Rebuilding Communities
Many Americans will find it difficult to return to their daily routines today. The massacre at a Connecticut elementary school Friday, in which 26 people were murdered in an act of senseless violence, including 20 small children, has left the country shocked. The Heritage Foundation expresses its condolences to the families and friends of the victims and grieves along with them. Among people heading back to work will be lawmakers, who will do their best to carry on as they return to Washington to confront a number of pressing challenges, including a disaster relief bill for Hurricane Sandy. Hurricane Sandy left more than 100 people dead and destroyed about 400,000 homes and other buildings. Today, the Senate will begin debating a bill that was supposed to be disaster recovery funds for those devastated by the storm. But so many special-interest projects were added on that the $60.4 billion request has turned into a farce. Roughly $28 billion of the request is marked for future disaster-mitigation projects. It includes:
The bill also seeks federal funding for things that are provided on a state and local level, or by nonprofits and communities, such as food for food banks. As Heritage visiting fellow Matt Mayer explains, "[S]etting aside whether these projects have merit, a supplemental spending request to deal with a current crisis is not the appropriate vehicle to propose new spending projects." Items have been tacked onto the bill that should be debated for the regular federal budget, not disaster funding. The way the Federal Emergency Management Agency (FEMA) responds to disasters-and the type of disasters that it responds to-are issues that need serious consideration. Hurricane Sandy is the type of disaster that FEMA should be responsible for, but using a legitimate disaster funding request as an opportunity for piling on all kinds of unrelated money is irresponsible and insulting to the victims of the disaster. Adding injury to taxpayers, the Administration did not propose any ways to pay for the $60.4 billion cost of the bill. In the dire budget situation, when Congress and the President are already tasked with averting the fiscal cliff, coming up with any extra money isn't an easy request-and only necessary funds should qualify for immediate disaster relief. Mayer estimates that "Removing unnecessary items from the Administration's request yields a reduced request of $12.8 billion in supplemental funds. These funds should be provided only after being offset by spending reductions." Americans believe in coming to the aid of those who are hurting. Whether in Connecticut or New York, a devastated school community or a hurricane-ravaged neighborhood, we will rebuild. We must help meet the immediate needs of these communities while we carefully consider longer-term solutions.

Tea Party Condemns Speaker Boehner for Agreeing to Raise Taxes
on Rich; Says Robin Hood Strategy Will Lead to More Spending, not Less; Asks, Where Are the Spending Cuts?
Philadelphia, PA (December 17, 2012) -- Teri Adams, President of the Independence Hall Tea Party Association, representing thousands of supporters in the tri-state Philadelphia region, condemned House Speaker John Boehner for negotiating with President Obama to raise individual tax rates on some Americans.
"Once the Federal government resorts to raising individual tax rates, especially before identifying spending cuts, it will find new ways to spend money and an even greater need to raise taxes--not just on the wealthy--but on the middle class as well," said Ms. Adams.
"The Robin Hood strategy of raising taxes on the rich is pure Hollywood fantasy. Every time it is tried, it fails. What we must do is control spending and our nation's outrageous $16 trillion--and growing--national
debt.
"Too many Washington politicians have a criminal addiction to spending the American taxpayers' hard earned money. They will spend 'other peoples' money' by fiat until every man, women, and child in America is bankrupt.
"We have held off on criticizing Speaker Boehner because we realize he is in an extremely difficult political situation. But capitulating to President Obama, a President whose failed economic policies have lead to a permanent recession, is not the answer.
"President Obama is well on his way to accumulating more debt than the
all previous Presidents from George Washington to George W. Bush combined.
"Yes, elections have consequences--so do failed economic policies. The Democrats won the White House, but the Republicans won the House.
"We expect Speaker Boehner and House Republicans to advocate sound economic policy--not just give into ridiculous Robin Hood notions that are being advocated by this White House and the Democrat Party.

