2013 Course Schedule
The GCSP is delighted to present its 2013 Course Schedule. It presents a rich programme of training courses on security and peace related issues, both in and outside of Geneva, many of which are open to external participants. The document is available in PDF on the GCSP website and the course listings are updated online. Please check back regularly for updates and registration information.
The 17th European Training Course in Security Policy (ETC) will open on 8 January 2013 The 17th ETC on "European Security in a Global Context" provides comprehensive training in European security within a global context. It is designed to provide civilian and military officials from national ministries with a comprehensive and analytical overview of security trends in Europe and its neighbourhood. The 2013 edition will feature 22 participants from 19 countries and the Azerbaijan Diplomatic Academy (ADA).

Remembering Brigadier General Erwin Dahinden
The Centre was very sorry to hear of the untimely passing of Brigadier General Erwin Dahinden, the Director of International Relations of the Swiss Armed Forces. During his career Brigadier Dahinden worked closely with GCSP, as a member of our governing steering committee, a representative on our Foundation Council, and a member of our International Advisory Board. He committed significant energy, commitment, and financial support, to ensure that GCSP courses and other activities adequately reflect the growing significance of law in building peace and security, he regularly attended our annual Senior Officer's Security and Law Conference, and was also instrumental in facilitating the partnership between GCSP and the International Institute of Humanitarian Law. His Division also funded much of our training for military officers and Defence Attaches. GCSP has lost a good friend, and our thoughts are with Erwin's family.

Upcoming Training Courses
8 January - 22 March: 17th European Training Course in Security Policy: "European Security in a Global Context". The course provides comprehensive training in European security within a global context. It is designed to provide civilian and military officials from national ministries with a comprehensive and analytical overview of security trends in Europe and its neighbourhood.
25-28 February: 9th Defence Attaché Orientation Module. This Annual Training Module is dedicated to training of defence officials working in a multilateral environment. The module develops a link between international security policy and the practical responsibility of a Defence Attaché.
OPEN MODULES: 25 February - 1 March 2013
25 February: UN Sanctions. This module will probe the issue of UN sanctions: the evolution from comprehensive to targeted sanctions and the challenges of increasing their effectiveness.
26 February: Humanitarian Arms Control. The training module addresses those issues of arms control that are not related to the classical inter-state body of arms control or to the proliferation of weapons of mass destruction, such as landmines, cluster munitions, and small arms and light weapons.
27 February: Leadership for Peacebuilding. Participants in this module will identify the specific brand of leadership required for sustainable peacebuilding. Emphasis is on knowing yourself and collaborative leadership, rather than on managing others.
28 February: "Diplomacy 2.0" - The International System and the Transformation of Diplomacy. This training module looks at the main trends in the transformation of diplomacy in the contemporary international system and discusses their impact on the objectives, methods and practices of multilateral diplomacy.
28 February - 1 March: Western Balkans. The Western Balkans are analysed as a complex case of post-conflict peace-building and political reconciliation. Economic, political, inter-ethnic and arms control aspects of the region's development are presented.
Past Training Courses
3-7 December: Defence Attaché Orientation Module for Western Balkan Countries, Sarajevo. The course dedicated to the training of defence officials working in a multilateral environment took place in Sarajevo. It was organised by the GCSP, in cooperation with the Peace Support Operations Training Centre PSOTC, with the support of the Swiss Federal Department of Defence, Civil Protection and Sport. The module brought together 26 participants from 12 countries.
3-7 December: Weapons Law and the Conduct of the Legal Review of Weapons Course. This course provided military lawyers and other officials currently involved, or likely to be involved in legal reviews, with the necessary detailed understanding of the law to ensure their states' compliance with the law. It was funded by the Swiss Government and supported by the International Committee of the Red Cross and by the International Institute for Humanitarian Law (Sanremo, Italy).
21-23 November: Strategic Planning and Analysis Seminar. During three days, the GCSP and the Swiss Armed Forces jointly organised and held the 12th Strategic Planning and Analysis Seminar. The focus of this seminar was on "The Situation in the Eastern Mediterranean Area" (including Syria, Israel, Turkey, Egypt and Iran). It gathered 36 participants, including analysts and specialists from the Swiss Armed Forces and Swiss Foreign Ministry, and analysts from seven other countries. 11-18 November: Defence Attaché Orientation Module for MENA region and PfP countries, Amman. The sixth Training Course in Diplomacy and Security Policy for Military Personnel entitled "New Trends in Global and Regional Security" was held in Amman, Jordan, as a joint project of the GCSP and the Royal Jordanian National Defence College, with the support of the Swiss Confederation. It gathered 33 Officers from the MENA Region and Europe.
5-14 November: 3rd Training Course for Afghan Officials: State and Nation Building in Transition, Baku. Jointly organised by GCSP and the Azerbaijan Diplomatic Academy (ADA), this course welcomed 19 participants (6 women and 13 men) from different ministries of the Afghan government, as well as representatives of Afghan civil society. The course was organised with the support of the governments of Azerbaijan and Finland, as well as the Swiss Federal Department of Foreign Affairs.
29 October - 2 November: Enhancing Leadership for Peacebuilding: 4th Senior Level Peacebuilding Course. This course developed the personal leadership capacities of peacebuilding actors fostering collaborative type leadership, the ability to overcome inter-cultural challenges and communicate leadership; and it also included a leadership self-assessment and the ability to engage with one's individual challenges. It brought together 22 senior level participants, civilian and military, members of international organizations, bilateral agencies, government ministries, and civil society.

