Obama administration let school security funds lapse...
 (Washington Guardian) - Beneath the expressions of grief, sorrow and disbelief over the Connecticut school massacre lies an uneasy truth in Washington: over the last few years the Obama administration and Congress quietly let federal funding for several key school security programs lapse in the name of budget savings.
Government officials told the Washington Guardian on Friday night that two Justice Department programs that had provided more than $200 million to schools for training, security equipment and police resources over the last decade weren't renewed in 2011 and 2012, and that a separate program that provided $800 million to put police officers inside the schools was ended a few years earlier.
Meanwhile, the administration eliminated funding in 2011-12 for a separate Education Department program that gave money to schools to prepare for mass tragedies, the officials said.
A nationally recognized school security expert said those funds had been critical for years in helping schools continue to enhance protections against growing threats of violence. But they simply dried up with little notice as the Columbine and Virginia Tech school shooting tragedies faded from memory and many Americans and political leaders had their attentions diverted to elections, a weak economy and overseas dramas.

I, like others, watched in horror, disbelief, and anger as the news about the murder of 26 including 20 children in an elementary school in Newtown, CT was delivered onto my television screen. Two of my three children are in elementary school; I just cannot imagine how the parents of these deceased babies are dealing with this very heinous crime. You send your kids to school and they are dead from a mad gunman a few hours later. It is beyond my scope of thinking how anyone - no matter how disturbed - could aim a gun and kill innocent children unless it was for "jihad" (Islamists regard us infidels as mere cattle).
However, it seems our society today is breeding animals on par with "Jihadists".
This act has nothing to do with "gun control" as guns have been around for hundreds of years and never have we seen this type of insanity used to murder people and young children until relatively recently. This is a societal values issue, a responsibility issue, and a moral issue.
As our society continues to abandon God, to believe in all the things that He commands us to avoid, we deny his rules and regulations. An increasing number of people cannot differentiate between good and evil. As a result, all that's needed for an insane, morally bankrupt culture to thrive is for people to be brought up on and fed a steady diet of lower moral standards, coupled with a low-level of education, which leads to these unfathomable crimes.

Knowing that 40 minutes with a guest speaker at a local meeting is not nearly enough time to cover the scope of the entire Agenda 21 objectives we would like to hold a Seminar on Sustainable Development (Agenda 21) on January 26 (date tentative depending on response). The Seminar, at this point would be internal, but would make heavy use of outside sources as well as provide you with necessary materials including the original Agenda 21 proposal. The 4 major points in covering this Seminar would include: - A comprehensive overview of Sustainable Development-Agenda 21.
- Agenda 21, ICLEI, NGO's and the Administrative State - how they work together to bypass the Constitution and implement law through regulation. (this is important so people understand how non-binding U.N policy become federal law that then moves down to our local government. This would also contrast the difference between a bottom up government (our Republic) and a top down government (a Soviet).
- Global governance through local initiative.
- Property Rights - the principle that formed the nation!
What we need to know is interest so we can establish a place for the meeting. We expect a fee of $10 to cover materials and rental of the facility and we expect this to cover at least 3 to 4 hours depending on group participation. 1998 Teamster Beating Victims Demand Unions Stop the Violence;
Call Lansing, Michigan Union Assault Disgraceful and Criminal
Philadelphia, PA (December 14, 2012) -- Teri Adams and Don Adams, Co-Founders of the Independence Hall Tea Party Association, who were viciously beaten by members of Teamsters Local 115 while protesting Bill Clinton at the height of the Lewinsky scandal in 1998, are calling on Unions and their supporters to stop employing violence or threats of violence as they did in Lansing Michigan this past Wednesday.

