Obama DOJ: We Don't Need Clear Evidence To Kill Americans With Drones
"The condition that an operational leader present an 'imminent' threat of violent attack against the United States does not require the United States to have clear evidence that a specific attack on U.S. persons and interests will take place in the immediate future," reads a confidential Justice Department memo defending the U.S. government's ability to order the killing of American citizens if they believe them to be "senior operational leaders" or "an associated force," even if they don't have any evidence that the person targeted is actually engaged in or plotting an attack on the U.S.
Tribesmen this week examine the rubble of a building in southeastern Yemen where American teenager Abdulrahmen al-Awlaki and six suspected al-Qaida militants were killed in a U.S. drone strike on Oct. 14, 2011. Al-Awlaki, 16, was the son of Anwar al-Awlaki, who died in a similar strike two weeks earlier.
All of the controversy stemmed from the September 2011 drone strike in Yemen that killed alleged al-Qaida operatives Anwar al-Awlaki and Samir Khan. Both were U.S. citizens who had never been indicted by the U.S. government nor charged with any crimes.

Lawmakers in at least 11 states are proposing various restrictions on the use of drones over their skies amid concerns the unmanned aerial vehicles could be exploited by local authorities to spy on Americans.
Concerns mounted after the Federal Aviation Administration began establishing safety standards for civilian drones, which are becoming increasingly affordable and small in size.
Some police agencies have said the drones could be used for surveillance of suspects, search and rescue operations, and gathering details on damage caused by natural disasters.

Metcalfe Seeks to Make Federal Gun-Grabbing A Criminal Offense in Pennsylvania
HARRISBURG - State Representative Daryl Metcalfe (R-Butler) today announced his legislation that would make any new federal gun control laws unenforceable within the Commonwealth.
"Passage of my legislation will send the message that there will never be additional gun control, anywhere in Pennsylvania," said Metcalfe. "Whether by White House executive orders, congressional fiat, or judicial activism, we will never allow the left to benefit from the wicked acts of murderers in order advance their senseless gun-grabbing agenda which would only succeed in replacing one of our most sacred personal liberties with the chains of government tyranny."
Similar to legislation most recently introduced in Wyoming and Texas, Metcalfe's Right to Bear Arms Protection Act (House Bill 357) would:
Prohibit enforcement of any new federal registration, restriction or prohibition requirement for privately owned firearms, magazines and ammunition.
Require the state of Pennsylvania, including the Office of Attorney General, to intercede on behalf of Commonwealth citizens against any federal attempt to register, restrict or ban the purchase or ownership of firearms and firearms accessories which are currently legal products.
Final enactment of Metcalfe's Right to Bear Arms Protection Act would mean that anyone - even federal agents - who try to enforce any type of gun control restriction within state borders would face arrest and being charged with a felony offense.
"The right of the citizens to bear arms in defense of themselves and the State shall not be questioned," said Metcalfe. "Article 1, Section 21 of the Pennsylvania Constitution makes it crystal clear that no level of government, especially the federal government, has any authority whatsoever to impose senseless restrictions on law-abiding firearms owners, or worse, the confiscation of legally owned firearms. The purpose of my legislation is to force any gun-grabbing federal official to count the costs of unconstitutionally disarming or denying Pennsylvania citizens their God-given right to keep and bear arms."
Metcalfe is also calling on all Pennsylvania citizens who support Constitutional liberty to attend Pennsylvania's annual Second Amendment Action Day on Tuesday, April 23, beginning at 10:00 a.m. in the State Capitol Rotunda, and to sign the all-new Armed Pennsylvania: Say to No Gun Control petition by visiting RepMetcalfe.com.

February 15 - March 27, 2013 - Debt Ceiling: Sometime in this date range we are expected to reach the debt ceiling (Technically we have already hit the debt ceiling, but this is the date range when we will reach a point where the Treasury can no longer implement "extraordinary measures" to meet our spending obligations.
February 28, 2013 - Sequestration: The "fiscal cliff" bill created a new manufactured crisis that will happen sometime at the end of February. This is when the sequestration can was kicked down the road.
March 31, 2013 - Continuing Resolution: The current Continuing Resolution that the government is operating under expires on March 31. This means that they will have to pass a CR between now and then.
April 15, 2013 - Budget Resolution: This is the date by law in which both Houses should have a budget resolution passed. We are already hearing that the President is late in submitting his budget, the House is reporting that they will not meet their deadline for a budget, and the Senate... well they haven't passed a budget in over 1,350 days.