Knowing that 40 minutes with a guest speaker at a local meeting is not nearly enough time to cover the scope of the entire Agenda 21 objectives we would like to hold a Seminar on Sustainable Development (Agenda 21) on January 26 (date tentative depending on response). The Seminar, at this point would be internal, but would make heavy use of outside sources as well as provide you with necessary materials including the original Agenda 21 proposal. The 4 major points in covering this Seminar would include: - A comprehensive overview of Sustainable Development-Agenda 21.
- Agenda 21, ICLEI, NGO's and the Administrative State - how they work together to bypass the Constitution and implement law through regulation. (this is important so people understand how non-binding U.N policy become federal law that then moves down to our local government. This would also contrast the difference between a bottom up government (our Republic) and a top down government (a Soviet).
- Global governance through local initiative.
- Property Rights - the principle that formed the nation!
What we need to know is interest so we can establish a place for the meeting. Toward the end of his presidency, Calvin Coolidge said of his presumptive successor, Herbert Hoover (who he regularly derided as "Wonder Boy"), "That man has offered me unsolicited advice every day for six years, all of it bad."
In the aftermath of the 2012 election, the conservative movement is swamped with unsolicited advice, much of it ranging from the bad to the bizarre, to the atrocious.
It comes from consultants whose reputation is built on running losing campaigns, domesticated conservative commentators for the mainstream media, pragmatists who are willing to jettison the principals they've never really believed in for a few extra percentage points of the vote and wingnuts who view Romney/Ryan's loss as God's punishment for insufficient purity, instead of monumental stupidity.

As an antidote to this flatulence, here is Part II of Feder's Rules for A Conservative Resurgence.
Unlike the advice from a lot of Ronnies-come-lately, it's based on almost 50 years of fighting for the cause, beginning with Students for Goldwater in 1963 and going through Young Americans for Freedom in the 1960s, the anti-tax and gun-owners movements in the '70s, writing a syndicated column from 1983 to 2002, and a decade of organizing - including putting on conferences (both national and international), running petition drives, publishing newsletters and attempting to forge single-issue coalitions, while lecturing, writing and trying to bring a cold dose of reality to residents of the Happy Land of Make-Believe.

1. Question One in Our National Conversation: Why Did Gun Control Fail the Families of Newtown
Were we a decent society, we would allow the parents of Newtown to grieve before we started talking about taking away guns. We are not a decent society, and the ghoulish, deranged left is once again trying to use a tragedy as an opportunity.
So, as they begin their ritual descent into bathing in the blood of children about whom they wouldn't care were they just inside the birth canal, let's have the "conversation" about pretending away the Second Amendment they want. Because they want to change the law, the burden of proof lies on them; so here is the first question they must answer:
2. Welcome to the Senate, Mr. Scott Senator Jim DeMint of South Carolina leaves the Senate on December 31st. Replacing him will be Congressman Tim Scott. Yesterday, Governor Nikki Haley made the announcement that she would choose Congressman Scott for the replacement. Governor Haley and the future Senator called me Friday morning before the announcement was made. Governor Haley emphasized that Senator Scott would be as independent as Senator DeMint. In fact, Congressman Scott presently is in the House leadership and maintains a consistently higher Heritage Action rating than most members of leadership and, at 88%, is well higher than the House average. Governor Haley and Congressman Scott both were insistent that Congressman Scott is not a diversity pick. He's a conservative pick by a conservative Governor to represent a conservative state. But it can't help but be noticed that in 2013 the only black Senator will be a Republican from the state wherein the first shots of the Civil War were fired. I have long noted that the Tea Party, which pushed both Nikki Haley and Tim Scott as candidates, is far more diverse than the Republican establishment. His proposal is chock full of items from his campaign wish list, and will be considered before the Senate this week. In case you were thinking that the $60 billion price tag sounds too steep, you're not missing something. Only $11.5 billion will go towards FEMA's disaster relief fund. CBO projects that 64% of the funds will not be spent until FY 2015. The entire rationale of an emergency bill is that the aid money is desperately needed now. The fact that much of the funds will not be spent for several years reveals this as a liberal stimulus bill. Forget the Grand Prix or the Daytona 500, the real race right now is the race to Damascus. The racers include Syrian rebels in pickup trucks with mounted machine guns and homemade tanks, toting weapons and equipment supplied and paid for by Qatar and Turkey, and more covertly by the British and French intelligence services. Racing along with them are carloads of international diplomats urging their governments to give the militias more money and more weapons. Everyone is on the road to Damascus in this amazing race. Christian refugees from Aleppo and Alawites packing in behind the tanks of the Syrian army, Iraqi militias that used to plant IEDs in front of American Humvees who have found new work blowing up churches and taking over Syrian bases. There are international activists from around the world, reporters or citizen-journalists embedded with the rebels, Russian advisers embedded with Syrian units, Qatari trainers turning children into child soldiers with the rebels and Turkish officers trying to get the entire rabble moving in the right direction toward Damascus. The Iranian Revolutionary Guard and Hezbollah's militias out of Lebanon are shooting at Al Qaeda and Muslim Brotherhood militias from across the Middle East and even Europe in one of those unique displays of family entertainment that you wish would go on forever, but that won't, because despite the Hasish-fed bravado, supplemented with meth from Iran's top laboratories, the whole shooting match only as long as it takes the side with the weakest bladders to run away, and then both sides brag about their great victory on YouTube and Facebook. Imagine the Crips and the Bloods, armed to the teeth by every country from Mexico to China, fighting over the ruins of California cities, and you get some idea of the glorious Syrian civil war being fought by the Brave Syrian People, most of whom at this point are about as Syrian as the Palestinians are from Palestine, in a conflict that will determine once and for all who will be ethnically cleansing who this year. The Syrian rebels are Sunni. The Syrian regime is Alawite, which is close enough to Shiite in a region where most Sunnis hate Shiites. This isn't some heroic battle between the people and the dictator; it's a religious war. And in a newly Islamist region, religion is the best possible reason that anyone can think of for a war, that will just incidentally happen to realign a strategic piece of territory from the Shiite axis to the Sunni axis. And we, as befits the nation that Obama described as one of the largest Muslim countries in the world, happen to be in the Sunni axis, ensconced somewhere between the fattest child-molesting members of the Saudi and Qatari royals, the most vicious Turkish and Egyptian Islamists, and the Eurocrats looking to score oil deals with the former and arms deals with the latter, and political points with their domestic population of Sunni Islamists who have the unfortunate habit of blowing things up. Chuck Hagel for Defense Secretary - Bring it On!