"The Union assault, which occurred this week in Lansing, fits a pattern of Union violence that takes place in Democrat controlled cities during Democrat Presidential Administrations after prominent local elected officials give the signal," said Teri Adams.
"In 1998, during the Clinton administration, Philadelphia Mayor Ed Rendell commanded Teamsters to 'drown out [Clinton] protesters' before a rally outside Philadelphia's City Hall. The Teamsters then proceeded to assault several protesters, including my brother and I, who were jumped and viciously beaten.
"Two days ago, during the Obama Administration, Michigan Democrat State Rep. Douglas Geiss threatened, 'there will be blood, there will be repercussions,' if Right to Work legislation were to pass in Michigan. Sure enough, within hours of the bill's enactment, several Right to Work supporters were assaulted at a rally.
"The Union behavior in Lansing was both disgraceful and criminal.
"Of course, just last year in Detroit, none other than Jimmy Hoffa, Jr. declared 'war' on the Tea Party Movement and told a pro-labor crowd to 'take out those sons of b-----s before introducing President Obama,'" said Ms. Adams.
"President Obama should have condemned Mr. Hoffa's remarks. Instead, he thanked the IBT President--which can only mean one thing. Mr. Obama agreed with the 'war' premise.
"My brother, Don, and I fought the Teamsters, for over a decade, in order to keep union thuggery in check. As a result of our actions, five members of Local 115 were eventually convicted of assault and, in 2008, the
Teamsters were forced to settle a civil law suit in which Mr. James Hoffa, Jr. was named," said Ms. Adams.
"But the wheels of justice were particularly slow to move as the Democrat Administrations controlling Philadelphia and Washington, DC, were reluctant, or downright hostile towards prosecuting the Teamster thugs."

Dear RedState Reader,
As you head to your weekend, you no doubt are aware of the horror that has unfolded in Connecticut. Our prayers are with the victims and their families and those who came to help.
At times like this we are told we must "come together."
When you think about, we don't, as a nation, come together much any more except in tragedy.
We used to come together as a nation during the Olympics, when we rooted for Americans. But in recent years we are too often lectured about the jingoism in rooting for America.
We used to come together as we sent men and women in to space, but we can't much afford to do that any more and we don't.
When we come together for most sporting events, we find ourselves divided among friends among teams.
We come together as a nation every four years to inaugurate the President, but it is as bitter and divisive as every.
About the only time we ever come together as a nation anymore is when savage tragedy happens. When men fly planes into tall buildings or gun down children or shoot up a movie theater, we gather, pray, and cry.
It is not healthy for a nation that its only acts of coming together are acts of tragedy, or even charity stemming from tragedy.
Our nation once shared a God who we all prayed to. Increasingly, the loudest voices in the nation are hostile to that God and those who worship him. The conversation at times of evil is immediately drown out by political opportunists seeking to drive their agenda. The news channels meditate on the nature of gun violence and gun restrictions or what other restrictions or laws can ever be used.
We do that, in part, because in times of helplessness it makes us feel like we can do something.
But we can do nothing in the face of evil until we confront evil itself.
The tragedy unfolding today is not an act of the insane, but an act of evil. That evil may drive the shooter insane, but in focusing on the insanity we lose focus on the evil.
There is really real good and there is really real evil in the world. Each time I have written that here on this site a vocal group of secularists and atheists have loudly chimed in to ridicule me for doing so.
They'll do so again. But in this small window America has a real moment to assess why it is that it is careening out of control morally and socially. In that small window, instead of discussing the politics or the laws, we should discuss the evil and the good and the God from whom we have, as a nation. drifted so far.
It is not healthy for a nation to only come together at times like this. It is not healthy for a nation to come together at tragedy so far removed from God.