AAA warns E15 gasoline could cause car damage

E15, a higher blend of ethanol and gasoline, has rolled out in a handful of states. But its use in older vehicles is generating warnings from AAA, which says E15 could be harmful to pre-2012 vehicles.
The AAA says the Environmental Protection Agency and gasoline retailers should halt the sale of E15, a new ethanol blend that could damage millions of vehicles and void car warranties.
AAA, which issued its warning Friday, says just 12 million of more than 240 million cars, trucks and SUVs now in use have manufacturers' approval for E15. Flex-fuel vehicles, 2012 and newer General Motors vehicles, 2013 Fords and 2001 and later model Porsches are the exceptions, according to AAA, the nation's largest motorist group, with 53.5 million members.
"It is clear that millions of Americans are unfamiliar with E15, which means there is a strong possibility that many may improperly fill up using this gasoline and damage their vehicle," AAA President and CEO Robert Darbelnet tells USA TODAY. "Bringing E15 to the market without adequate safeguards does not responsibly meet the needs of consumers."
More Horrific Hagel Statements - Israelis Keep "Palestinians Caged Up Like Animals," Iran Should Not Be Isolated, Supports Fatah/Hamas Merger
The Zionist Organization of America (ZOA) has pointed to further, alarming statements made by President Barack Obama's nominee for Secretary of Defense, Chuck Hagel, and urged senators to vote against confirming him in that office.
The far-left J Street, which present itself as a pro-Israel group, has now released the video of Hagel's speech to its 2009 conference, in which Hagel said that he opposed isolating Iran through diplomacy and sanctions, saying, "How in the world do we think isolating someone is going to bring them around to your way of thinking?"
Hagel also subscribed to the discredited 'linkage' argument, which contends that the Middle East can be greatly tranquilized and U.S. relations with Arab states enhanced if the U.S. pressures Israel into a peace agreement with the Palestinians. Hagel said, "The Israeli-Palestinian conflict is central, not peripheral, to U.S. vital security interests in combating terrorism, preventing an Iranian nuclear weapon, stability in the Middle East and U.S. and global energy security."
Echoing the views of hostile anti-Israel figures Brent Scowcroft and Zbigniew Brzezinski, Hagel suggested imposing a peace agreement on Israel, saying, "I think we are getting close to the time where something has to be laid down here on this."
Hagel also called for a Fatah-Hamas merge, saying, "No peace will be possible nor sustainable as long as the Palestinians remain a house divided." He did not mention any conditions for Hamas
Also, Hagel seemed to refer, like Israel's Arab enemies, to Israel's capital being Tel Aviv, not Jerusalem, when said, "It's always difficult for leaders to step forward, either in Ramallah, Tel Aviv, Riyadh or Cairo." ('Sen. Chuck Hagel at the first J Street Conference,' Youtube, January 29, 2012). Other than Tel Aviv, all the other cities named by Hagel are Arab capitals.
Additionally, a report in the Washington Free Beacon has unearthed a Hagel statement that appeared in a Nebraska newspaper, the Lincoln Journal Star, on January 12, 2003, in which Hagel said that Israel was "keep[ing] Palestinians caged up like animals" ('Hagel in 2003: Israel Keeps "Palestinians Caged Up Like Animals,"' Washington Free Beacon, January 9, 2013).
ZOA National President Morton A. Klein said, "These newly unearthed statements by Hagel simply reinforce the fact that Hagel has a virtually unrivaled record of hostility to Israel, bigotry towards Jews and gays, disbelief in the importance of a strong U.S. military, indulgence of Middle Eastern terrorist groups like Hizballah and Hamas, and antipathy towards any conceivable measure - economic or military - for preventing Iran becoming a nuclear power if negotiations fail.
"These statements afford further reasons for the Senate to vote against confirming Chuck Hagel as Defense Secretary and we urge senators to do so."
Please continue to call both of your U.S. senators and respectfully ask that they oppose the nomination of Chuck Hagel as secretary of defense. Please ask friends, relatives, colleagues and all of your electronic contacts to call as well.
Has Communist Ideology Overtaken America? Education is crucial. If you can't see this happening in America, and a ton of progress being made, then I offer two potential explanations:
You are one of the "useful idiots" of communist teaching.
I am one of the "village idiots" that your Mama probably warned you about.
Some of these points will be open for debate and some will not. In some cases it is blatantly obvious that they have achieved their goals. It is even rumored that our own President has deep communist ties. You might want to check that out as well but I will withhold my opinion at this point. Let's just lay it out and you can interpret it.