Many in the American Jewish community are aghast to discover that President Obama is planning to appoint former Senator Chuck Hagel to serve as Defense Secretary. If you want the skinny on how Hagel has come to be known as one of the few ferociously anti-Israel senators in the past generation, Carl from Jerusalem at Israel Matzav provides it.
Meantime, all I can say is I don't understand how anyone can possibly be surprised. Shortly after word came out that Hagel is the frontrunner for the nomination, I read a quaint little blog post written by a conservative leaning commentator voicing her belief that Obama wouldn't want to risk his relations with Israel's supporters by appointing Hagel. But as Powerline pointed out today, this is the entire point of the nomination. Obama isn't stupid. He picks fights he thinks he can win. He hasn't always been right about those fights. He picked fights with Netanyahu thinking he could win, and he lost some of those. But he is right to think he can win the Hagel fight. The Republican Senators aren't going to get into a fight with Obama about his DOD appointee, especially given that it's one of their fellow senators, even though many of them hate him. The Democrats are certainly not going to oppose him. Obama wants to hurt Israel. He does not like Israel. He is appointing anti-Israel advisors and cabinet members not despite their anti-Israel positions, but because of them.

If past is prologue expect the Benghazi investigations to be covered up whether or not Secretary of State Hillary Clinton testifies. According to Foreign Policy Magazine that despite the House and Senate foreign relations committees having announced she would testify on Benghazi this week, the State Department said last Thursday "that's not a done deal." On Saturday, the deal was undone when it was announced that Hillary would not testify due to health issues but would be able to continue to work from home.
Recall how it was Clinton who was one of the first top Obama administration officials to mislead the public by falsely blaming a YouTube video for the deadly attack. President Barack Obama, U.N. Ambassador Susan Rice and White House Press Secretary James Carney towed-the-line and repeated the same falsehood knowing it would be reported as the truth by the media.
Since then it has been revealed that the Obama-Clinton regime watched the terrorist attack take place via live feeds, knew within two hours that the Islamist militia group Ansar al-Sharia took credit for it, and declined life-saving requests for help.
On September 11, 2012, a terrorist attack in Benghazi, Libya, killed four Americans: Ambassador Christopher Stevens, former Navy SEALs Glen Doherty, Tyrone Woods and Sean Smith, a computer expert.
What you witnessed from the Obama-Clinton regime is called "cohesive strategy." We have seen that cover-up tactic before. It was successfully used by the Clinton White House during the investigations of the Clinton era as documented in The Whistleblower: How the Clinton White Stayed in Power to Reemerge in the Obama White House and on the World Stage. Cohesive strategy is a smoke and mirrors public relations trick where the White House tells Americans and investigators what they want them to know as opposed to what really happened, and how their scripted version becomes the so-called truth, the 'talking points,' the narrative picked up by the media.