1. Goodwill to Men
On Friday in Connecticut, more than two dozen, mostly children, were gunned down in an act of evil.
I once read an account that young men killed on the beaches of Normandy, as they lay dying, called out for their mothers. I tear up at even the glancing thought of the cries of the children in Connecticut and dare not take the mental walk down that road.
Children cry out for their mommy and their daddy. Young men on the battlefield, as death comes over them, do the same. It is a natural instinct at life's end for the young. Just the thought of the children crying out for their moms and dads as they died overwhelms the senses of those of us far removed from the tragedy. It is an instinct, though, that we should confront.
Instead, two days removed from the horror of Friday, we are beginning again the debate and confrontations about gun control. It is a debate worth having and, whether we want to or not, we will have it. Much, if any, of what will be proposed would not have stopped the massacre.
But though the proposals that will soon be most seriously considered would most likely not have prevented what happened, men and women of goodwill - and most are - will make the proposals because it lets them feel in control. People want to do something. People, acting corporately, want to legislate and regulate because it is, next to election of leaders, the most powerful act of a democracy.
The efforts, even if they are successful, will not stop this cycle of violence.
Discussions of gun control are easier to have than discussions about mental health. But they too are easier to have than those about the collapse of the American family. 2. The Department of Illiteracy One of the tragic legacies of the Great Society is the violence inflicted upon the family as an institution. Through a series actions, calculated or not, the family has been devalued as the bedrock of civil society and replaced with the government acting in loco parentis for not only the children it comes into contact with but also for the parents. While we are all familiar with the incentives provided by the government to discourage marriage by women living in poverty through the provision of various allowances and services so long as they are unemployed and unmarried and have children, fewer are aware of the incentives provided to the people living at the poverty level (though evidence indicates that 199% of federal poverty line may be the real ceiling) to have their children diagnosed with Attention Deficit Hyperactivity Disorder (ADHD) in order to boost their family income by about $8400 per year. . . . please click here for the rest of the post → 3. Appointment of Hagel Would Be A "Slap in the Face"for Pro-Israel Americans
Hagel's Weak Record Cited by Both Parties
Washington, D.C. (December 14, 2012) --The Republican Jewish Coalition today announced its opposition to the potential appointment of former Senator Chuck Hagel (R-NE) as Secretary of Defense, citing a long list of actions Hagel has taken that raise alarms about his failure to support Israel.
- August 2006: Hagel was one of only 12 Senators who refused to write the EU asking them to declare Hezbollah a terrorist organization.
- October 2000: Hagel was one of only 4 Senators who refused to sign a Senate letter in support of Israel.
- November 2001: Hagel was one of only 11 Senators who refused to sign a letter urging President Bush to continue his policy of not meeting with the Yasir Arafat until the Palestinian leader took steps to end the violence against Israel.
- December 2005: Hagel was one of only 27 Senators who refused to sign a letter to President Bush to pressure the Palestinian Authority to ban terrorist groups from participating in Palestinian legislative elections.
- June 2004: Hagel refused to sign a letter urging President Bush to highlight Iran's nuclear program at the G-8 summit.
- August 2006: Anti-Israel group CAIR wrote in praise of Hagel, "Potential presidential candidates for 2008, like Hillary Clinton, John McCain, Joe Biden and Newt Gingrich, were falling all over themselves to express their support for Israel. The only exception to that rule was Senator Chuck Hagel..."
- March 2009: Hagel was one of 10 former and current foreign policy officials who signed a letter urging Pres. Obama to open direct talks with Hamas leaders.
- On Iran: Hagel, writing in a May 2006 article for The Financial Times, explicitly ruled out the military option against Iran that Pres. Obama claims to have 'kept on the table.'
RJC Executive Director Matt Brooks said, "Chuck Hagel's statements and actions regarding Israel have raised serious concerns for many Americans who care about Israel. The Jewish community and every American who supports a strong U.S.-Israel relationship have cause for alarm if the President taps Hagel for such an important post. Loudoun School Board Committee rejects proposed Islamist Gülen charter school bid