There was a time in the 80s when standup comedians were required by law to wear loud blazers and louder ties and to demand answers to life's unanswerable questions about senseless products, airline regulations and the other inconveniences of modern life. "Who were the geniuses who came up with that one?" was their demand.
The Republican Party, which has been a joke for almost as long as it has been a party, is in the hands of those same geniuses. Fresh off two defeats in presidential elections, they have come up with the plan of all plans to get back on top.
First, they will nuke their own grassroots by raising money to attack deviant Tea Party candidates and protect true conservatives who support amnesty, tax shelters and tax hikes. Considering that the Tea Party was responsible for the first Republican victories since 2004, spending money going after it is bound to attract voters and improve prospects for more victories in 2014.
Second, they will add 11 million Democratic voters to the rolls through amnesty for illegal aliens as part of a brilliant plan to stop being a national party and settle down to fighting pitched battles for local council seats. Even the geniuses behind the election polling and ORCA should be able to win a few those. And if they can't, then it'll be time to raise more money to keep down some of those pesky Tea Party types trying to run for school boards while saying politically incorrect things.
Fortunately there is a clear path to victory. All we have to do is convince the Party of Consultants that all is lost and that they should come out as Democrats now. If they do that, then the Democratic Party will be a useless ruin within a decade. If they don't do that, the Republican Party will have the same policies as the Democratic Party, except for the part where it wins elections.
The establishment wanted Romney in '12. And they got him. They assured us that he was the only electable candidate. And when he lost, they told us that he didn't fail, the country failed him. And if a campaign built on Staples couldn't catch fire, it must have been due to the descent of the country into a nation of takers.
And they have a plan for '16. They'll run an immigration friendly candidate like Jeb Bush or Marco Rubio to win the Latino vote. Sure, Rubio lost the non-Cuban Latino vote in Florida, and unless the entire population of Cuba gets imported to the United States and legalized between now and '16, he'll only win, at best, as much of the Latino vote as Bush did, or as Rick Perry did, which isn't enough to win an election, especially once you've legalized the 10 percent of Mexico that lives north of the Rio Grande. But after they blow that one, the geniuses will step up to the plate and blame the Tea Party for a loss by another of their perfect candidates because during the primaries Rubio or Bush was forced to disavow Amnesty II or Amnesty III.
The Republican Party of '12 looks a lot like the Democratic Party of '88. It's outdated and running on fumes. All its slogans are tired and its leaders seem completely out of touch. Even the most unfair attacks stick to it, because it has no momentum. It isn't going anywhere because it's enclosed in a shell of outdated ideas and tired figures from its past who prevent anyone from coming to the fore. That same state of affairs led to the unlikely candidacy of Bill Clinton among the Democrats, but assuming that an obscure southern governor will battle his way through the Republican primaries to reveal a talent for national politics may be hoping for too much. And if he did, the establishment would spend their cash reserves to crush him in favor of a reliable choice like Paul Tsongas.
It didn't have to be this way. The Tea Party gave the GOP a shot in the arm. Suddenly it was acting and thinking like a revolutionary party. There were ideas in the air, energy on the ground and anger coalescing into action. And then it all got shut down for four months of infomercials about Staples because the establishment had gotten what it wanted and decided to play it safe before the big game.
As Sheriffs across the country reflect on how to address a future that may ask them to participate in firearm registration and confiscation schemes more are saying with clarity "not my department".

Coloradans serviced by Xcel Energy were responsible for nearly half of the company's profits in 2012 due to rate hikes implemented last May. According to Xcel's 2012 Year End Earnings Report released last week, Coloradans who purchased energy from Xcel paid higher rates and helped boost the company's profit to a record $905 million dollars.
Though Xcel is based in Minneapolis and serves seven states other than Colorado, the company's operations in the Rocky Mountain state managed to rack up nearly the same profit as in Michigan, Minnesota, New Mexico, North Dakota, South Dakota, Texas and Wisconsin combined. For some workers, cronyism prevents receiving raises in pay. In early 2011, a Giant Eagle supermarket in Edinboro, Pennsylvania, wanted to give wage increases and higher starting wages to 25 employees. But a union wouldn't let it do so.
Why would a union object to workers receiving higher wages? Because in this case, the increases went to "less senior" employees. The union went to arbitration and won a judgment that Giant Eagle can't give raises "without first obtaining concurrence from the Union"-and an order to rescind those increases already given.
Today, some employees in Edinboro are earning less than their employer wants to pay them. All because of cronyism in the American economy.