7 December 2012: GCSP-KOFF Roundtable: "Afghanistan 2014 and beyond: Lessons from the past, preparing for the future. Can the international community still succeed?" This roundtable was organised by the GCSP & the Center for Peacebuilding (KOFF) to highlight lessons learned from the past and bring to the fore major political challenges ahead for both Afghans and their international partners. It was chaired by Dr Caty Clément, Senior Programme Advisor and Senior Fellow, Leadership in Conflict Management Programme, GCSP, and Ursula Keller, Director KOFF Center for Peacebuilding, Swisspeace.
16 November 2012: Geneva E-diplomacy Day. The Geneva E-diplomacy Day was organised in partnership with DiploFoundation, the Permanent Mission of Switzerland to the UN in Geneva, the Permanent Mission of Malta to the UN in Geneva, and the International Telecommunication Union (ITU). Various issues on social media and e-tools for diplomacy questions were addressed by practicing diplomats, specialists in international relations, and Internet experts.
5-17 November 2012: Seminar: "Caucasus 2025: A Vision". The seminar was organised by the GCSP with the support of the Swiss Ministry of Foreign Affairs, and gathered 23 prominent independent experts from all countries and entities of the South Caucasus, the USA, Russia, Turkey and Switzerland. The participants exchanged in depth views and analysis in a very constructive atmosphere on various issues including geopolitical situation, role of local, regional and international actors in the South Caucasus, promoting dialogue and common understanding between the regional communities, and defining ways forward towards conflict resolution.
12-13 November: Cyber Security Seminar. The seminar was organised in partnership with the NATO Cooperative Cyber Defence Centre of Excellence in Tallinn (CCDCOE), the Austrian Institute for International Affairs, and the Swedish Armed Forces Computer Network Operations Unit. It was one of the three workshops that NATO's Science for Peace and Security Programme funded to facilitate the elaboration of a National Cyber Security Framework Manual.
9 November: GPP Annual Meeting: "Operationalizing Resilience in Peacebuilding Contexts: Approaches, Lessons, Action Points". The Annual Meeting 2012 explored the operational experience to achieve higher levels of resilience of communities and institutions, and asked about the action points necessary to strengthen such efforts in peacebuilding contexts.
8 November 2012: Briefing: "Armed non-State actors' codes of conduct: What are they, what is their significance?" The GCSP, the Geneva Forum, Geneva Call, and the Small Arms Survey organised a briefing on "Armed non-State actors' codes of conduct: What are they, what is their significance?". The speakers included Maud Bonnet, Project Coordinator at Geneva Call, who introduced a new public database entitled "Their Words: Directory of Armed Non-State Actor Humanitarian Commitments", and Dr Oliver Bangerter, former Senior Researcher at the Small Arms Survey, who presented key findings from "Internal Control: Codes of Conduct within Insurgent Armed Groups".
7 November: "Public Lunch-time Event: Can You Get Sued in Switzerland?" The event presented a new paper on Swiss law and employer's obligations with respect to the protection of its employees. Guest speakers included Dr Gérard Blanc, Regional Medical Director, International SOS; Michel Chavanne, Avocat, r & associés, and Lucas Cohen, Regional Security Manager - Switzerland - International SOS and Control Risks. The discussion was chaired by Maarten Merkelbach, Project Director - Security Management Initiative (SMI), GCSP.

Head, Emerging Security Challenges Programme
"The newly established Emerging Security Challenges Programme aims to raise policyshapers' awareness of emerging security challenges and their impact on the international community. The programme also seeks to enhance policyshapers' capacity to address these challenges. To do so, the programme will engage in a variety of training, dialogue, and research activities. With respect to content, the programme will initially focus on issues relating to natural resource management (e.g. energy, food, and water), the implications of technology developments - including their legal dimension - and transnational challenges such as cyber security, terrorism, organised crime, non-proliferation, and disarmament. As the programme evolves, it will actively seek to build new partnerships to tackle these and other cross-cutting challenges".