WASHINGTON, D.C.: Last night, a select committee of the Loudoun County School Board recommended the disapproval of an application for taxpayer funding of a charter school linked to Turkish Islamist Fethullah Gulen. Two of the three members recommended rejection of the application outright; the third called for delay of its consideration "for cause."
This outcome is a huge, if preliminary, victory for citizens who have come together to oppose the public funding of a school associated with the Gulen Movement in the Virginia county west of Washington, D.C. The Loudoun Math and Information Technology Academy (LMITA) application will now go to the full School Board, which is expected to consider it over the next two months.
It is to be hoped that the Board's deliberations will be informed by the following notable developments:
- Public comments received by the select committee were overwhelmingly negative. Among the concerns expressed by opponents were: serious problems with the model the applicants cite - another Gulen school known as the Chesapeake Science Point Public Charter School in Anne Arundel County; growing evidence of financial and other mismanagement with other Gulen schools in Georgia, Texas and Ohio; and the Islamist character of the Gulen enterprise. Evidence of the latter was provided in the attached letter from Mary Addi, a former teacher in a Gulen school in Cleveland, Ohio. It draws on her own experience and that of Ms. Addi's husband, an expatriate from Turkey who was also a teacher at that school.
- Four elected officials who have previously endorsed the LMITA application have withdrawn their support for the project. It is expected additional withdrawals will occur as others of those who previously endorsed LMITA - in many cases a year or more ago - learn about the serious grounds for concern about this school and its true sponsors.
- The case against LMITA was laid out in detail in a powerful briefing presented the night before the select committee vote by Center President Frank J. Gaffney, Jr. and a former public school teacher, Rachel Sargent. A version of the presentation is available online at http://youtu.be/v6wqna7AhYg.
The briefing illuminates the pattern employed by Gulen and his cult-like Turkish supremacist Movement to induce school boards to charter and pay his followers to establish vehicles for indoctrinating impressionable American students, usually under the guise of enriched science, technology, engineering and mathematics (STEM) education. At its core, this pattern involves deception with respect to the true character of the proposed school, its association with the Gulenists, and the myriad problems such Gulen academic institutions have presented to school system administrators and taxpayers from Texas to Maryland.
In the wake of the select committee vote, Mr. Gaffney said:
The committee is to be commended for its appreciation that Loudoun County does not need and should not allow the establishment there of a Gulen school at taxpayer expense. Every effort must now be made to ensure that the full School Board arrives at the same, prudent conclusion by understanding and acting upon the true and unacceptable nature of the Gulenist penetration of America's public school systems.

Earlier this year, the Norwegian newspaper Aftenposten reported that the last Jews in Norway are leaving. (Judenrein is German for cleansed of Jews. Some debate whether there are a few hundred Jews are still remaining, but the problem is the same.)
It does not stop with Norway. Jews are leaving England, and Jew hatred is on the rise in France, Italy and the Netherlands. This is a huge problem that has arrived with the Islamic invasion of immigrants. Who cares? Certainly not the Jews or the Christians of America. The progressives, secularists, the media or any other social group you can find, do not care. NO ONE CARES. And why is this news ignored? Because if you recognize the effect (persecution) then you must inquire about the cause of the persecution. Norway is filling up with Muslims. The cause of the recent build up of Jew hatred in Europe is Islam, and Jews and Christians do not want to touch Islam, except to bend a knee to Mohammed. This is not to say that Jews do not resist anti-Semitism, but it seems that they only attack it when it is from the Christians. Christian anti-Semitism drives Jews nuts and they will attack it with a fury. Why is Christian anti-Semitism unacceptable and Islamic anti-Semitism ignored? Although Christians and Jews may differ in theology, they have achieved a social unity. Most Jews have reduced the Torah to: Be Nice. In the same way most Christians have reduced their scriptures down to the same two word mantra: Be Nice. In short, if you get angry with Christians, nothing is going to happen. They will apologize and it is over. It is socially acceptable, even encouraged, to attack Christians, but any criticism of Islam is bigotry and no one, particularly a Jew, wants to be a bigot. Normally, the "Be Nice" Christians and the "Be Nice" Jews show up at a Family of Abraham Dialogue dominated by Islam (the whole Family of Abraham idea is purely Islamic). The Nice Christians and Nice Jews smile as they listen to the Muslims tell them how the world works. Then they go home and they devote their time ignoring the destruction of Christianity and Judaism by Islam. Part of Being Nice is to be professionally ignorant of Islam's doctrine and history. So, who cares if the Christians and Jews are so corrupted by Nice that they are cowards, and ignorant ones at that? Well, we have a civilizational war going on and the Jews and Christians are aiders and abettors of Islam. They are co-conspirators with the Muslim Brotherhood, instead of being its enemy. Oops! Nice people don't have enemies. We are all the same, so no one can ever be an enemy. But, imagine if instead of the religion of Nice, we had Christians and Jews who knew Islam and its history. Imagine if Christians and Jews were to take a part in defending our civilization from Sharia. Here are two examples: Biblical scholarship as war against Islam: Islam makes unhistorical claims about Abraham, Ishmael and Mecca. Christian and Jewish scholars should take on Islam's bogus claims about its origins. Although it is a natural area of interest, you cannot find university religious scholars who can tell you about the "religious stew" that was Mohammed's milieu and the basis for Islam. The entire religious and generational history found in the Sira is fiction and needs to be addressed by scholars. Once you understand the myth of Mohammed and the myth of Mecca, Islam has no historical foundation. Compassion as a protest against jihad: There is push on today to nominate Malala Yousafzai for a Nobel Prize. She is a Pakistani girl whom the Taliban tried to assassinate because of her desire for women to be educated. This is an excellent moral idea. But why let our moral concern stop there? In Africa a man named Umar Umlinde became an apostate of Islam and converted to Christianity. Under the Sharia he can be killed. Instead, he got half of his face burned off with acid. The murder, rape and torture of Christians by Muslims in Africa is a constant jihad. Why not nominate Umar for a Nobel Prize as a representative of freedom of conscience? The compassion for the victims of jihad is a cure for the self-hatred of the Jews and Christians who are such cowards that they cannot even take care of their own. It is a war against Nice-at-all-costs, the cancer of our civilization. Back to the Jews of Norway-who cares?