Iran's Revolutionary Guard units are currently working to secure Syria's missile arsenal and sensitive military installations and components, including the country's chemical weapons, according to informed Middle Eastern security officials.
The officials said Iran is acting to protect Syria from further possible Israeli airstrikes.
To cut to the chase, a country that was serious about its national security would never put John Brennan in charge of its premier intelligence service. Of course, it is by no means clear that the United States is any longer a serious country in this regard.
It is unfortunate that the formation of the Conservative Victory Project -- a non-profit outfit backed by Karl Rove that will supposedly vet Republican primary candidates, backing the most conservative candidate who can win -- is only going to drive the wedge between the establishment and right wing activists deeper, and open the chasm between the two sides wider. Indeed, victory seems farther away today than it did yesterday.

Our enemies didn't miss President Obama's mixed-message response to the Benghazi consulate attack.
They watched UN Ambassador Susan Rice blame the attack on a video, which only encouraged militants to riot in front of American embassies all over the world.
They know that no one has yet been arrested for the attack.
They saw Secretary of State Hillary Clinton's outrageous response during her congressional testimony, when she asked, "What difference, at this point, does it make?" regarding why the attack happened.
While the American people still don't have answers to many of the questions swirling around Benghazi, our enemies have drawn their own conclusion-they see weakness, confusion and indecision.
And they have become emboldened as a result.
It's past time America got answers, answers that weren't forthcoming at the House and Senate hearings.
This is why we're urging you to sign our open letter to the House leadership demanding the creation of a House Select Committee to thoroughly investigate what happened in Benghazi and why.
Unanswered questions include:
Who exactly was responsible for the attack?
Why has not even one of the terror suspects been taken into custody?
Why did members of the Administration falsely claim on numerous occasions that a low-budget movie was the catalyst for the attack, something known to be untrue?
Why was there no immediate military response during the attack to either rescue the victims or recover the bodies?
Is it true, as the New York Times reported, that militants involved in the recent attack of an Algerian gas complex also were involved in the Benghazi incident?
Rep. Frank Wolf has introduced H. Res. 36, which calls for the creation of this Select Committee.
The House leadership needs to hear from the grassroots that there is a demand for the creation of this committee to thoroughly investigate what happened in Benghazi.

North Korea creates video with their nuclear missile hitting USA and setting New York City ablaze. This is the latest in the not so veiled threats of the North Koreans to take out their enemies.
It begins benignly enough, with an image of a sleeping young North Korean man, and a genteel piano version of the US feel-good pop anthem We Are the World providing the musical backdrop.
But the YouTube video recently posted by Uriminzokkiri, North Korea's official website, quickly takes a more sinister turn as the man's dream continues into the realms of Stalinist fantasy.
Within seconds he is aboard a space shuttle, launched into orbit by the same type of rocket the North successfully launched in December. The shuttle orbits Earth, at one point passing over a jubilant and reunified Korean peninsula, before the focus switches to an unidentified city draped in the Stars and Stripes.
What appear to be missiles rain down on the city, setting fire to high-rise buildings in scenes reminiscent of the 9/11 terrorist attacks on New York.
"Somewhere in the United States, black clouds of smoke are billowing," the Korean-language caption says. "It seems that the nest of wickedness is ablaze."
The ease with which the North's dozing pilot circumnavigates the planet owes more to North Korea's ability in visual special effects than the reality of its space programme.
But the video, which has received a relatively modest 38,000 views since it was uploaded at the weekend, is a timely reminder of the growing threat posed by the regime's ballistic missile and nuclear weapons programmes.Source