The politically correct "blame America first" syndrome has reared its absurd head again-this time in a proposed Army manual for troops in Afghanistan (see Fox News story below, highlights added). In effect, the manual is implying that the increase in Afghan soldier attacks on Americans is due to insensitivity to Afghan culture. This latest politically correct outrage is so bad that Marine Gen. John Allen, the top military commander in Afghanistan, isn't happy with it. Good. A voice of reason.

A proposed new handbook for Americans serving in Afghanistan warns them not to speak ill about the Taliban, advocate women's rights or criticize pedophilia, and the general in charge is not happy with it. The draft of the newest Army handbook seems to suggest that ignorance of Afghan culture is to blame for deadly attacks by Afghan soldiers against the coalition forces, according to The Wall Street Journal, which got a peek at the 75-page document. But its message of walking on eggshells around the locals is not going over well with U.S. Marine Gen. John Allen, the top military commander in Afghanistan. "Gen. Allen did not author, nor does he intend to provide, a foreword," said Col. Tom Collins, a spokesman for the U.S.-led coalition in Afghanistan. "He does not approve of its contents." More than three dozen attacks by Afghan soldiers have claimed the lives of some 63 members of the U.S.-led coalition this year. The insider attacks could jeopardize plans to transfer full security control to Afghan forces in 2014. "He does not approve of its contents." - Col. Tom Collins, a spokesman for U.S. Marine Gen. John Allen But a claim by their own government that they're to blame is not likely to buoy the spirits of Americans risking their lives to serve. "Many of the confrontations occur because of [coalition] ignorance of, or lack of empathy for, Muslim and/or Afghan cultural norms, resulting in a violent reaction from the [Afghan security force] member," the Journal quotes the draft handbook as saying. The version reviewed by the Journal is still subject to revisions, Lt. Gen. David Perkins, commander of the Army's Combined Arms Center at Fort Leavenworth, Kan., told the Journal. The study, based on interviews with 600 members of the Afghan security forces and 200 American soldiers, painted a grim portrait of opposing cultures with simmering disdain for their counterparts. The draft handbook includes a summary stating that some U.S. soldiers consider Afghan forces to be "basically stupid" thieves, "gutless in combat," "profoundly dishonest" and engaged in "treasonous collusion and alliances with enemy forces." The draft handbook offers a list of "taboo conversation topics" that soldiers should avoid, including "making derogatory comments about the Taliban," "advocating women's rights," "any criticism of pedophilia," "directing any criticism toward Afghans," "mentioning homosexuality and homosexual conduct" or "anything related to Islam," according to the Journal. House Speaker John Boehner apparently broke from Republican Party principles yet again this weekend, this time with a reported agreement to give President Barack Obama a full year-long free ride that would give up all GOP leverage until early 2014 on the debt ceiling.
"House Speaker John A. Boehner has offered to push any fight over the federal debt limit off for a year, a major concession that would deprive Republicans of leverage in the budget battle but is breathing new life into stalled talks over the year-end 'fiscal cliff,'" the Washington Post reported late Sunday evening. "The offer came Friday, according to people in both parties familiar with the talks, as part of the latest effort by Boehner (R-Ohio) to strike a deal with President Obama to replace more than $500 billion in painful deficit-reduction measures set to take effect in January."

First of all, was Adam Lanza on any type of "mind altering" drugs in recent months, or from his early childhood? Teachers of young males often encourage parents to put their young children on hyper activity medication just to make the classroom atmosphere easier to control. One of my students, a middle age mom, asked me if she should put her son on Ritalin? She was getting pressure from his school to do something about his "hyper-activity." I said, "No, don't do it." Any type of psychotropic drug affects younger brains more dramatically in my humble opinion.