The Hartford Courant is reporting that 27 people are dead, including 18 children, as a result of multiple shootings at Sandy Hook Elementary School in Newtown, Connecticut.
Frenzied parents gathered Friday at a fire station near the school. The person suspected of the shootings is dead, the Associated Press has stated. It is currently not clear whether the shooter's death was caused by a self-inflicted wound or by police.

Washington Post confirms Obama's unwillingness to "be drawn to the level" of serious negoitations

Buried deep in the latest Washington Post report about fiscal cliff talks (or the lack thereof) is this item which helps explain, albeit misleadingly, the "impasse."
Two senior White House officials said that David Plouffe, Obama's top political adviser, crafted a plan to keep the president from getting sucked into a long, public negotiation like the one that unfolded over the debt ceiling. They said that Obama's lowest moments in his first term came in a six-month stretch of 2011 when he acted as negotiator-in-chief on the annual federal spending bills and the effort to lift the Treasury's borrowing authority, becoming part of the image a dysfunctional Washington. "The last thing we want is another month of images of the two of them negotiating," one senior official said. The White House is determined that Obama "not be drawn to that level."
Yeah, we noticed.
But the public image of a "dysfunctional Washington" is founded on the inability or unwillingness of the two political parties to work together to reach compromises. When President Obama declines to engage in intense negotiations, he only reinforces that image - or would if the press made his desire not to "be drawn to that level" more widely known.
The Post is correct, about Obama's unwillingness seriously to negotiate. As it points out, he won't even talk about entitlements until Republicans agreed to raise tax rates on the top 2 percent of income. But for the reasons set forth above, I doubt that his unwilling has anything to do with a desire to avoid the appearance of being part of "dysfunctional Washington." Instead, it has everything to do with his desire to force Republicans to fold or, if they don't, to gain political mileage at their expense.