I'm writing this in the middle of the afternoon and like clock-work President Obama just interrupted my regular TV programming to make a statement that the media feel we need to hear.
Alas, Obama's brief press statement was not must-see TV. He announced that he wants Congress to delay a package of automatic spending cuts-known here in Washington as sequestration-that are set to take place on March 1st by passing a short-term package of spending cuts and tax hikes.
I have mixed emotions about the March sequestration cuts. The defense budget would take a hard hit, threatening our national security. But let me be clear: Obama has no credibility on fiscal matters. He complains about how Congress won't compromise, but he just got his way and hit us with a huge tax increase on January 1st. Now he's trying to pressure Congress to agree to more tax increases.
By the way, Obama also has no credibility in accusing Congress of not doing its job. The president is required by law to submit a budget by February 1st. And for the fourth time in five years, he failed to do so. We'll keep you posted.
Most Fear The Federal Government
Ronald Reagan once said that the nine most terrifying words in the English language are: "I'm from the government and I'm here to help." It turns out most Americans still agree with the Gipper.
A recent Pew Research Center for the People and the Press poll found that 53% of Americans believe the federal government threatens their personal rights and freedoms. That's up from 45% in 2003 and 36% in 1995.
Distrust of the federal government is not felt by just conservative Republicans, 76% of whom feel threated by the government. Fifty-five percent of moderates feel the same way.
Some establishment Republicans get nervous about the Tea Party. Big media has succeeded in marginalizing the movement to the point where even many conservatives are reluctant to associate with it. But there's nothing to be afraid of. Distrust of the federal government is a core Tea Party belief, and it's shared by most Americans.
A Cautionary Tale
As the Boy Scouts consider whether to cave to the cultural left and allow open homosexuals to serve as scout masters, they might consider what happened in Canada when Scouts Canada began allowing gays to serve. In the late 1990s, in an effort to be more "inclusive," the board of governors of Scouts Canada decided to admit females, atheists, homosexuals, bisexuals and transsexuals into scouting. You can well guess what happened next.
Scouting membership immediately plummeted, to less than half of their original size. Pushing its ideal of political correctness and its version of tolerance, the Left has been on a decades-long campaign to destroy many of America's most revered institutions, including the media and the military. Now it wants to do the same to the Boy Scouts.
America's Coming Demographic Disaster

