicts and Nuclear Disarmament" (23 April), and "Next Steps in Nuclear Disarmament: Where do we go from here?" (24 April). >>More

The 17th European Training Course in Security Policy (ETC) came to a close on 21 March with a keynote address by State Secretary of the Federal Department of Foreign Affairs Yves Rossier. The 11-week course had begun on 8 January, welcoming 23 participants from 21 countries, employed for the most part by the ministries of foreign affairs, defence, security, justice, and internal affairs of their respective nations. >>More

The 2013 edition of the ISF, "Facing a World of Transitions", will take place in Geneva on 22-24 April, in conjunction with the 15th Annual Conference of the Partnership for Peace (PfP). This international conference will bring together some 700 international peace and security policy-makers, practitioners and academics, and will give the floor to highly prominent speakers including Swiss Federal Councillor Didier Burkhalter, who will deliver the opening address. >>More

On 26 March, Vice Minister Wang Guoqing and his delegation from the State Council Information Office of the People's Republic of China visited the GCSP. The visit marked a highlight in the relations between the GCSP and the People's Republic of China, which joined the GCSP Foundation Council in 2010 as the first Asian member. >>More

In recent months, the United Nations Alliance of Civilizations (UNAOC) has engaged in a significant effort to address the way the media covers the issue of migration. In this context, the UNAOC has launched a new video series to which Dr Khalid Koser, GCSP Deputy Director and Academic Dean, contributed as an expert. >>More

EVENTS

As long as States believe that nuclear deterrence can protect them from aggression, they will resist or block efforts and initiatives for nuclear disarmament. However, around 150 States manage their security without nuclear weapons. The second edition of the Nuclear Abolition Forum's periodical publication explores the validity, utility and risks of nuclear deterrence. The authors will present and expand on their contributions and there will be an opportunity for discussion on nuclear deterrence. >>More (see also 'Highlight')

This event - sponsored by the Governments of Australia and Japan - will introduce the Centre for Nuclear Non-Proliferation and Disarmament's (CNND) new report "Nuclear Weapons: The State of Play". The report aims at evaluating the performance of both nuclear armed and non-nuclear-armed states against international benchmarks. >>More (see also 'Highlight')

01 May - Public Discussion: "What Role for Civil Society in Political Transitions?"

In 2011, a team of researchers at the Graduate Institute of International and Development Studies (IHEID), the Geneva Centre for Security Policy (GCSP) and several regional partners launched an international project on the "Arab Spring: Challenges during Political Transitions and Comparative Lessons for Civil Societies in the Middle East and North Africa". At this public discussion at the GCSP, the interim findings of the research will be presented following regional consultations held in Amman in 2012 and in Cairo in 2013, and ahead of a third one in Doha. >>More

Policy-maker and scholar Dr Tapio Kanninen of New York's City University (member of the Club of Rome) presented his recently-published book Crisis of Global Sustainability in which he calls political leaders to take immediate practical steps to prevent further climate warming and resource depletion. Dr Deon Terblanche of the World Meteorological Organization and Dr Alexander Likhotal, President of Green Cross International, were also present to take part in the discussion, chaired by Dr Nayef al-Rodhan, Director of the Centre for the Geopolitics of Globalization and Transnational Security and Senior Fellow, GCSP. >>More

The public discussion had three main objectives: to officially launch the Framework Manual (produced by the NATO Cooperative Cyber Defence Centre of Excellence), to present the principal findings of the study and finally provide guidance on how to conceptualize a national strategy in cyber security. The Manual derives from the recognition that cyber threats need to be addressed and emerged after three workshops with experts from various disciplines hailing from different NATO and partner countries. >>More

TRAINING


10 April-3 July: 14th New Issues in Security Course (NISC): "Global Peace and Security: Challenges and Responses". The NISC is designed to address the main challenges facing global peace and security, and to search for effective responses to these challenges. This course aims to prepare participants for enhanced policy planning, decision making and practical implementation in a range of complex and interlinked peace and security situations. This year, 26 participants will take part in the course, from 21 countries. >>More

17-19 April: Seminar on Leadership and Cooperation in Complex Environments. The seminar is led by the German Armed Forces College, in collaboration with the GCSP. It is designated for 15 German Officers who are preparing for future senior leadership positions in international and multidimensional environments. >>More

22-26 April: ESDC Advanced Course for Political Advisors in EU Missions and OperationsThis course (consisting of three five-day modules) is conducted under the auspices of the European Security and Defence College (ESDC) in partnership with the Austrian National Defence Academy and the Egmont Institute in Brussels. >>More

24-25 April: GCSP Expert Training Module on New Frontiers in Intelligence. This 2-day training module will explore the impact of rising challenges on the practice of intelligence. A particular emphasis will be placed on new technologies, new partners, new actors and their impact on both analysis and operations. >>More


  

09 October-07 June: 27th International Training Course in Security Policy (ITC). The ITC is designed to train participants who will serve in the broad area of security policy and will interact in some form with international agencies engaged in security-related political and military decision-making. >> More

Mr Gazmend Huskaj (Sweden), 17th European Training Course in Security Policy (ETC) Course Participant

The GCSP provides an ideal setting for a course with participants from non-traditional European countries such as Algeria, Azerbaijan and Tunisia, to name a few. In addition, participants have different backgrounds coming from various civilian institutions, ministries or the military. This diversity offers a unique opportunity to meet and discuss security policy related issues.

The GCSP invites top-ranked academics, practitioners, experts, government officials from all over the world to give lectures on various topics such as climate change, energy security, or Brazil's, MENA's and other regions' views on Europe. By inviting experts from all corners of the world, the lectures are authentic, with knowledge coming directly from the source.

What I will take with me when I leave the GCSP and head back to Sweden is not only knowledge covered in the curriculum, but also new skills such as negotiation and media training as well as, above all, new friends coming from 21 different countries! I highly recommend the GCSP not only to government officials and military professionals, but also to actors from the private sector that play a very important role in mitigating non-traditional threats such as cyber-attacks. My time at the GCSP has truly been an unforgettable experience!