Clinton's Benghazi testimony postponed, for now

Hillary Clinton will not testify before Congress about Benghazi this coming Thursday, as scheduled, because she is recovering from a concussion suffered due to a fall. Apparently, after suffereing from a stomach flu, she became de-hydrated, and this caused the fall.
The heads of the Senate and House Foreign Relations Committees, Sen. John Kerry and Rep. Ileana Ros-Lehtinen, both excused Clinton from testifying next week, and reasonably so. But Ros-Lehtinen made it clear that Clinton eventually must testify, and publicly, about the Benghazi attacks. She added:
We have been combing through classified and unclassified documents and have tough questions about State Department threat assessments and decision-making on Benghazi. This requires a public appearance by the Secretary of State herself. Other cabinet secretaries involved should also be held publicly accountable.
Indeed.
For now, William Burns, the deputy secretary of state, and Thomas Nides, the deputy secretary of state for management and resources, will appear in Clinton's place.

Over at the American Spectator, Peter Ferrara makes the case for dumping John Boehner as Speaker of the House, and replacing him with . . . well, I'll get to that part of Peter's argument in a moment. Peter is one of the unsung workhorses and heroes of conservatism in Washington, battling every day to shore up the cause of lower taxes and spending restraint on Capitol Hill. So in my disagreeing with him, Peter deserves the regard that, I am pleased to note, he pays to Boehner. Bottom line: I think Peter is mistaken on this call, and that we should stick with Boehner.
Peter begins his case thus:
John Boehner is a good man in a hard place. He has served in public office as a lifelong conservative, not a RINO. His position on the Obama tax increases has been better than almost any other Republican who has been speaking out lately, given the Obama/Democrat election victories - close loopholes and deductions for $800 billion in new revenue over a decade, but no increases in rates.
Good for Peter. Still, he thinks, Boehner needs to go anyway, because "Boehner is no match for Obama on the national stage. He cannot press the economic arguments articulately. He does not have a compelling personality. Obama is running circles around Boehner with outrageous falsehoods, and Boehner cannot raise a peep to challenge him." He goes on to say that Boehner isn't even the equal of the old rumpled Tip O'Neill (coat size: 52 stout), who often fought off Ronald Reagan effectively on budget issues.
Here I think Peter's recollection of the Reagan years has grown opaque. In fact, a lot of Democrats back in 1981 thought about O'Neill exactly as Ferrara thinks about Boehner today-that he couldn't possibly match up with the telegenic Reagan, and that he couldn't oppose Reagan's tax cut plans effectively. And they were (partly) right. O'Neill failed to prevent Reagan's across-the-board tax cut from passing the House. In a striking irony, the Democratic alternative in 1981 that O'Neill tried to pass is almost exactly what Obama wants today: tax cuts for the middle class only. You might think of the present moment as O'Neill's Revenge.
Two Irishmen battle for dominance.
However, O'Neill had one insight that is important to take on board today. Coming off a big election victory as Reagan had in 1980, O'Neill knew that Reagan had to be given his way to some extent at least in the short run. While O'Neill battled as best he could to limit Reagan's designs, he told his troops that the best strategy was to give Reagan the rope by which he'd hang himself. Reagan would own the economy after his economic plan passed. We know how that story turned out: after the initial steep recession of 1982, which Reagan could have blamed on Democrats if they'd blocked his tax cuts, the economy boomed, Reaganomics was vindicated, and the Republican brand as tax cutters was solidified for a generation. However, following O'Neill's tactical retreat in 1981 he was highly effective in thwarting Reagan on numerous fronts after that. Had Democrats panicked in 1981 and dumped O'Neill for someone else, this might not have occurred.
And so here we are today, on the cusp of Republicans being forced to repudiate their Reaganite legacy. It is indeed a bitter pill. But as the O'Neill example shows, along with the basic cycles of politics, more favorable circumstances for our cause will come again. And maybe sooner than we think-certainly sooner than circumstances changed for Democrats. Does anyone think Obama's tax increases on the rich will ignite an economic recovery commensurate with the Reagan economy of the 1980s, or significantly reduce the deficit? If Obama gets his way, he'll completely own the economic results real fast.