Central banks all over the world are flooding the zone with money hot off the press, all in the name of stimulus. Even a country such as Switzerland, with a traditionally stable currency and low inflation rates, finds itself caught in the dance. How can it afford to let the Swiss franc appreciate against the currencies of its commercial rivals? The powers-that-be in Switzerland have concluded that they can't, and they may have a better excuse than Ben Bernanke et al., whose commitment to keep doing what isn't working continues unabated.
Today's Wall Street Journal carries a short article by Francesco Guerrera on the side effect of the running of the printing presses: "Currency war has started." I actually think Guerrera is arriving on the scene a little late, but his article makes up in drama whatever it might lack in timeliness:
Most of the currency-market tensions aren't the byproduct of direct intervention or trade wars but of extreme monetary measures that are attempts to make up for nonexistent fiscal policies.
As developed countries like Japan and the U.S. try to kick-start their sluggish economies with ultralow interest rates and binges of money-printing, they are putting downward pressure on their currencies. The loose monetary policies are primarily aimed at stimulating domestic demand. But their effects spill over into the currency world.
Since the end of November, when it became clear that Shinzo Abe and his agenda of growth-at-all-costs would win Japan's elections, the yen has lost more than 10% against the dollar and some 15% against the euro. The greenback last week plumbed its lowest level against the euro in nearly 15 months.
These moves are angering export-driven countries such as Brazil and South Korea. But they also are stirring the pot in Europe. The euro zone has largely sat out this round of monetary stimulus and now finds itself in the invidious position of having a contracting economy and a rising currency-making Thursday's meeting of the European Central Bank a must-watch event.
The dirty secret is that using monetary policy to weaken a currency, whether voluntarily or not, is a shortcut to avoid unpopular decisions on fiscal and budgetary issues.
"I don't remember central banks being so deep in experimental mode," says Mohamed El-Erian, chief executive and co-chief investment officer of Pacific Investment Management Co. "It is equivalent to a pharmaceutical company that feels forced to bring a new medicine to the market even though it has not been properly tested."
How will it end? There are two binary results: apocalypse or redemption.
James Rickards, a veteran financier and author of "Currency Wars: The Making of the Next Global Crisis", predicts the former.
"People ask me who's winning. I say nobody," he told me. "I expect the international monetary system to destabilize and collapse. There will be so much money-printing by so many central banks that people's confidence in paper money will wane, and inflation will rise sharply."
Now that's something you don't read in the Journal every day. Guerrera, however, is guardedly optimistic: "[C]ommon sense could prevail, putting an end to the dangerous game of beggar (and blame) thy neighbor." Has counting on common sense to break out ever been a good bet? I'm thinking it might be time to pull down my copy of When Money Dies from the bookshelf.
Throughout the "fiscal cliff" drama, I argued that once the middle class tax increase was called off (as seemed almost inevitable), Republicans would have the upper hand because President Obama fears sequestration more than Republicans do (or should). The key, then, was to keep sequestration on the table or, as I put it, "to go over half of the fiscal cliff."
Now that we are about to take that plunge, sure enough, Obama is asking Congress for a short-term deficit reduction package of spending cuts and tax revenue that will delay steeper automatic cuts from kicking in on March 1. Republicans seem adamant, however, that additional tax revenue won't be part of such a deal. Speaker Boehner said:
President Obama first proposed the sequester and insisted it become law. Republicans have twice voted to replace these arbitrary cuts with common sense cuts and reforms that protect our national defense. We believe there is a better way to reduce the deficit, but Americans do not support sacrificing real spending cuts for more tax hikes. The president's sequester should be replaced with spending cuts and reforms that will start us on the path to balancing the budget in 10 years.
The first sentence is important - Obama proposed the sequester. This fact will make it difficult for him to the blame its economic consequences on Republicans, a growing priority for the president now that the economy has stopped growing.
Difficult, but not impossible. Obama is trying to return the playing field to something like its December 2012 shape by talking about closing tax loopholes. In other words , he wants to recouple spending cuts and tax hikes for the rich. When the Republicans insist they have already done tax increases so now it's time to do spending cuts, Obama will claim that the Republicans are once again putting the economy at risk in order to protect the rich.
But this time (a) it is Obama's own idea that allegedly is putting the economy at risk and (b) there is no question of a tax increase on the middle class. So although Obama is not without arguments, his position is nowhere near as strong as it was two months ago. In fact, Republicans may have the upper hand.
What should Republicans do? They should propose spending cuts that make more sense than the blunderbuss reductions in the sequester, but that add up to the same amount. If the Democrats shock the world and agree, great - we will have sensible cuts. If they don't agree, Republicans can, with some plausibility, blame sequestration on Obama for proposing it and the Democrats generally for not agreeing to modify it.
Finally, in the unlikely event that Obama shows a willingness to discuss entitlement reform in a serious way, Republicans should entertain a "grand bargain." Otherwise, they should take the spending cuts that Obama graciously handed them, and save entitlement reform for the next time they can exert pressure on the White House.
JOHN adds: I don't disagree with any of Paul's observations, but as I have said before, I think it is overwhelmingly probable that the best deal the Republicans will be able to get is the one they already have, i.e., sequestration. So let's take it: it will be the first significant spending cut in memory. As long as Obama keeps singing the same tune-the only one he knows, evidently-Republicans should just say no.
Former Texas Rep. Ron Paul responded to the murder of former Navy SEAL and legendary sniper Chris Kyle at the hands of another Iraq War veteran by tweeting: "Chris Kyle's death seems to confirm that 'he who lives by the sword dies by the sword,'" Paul overlooked the fact that the death of nearly every other combat veteran, including former snipers, illustrates the opposite.
Now, Eliana Johnson reports that Paul has explained his idiotic and inappropriate comment. His latest offering on the subject states:
As a veteran, I certainly recognize that this weekend's violence and killing of Chris Kyle were a tragic and sad event. My condolences and prayers go out to Mr. Kyle's family. Unconstitutional and unnecessary wars have endless unintended consequences. A policy of non-violence, as Christ preached, would have prevented this and similar tragedies.
He has a point. If there were no violence, there would be no violence.