When the prophet Jeremiah wrote those words he was referring to the children of Israel who were being sent by their enemies out of their country into captivity. Centuries later in the Gospel of Matthew the verse is repeated again to refer to the plan by King Herod to kill all the male children, two years old or under, in the hope that the slaughter would include the infant Jesus, whom Herod believed was a threat to his throne. Herod failed. He is dead. Christ lives. In response to the Connecticut carnage there was no shortage of "solutions" suggested this weekend. Gun control. Regulating death-oriented video games that the shooter reportedly spent hours each day immersed in. Mental health reform. Armed guards in every school. Some of these solutions make sense and others don't. All of them miss the real point. What is happening in our society that spawns these young, twisted men who can kill the innocent so easily? First and foremost, as a nation, we are running from God. Our Founders put Him in the most important statement of the American founding in the second paragraph of the Declaration of Independence: "We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness." Few of our children know those words. But they have been taught that our Constitution has enshrined in it a right to destroy inconvenient life. The Founders believed liberty came directly from God. With their knowledge of Scripture, they knew each child was made in the image of God. That is why everyone had dignity, value and worth. Today's children are taught by our culture that we are a cosmic accident. Something slithered out of the primal slime and over billions of years evolved into a human being. We are cousins, ten times removed, to the ape at the zoo eating his own excrement. God is pushed out of every public place. The number of Americans professing they are atheists, agnostics or faithless grows yearly and is reported breathlessly by happy social scientists and reporters as evidence that we are putting away the old superstitions. In early America, most believed their evil acts would have to be accounted for in front of a God of Judgment. Today increasing numbers of the young believe there is no throne, no God, no cross. When a young man massacres innocents, we have been trained to believe that the act was due to improper levels of chemical enzymes and misfiring synapses. As we learn more about our cells, we forget more about our souls. Were Hitler and the countless Germans who cooperated in the killing of six million Jews, and who made lamp shades out of their skin, simply the products of an inadequate German mental health system? Or should we revisit the existence of evil? Having robbed children of any sense that their Father is in Heaven and that they are His creation, we then launched an experiment in raising them without earthly fathers too. Having neither a Father in heaven or a father in the home, young men define their manhood by spreading their seed in random couplings. Young women, searching for the love our hearts yearn for, make themselves available. They try to fill the emptiness of their lives with a snort of cocaine or needle filled with heroin. Overstretched police departments can't keep up with the wreckage. Kabul is safer than a warm night in Chicago. Virtually every one of these markers of moral decline is off limits for the national conversation that we are being told we must have in the wake of the Newtown shootings. And being off limits, we are condemned to seeing more horror, more death, more broken families, more demonic acts of evil. The sphere of safety will shrink. The unthinkable will become reality. If, as our Founding believed, only a virtuous people can be free, our tombstone will remind us that the wages of sin is death. Connecticut's state motto is a Latin phrase, "Qui Transtulit Sustinet," meaning, "He who transplanted still sustains." The founders of the state meant God. He had transplanted them to the new land. He would sustain them in their time of troubles. He will sustain us still today, but only if we rededicate ourselves to becoming One Nation Under God.

Manchin calls for discussion on gun control in wake of elementary school shooting

West Virginia Sen. Joe Manchin, a pro-gun rights senator with an A rating from the National Rifle Association who shot a bullet through the cap-and-trade bill in an infamous ad from his 2010 campaign, called on Monday for a discussion about gun control in the wake of the Sandy Hook shooting.
Appearing on MSNBC's Morning Joe, Manchin addressed Friday's massacre at Sandy Hook Elementary School in Newtown, Conn., where a gunman entered the school and fired on students and teachers with a semi-automatic weapon. The final death toll was 20 children and six adults.
Manchin said that such an event "changed the dialogue, and it should move beyond dialogue."
"We need action," he said.
Manchin described himself as an avid hunter, but said the types of weapons used in Friday's shooting were not those used by hunting enthusiasts.

Adding to a number of problems with the Obama Administration-backed Common Core education standards, beginning with the fact that the federal government should not be involved in the business of curriculum standards, is the questionable quality of the standards themselves. As the English language arts standards make their way through classrooms, educators are waving red flags about the Common Core's literature requirements-or lack thereof.
At issue is the Common Core standards' shift toward a focus on informational texts rather than literature. "English teachers across the country are trying to figure out which poetry, short stories and novels might have to be sacrificed to make room for nonfiction," reported The Washington Post earlier this week.
Jamie Highfill, an eighth-grade English teacher in Fayetteville, Arkansas, told the Post that she has had to drop "some short stories and a favorite unit on the legends of King Arthur to make room for essays by Malcolm Gladwell and a chapter from The Tipping Point. With informational text, there isn't that human connection that you get with literature. And the kids are shutting down. They're getting bored. I'm seeing more behavior problems in my classroom than I've ever seen."

Open Borders Groups Sue over New Montana Law Denying Benefits to Illegal Aliens