Couple this with one other political fact: Republicans have shown they can reduce taxes. At some point-perhaps soon, maybe even as soon as the next mid-term campaign and setting up the 2016 election-Republicans will be able to point to how Obama's tax rate increases aren't working, how rich folk (especially Democratic-leaning Hollywood types, Wall Street bankers, crony capitalist energy boondogglists) are evading the higher rates just as they did in the 91% marginal rate era of the 1950s, and at this point a GOP call for sweeping, pro-growth tax reform will return the initiative to our side. This is one thing the GOP knows how to do. As the late great Robert Novak once put it, God put the Republican Party on this earth to cut taxes, and other than that they aren't good for very much else. (That's certainly true about the problem of regulation, but that's a subject for another day.)
It is possible, incidentally, that Boehner is right now in the midst of a strategy that might yet turn the tables slightly on Obama in the fiscal cliff standoff, if Noam Scheiber's reporting in The New Republic is accurate:
The Times is reporting today that, if John Boehner and the White House can't reach a deal on averting the fiscal cliff, the House GOP is considering passing a bill that would extend the middle-class Bush income tax cuts while enacting low tax rates (possibly even lower than the current rates) for unearned income like dividends, capital gains, and inheritances, and canceling the automatic defense cuts set to begin next year. Without knowing much more about it, this strikes me as a very savvy move for the GOP. . . By conceding on income tax increases for the top two percent while attaching a variety of other goodies on its wish list to the measure, Republicans would put Obama in a very difficult position.
But enough of the endless calculating about what is the best strategy for Republicans and the fiscal cliff. The second half of Ferrara's argument should be examined. He notes that the Speaker of the House doesn't have to be a member of the House. The GOP could pick anyone to be Speaker for the purpose of battling Obama in the court of public opinion:
Steve Forbes could be named Speaker of the House. Or Larry Kudlow. Or Steve Moore. Or Paul Gigot. Or Grover Norquist. Or Rush Limbaugh. Or Sean Hannity. Or Mark Levin. Someone who can talk, explain, tutor, and at last who knows what he is talking about. How about R. Emmett Tyrrell? Hell, they could even bring Gingrich back.
This is one of those seemingly attractive ideas that is likely to be dreadful in practice, like FDR's court-packing. To be sure, it is an odd thing that the "Speaker of the House" is seldom much of a speaker in the ordinary sense of the word. In Britain's House of Commons, from which we borrowed the idea and title of "Speaker," the member chosen to be "Speaker" actually stops speaking in the typical political sense, and become a mere presiding officer instead. Gingrich was an exception in the long history of American Speakers of the House, and although Peter makes the case that Newt succeeded in many policy battles with Clinton, it is arguable whether his powers of over-articulation were the primary cause of this. In fact I think it is possible to make out the argument that Newt was the exception that proves the rule that Speakers of the House are not generally the forward face of the party. After all, if Newt was so successful, why was his caucus so ready to dump him on more than one occasion, and would certainly have done so in 1998 if he didn't voluntarily step aside? Were Sam Rayburn or Carl Albert, both considered highly effective Speakers, dynamic public leaders?
I doubt the public would see an outside Speaker as anything less than a gimmick, and given the confused public sentiment for Washington to "get something done," it might well backfire on the GOP if people saw an elevated public fight between Obama and a figurehead Speaker as merely trying to rerun the election debate. And would the rank and file House members feel bound to sticking with or defending an outside Speaker once this current policy battle is over? More likely this would lead to a period of instability in GOP ranks.
I'm all for better powers of articulation from Republican office holders. But adopting the political equivalent of the designated hitter rule is likely to intensify rather than remedy the Republican problem of rhetorical weakness.
By the way, one last point: Before we jump on the "Dump-Boehner" bandwagon, let us take note that Boehner's campaign team managed what Romney and the Senate GOP campaigns failed to do: keep a House majority. This wasn't just an accident of redistricting. And it's a story no one is really reporting. Which may be just the way Speaker Boehner wants it.