One of my axioms when I lived in Washington was that you have to get up pretty early in the morning to get the drop on Ramesh Ponnuru, and Hayward's First Corollary of the Ponnuru Principle is that whenever I find myself disagreeing with Ramesh, I better check my math. Fortunate today we're in heated agreement about plastic bag bans. I had meant to flag yesterday the new research from George Mason's Josh Wright and Penn's Jonathan Klick on the adverse health tradeoffs of plastic bag bans, but Ramesh beat me to it in his Bloomberg column.
Wright and Klick have performed the simple task of comparing before and after rates for food borne illness in counties that enacted plastic bag bans and adjacent counties that didn't. The results aren't even close: counties that enact plastic bag bans see a sharp spike in hospitalizations for food-borne illness, much of it generated from reusable cloth bags that gather bacterial growths from raw food. From the abstract:
San Francisco County was the first major US jurisdiction to enact such a regulation, implementing a ban in 2007. There is evidence, however, that reusable grocery bags, a common substitute for plastic bags, contain potentially harmful bacteria. We examine emergency room admissions related to these bacteria in the wake of the San Francisco ban. We find that ER visits spiked when the ban went into effect. Relative to other counties, ER admissions increase by at least one fourth, and deaths exhibit a similar increase.
I'll just borrow Ramesh's summary here:
Klick and Wright estimate that the San Francisco ban results in a 46 percent increase in deaths from foodborne illnesses, or 5.5 more of them each year. They then run through a cost-benefit analysis employing the same estimate of the value of a human life that the Environmental Protection Agency uses when evaluating regulations that are supposed to save lives. They conclude that the anti-plastic-bag policies can't pass the test - and that's before counting the higher health-care costs they generate.
Simple!-the bag banners say: just get people to start washing their reusable bags. Okay, fine, but if public education is the remedy, why isn't that same remedy used for the purported evils of plastic bags, which are recyclable? I always recycled mine, and also used them for a variety of secondary uses.
Of course, one of the things you also hear in California is that we need to reduce water use. Twenty years ago the crusade of the greenies for a time was banning disposable diapers, which take up more than twice the space in landfills as plastic bags. Santa Barbara County, and then the state of California itself, considered a total ban on disposable diapers. They were routed in Santa Barbara County when someone did the calculations of how much additional water would be necessary to wash cloth diapers. The state legislature backed off when it contemplated the army of pitchfork- and soiled-diaper-bearing moms who would come at them if they passed a disposal diaper ban. I guess plastic bag users don't have as strong a constituency.
It's always fun watching environmentalists when they learn that tradeoffs are a real bitch. Doesn't happen often enough, especially when their refusal to consider tradeoffs result in increased deaths of real people.

Government waste in the discretionary budget abounds. But that's just the tip of a massive iceberg of federal spending. If Congress and the President keep ignoring the problem, they risk a crisis which would force drastic measures with significant harm to the American people.
The Income Tax Turns 100 Years Old On the somber 100th birthday of the federal income tax, we can clearly see how it greatly expanded the size of federal government. Today, a great danger lies in giving Congress the authority to levy broad-based new taxes like a carbon tax - allowing big government to grow even bigger.

According to The Heritage Foundation's China Global Investment Tracker, Chinese non-bond investment in the U.S. set a record in 2012. China has $3.3 trillion in foreign reserves and, like other fast-growing economies, wants to invest more here. Foreign investment and other commerce benefits America, but there are understandable concerns about the loss of advanced technology and possible threats to national defense.
Evaluating these concerns is the job for the Committee on Foreign Investment in the United States (CFIUS). CFIUS is an inter-agency group chaired by the Secretary of the Treasury and including the Secretaries of Defense, State, and Commerce; the Attorney General; the United State Trade Representative; and others. The U.S. does not have to choose between security and the many benefits brought by foreign business. CFIUS can screen transactions so that nearly all proceed immediately while a remaining very few are investigated and possibly blocked.
CFIUS is responsible for all countries investing in the U.S., not just China. The surge in Chinese investment, however, indicates the prudence of enhancing the American review process. The initial presumption should remain that all transactions go forward. Beyond that, the CFIUS mandate should be extended while transparency and responsiveness are improved in several ways.
As senators prepare questions for Chuck Hagel, they would do well to clarify his views on Asia, a crucial region for U.S. interests. As demonstrated in the Japanese earthquake, any disruption to the region can have global consequences, rippling through international supply chains.Moreover, it is the source of much of the high technology that undergirds American economic activity.
When Congress holds hearings on Chuck Hagel's nomination for Secretary of Defense, they should pay close attention to his position on U.S. space capabilities. As Secretary of Defense, he would have responsibility for ensuring that the U.S. maintains the ability to access space as necessary, a position that is increasingly threatened by the People's Republic of China (PRC).

Boy Scouts of America: The Badge of Intolerance?
Recent events involving the Boy Scouts of America have once again raised concerns about attempts to shove people and groups with traditional viewpoints on issues such as marriage, family, and sexuality out of the public square.
For years, the Scouts have been targeted for upholding traditional moral standards and belief in God. When the Scouts reaffirmed certain commitments last summer, the pressure only intensified.
Some sources have disparaged the Scouts' membership policy as intolerant and retrograde. Some corporatedonors have stopped giving because of the Scouts' stance.
The Scouts controversy is just the latest reminder of how people or groups that stand up for traditional viewpoints on issues such as sex, family, and religion face intense and growing pressure to abandon those views.
The Heritage Foundation has documented many instances illustrating how people with traditional viewpoints face growing burdens to right of conscience and religious freedom.
When the Scouts' freedom to uphold its beliefs was challenged in the past, it fought and won in the court of law. Today, the Scouts' viewpoints are being challenged in the court of public opinion.
Changing course now, in a policy that attempts to compromise by allowing different troops to choose different policies, will likely place the Scouts in more, not less, cultural, financial, and even potentially legal jeopardy. In addition, by abandoning its deeply held religious and moral beliefs in the face of intense pressure, the Scouts would also miss an important opportunity to demonstrate the strength of conviction that makes it a vibrant thread in the rich and diverse fabric of American civil society.

Call Members of Congress and Tell Them to STOP the Push for Amnesty!
Today, Members of the House Judiciary Committee will hear arguments in support of and in opposition to amnesty and guest worker programs during the Committee's first hearing on immigration reform. The hearing, entitled "America's Immigration System: Opportunities for Legal Immigration and Enforcement of Laws against Illegal Immigration," will examine current laws as well as suggestions for expanding immigration.

A guest worker amnesty program, under any guise, is bad immigration policy. Not only is it inherently insulting to legal immigrants who wait in line, or a sure-fire way to encourage more illegal immigration, it also stands in direct conflict with the interests of ordinary Americans. Currently twenty-two million Americans are either unemployed or underemployed. It is these Americans who will be hurt most by a guest worker amnesty bill. They will face even tougher competition for jobs, and when they do find employment, receive lower wages.
The only way we can stop Congress from giving in to the push for amnesty is by flooding Congressional phone lines with the strong, unified voices of Americans. FAIR urges you to call your Representatives and House leaders NOW and tell them:
Granting amnesty or any legal status to illegal aliens unfairly rewards law-breaking.
Granting amnesty will do nothing but encourage more illegal immigration and is fundamentally unfair to individuals all over the world who are patiently waiting in line to come to the United States legally.
Granting amnesty and adding more guest worker programs adds millions of legal workers to the domestic workforce when 22 million Americans are either unemployed or underemployed. Moreover, those workers that are hurt the most are often legal immigrants working in low-skill, low-wage jobs.
Granting amnesty without first securing the border or making sure immigration laws are enforced guarantees that we will face this same problem again in the future.
Granting amnesty to illegal aliens will not secure our borders, will not improve national security, will not end fraud in the immigration system, and will not fix the problem of visa overstays.
Tell Congress that, instead, we need a secure border, tough immigration laws, and most importantly, we need to enforce the laws that are already on the books!

Women in Combat By Walter E. Williams A senior Defense Department official said the ban on women in combat should be lifted because the military's goal is "to provide a level, gender-neutral playing field." I'd like to think the goal of the military should be to have the toughest, meanest fighting force possible.
As negotiations for the US withdrawal from Afghanistan have once again come to a halt, the Taliban Supreme Council has offered to level the playing field by sending a group of 400 battle-hardened Taliban peacekeepers to the U.S. city of Chicago, to help pacify one of the most violent regions in the Great Plains area of the North American continent.
With many years of combat experience in violent areas of their own country and having fought rebels, insurgents, villagers, urban militias, rival drug lords, as well as Soviet and American occupying forces on foot, horses, camels, donkeys, and trucks, they may be just what the Chicago city officials need to pacify their own population and bring the recently publicized murder rate under control.
Former Congressman Ron Paul posted a pretty pathetic and reprehensible tweet yesterday. The tweet essentially criticized slain Navy SEAL Chris Kyle for trying to help a fellow soldier in need.