Kerry me back: A comment

A reader comments on my recollection of John Kerry at Dartmouth in 1971. His message revisits some old issues that have new salience in light of Kerry's prospective nomination as Secretary of State by President Obama:
I'm afraid the current administration is unlikely to consider character, judgment, or patriotism as important factors for any political appointment. In an earlier century in Massachusetts, this habitual liar, narcissist, and apologist for the hate-America movement couldn't win an election for dog catcher. But that was then. I know of only three people who left Vietnam without medical help and with less than one-half their tour of duty completed. One was my cousin who returned home for his father's funeral, who died of a heart attack leaving my cousin the sole surviving son. My cousin transferred to the Guard and retired a Master Sergeant after 30 years. The other two left early under questionable and unusual circumstances. Years later, both of these ran for President of the United States - as Democrats, of course. Only as Democratic candidates would the clouds over their military records be excused, be of no interest to the press; and would an effort to inform America by real combat heroes, including Medal of Honor recipients, be condemned by the press. Finally - as the French widow of the deceased heir to the catsup empire revealed her empathy for the hate-America crowd, and married the French-looking junior Senator from Massachusetts who by the way served in Vietnam, and who told Tim Russert and a national Meet The Press audience that he would release his military records soon, now more than 2500 days ago and still sealed - our household uses only Hunt's and Delmonte Catsup. I'm sure it hasn't made a dent in the 57-varieties' market share, but slowest catsup in town or not, I owe it out of respect to the 58,000 who would have completed their tour except that their lives ended first. An editorial paragraph in the November 12 National Review caught my attention. It concisely relates a story that dates to early October:
Last month Megan Ryan was elected homecoming queen by her classmates at Bishop Hartley High School in Columbus, Ohio. Ryan has Down Syndrome, a condition associated with cognitive disability and an enlarged capacity for expressing affection. As high-school seniors, her peers belong to a cohort especially susceptible to narcissism, which by declaring their esteem for her they renounced. Adolescents of all ages typically strive to be cool,, or hot, but not warm. We lament the dumbing down of our culture and the closing of the American mind. It's a terrible thing to waste, we say. Well, so is the soul, as they must call it at the Catholic high school where Ryan was honored. Their affirmation of that truth deserves affirmation.

My thesis about Hagel

Politico reports that President Obama, having just backed down from one major Senate confirmation fight, may be running headlong into another one, as "some in the Jewish community and other Israel backers are reacting with alarm to reports that Obama is preparing to nominate former Sen. Chuck Hagel as secretary of defense." Politico adds that "Obama will have to assess how big a furor pro-Israel forces will raise and whether the White House wants to deal with it."
My thesis about Hagel is that Obama wants to nominate him precisely because it will upset "some in the Jewish community and other Israel backers." This is a fight Obama is confident he can win, since Hagel is a former Republican Senator. And by winning it, Obama believes he will cut the Jewish lobby down to size.
That the Jewish lobby needs to be cut down is axiomatic among a certain type of Washington pol. The Politico article makes this clear. Acknowledging that Hagel has been a leader among those who denounce the supposed power of the Jewish lobby, Politico turns to David Kurtzer, a former U.S. ambassador to Israel, for an explanation:
Anybody who has ever talked to senators or congressmen behind closed doors knows you hear a lot of that," Kurtzer said. "A lot of people won't talk about that publicly, but Hagel talks about it in public. One can question whether it's good politics from his standpoint, but it's not a view that's foreign on the Hill."
Exactly.
Can anyone doubt that Obama falls within the substantial circle of politicans that bitterly resents the Israel lobby? This is the man who spiritually followed the rabidly anti-Israel Rev. Wright; who gave a tribute to former PLO operative Rashid Khalidi so explosive that it has never seen the light of day; who has never visited Israel during his time in office, despite having been as close as thirty minutes away in Egypt, and managing to go to Saudi Arabia, Turkey and Iraq; who told Jewish leaders in July 2009 that he was deliberately adopting a policy of putting daylight between America and Israel; and who snubbed Benjamin Netanyahu in Washington DC and complained to Nicolas Sarkozy about having to deal with the Israeli prime minister.
Is there a better explanation for Hagel's status as front-runner for the Pentagon job than the desire to stick it to the Israeli lobby, and indeed to Israel? Bill Kristol attributes Hagel's front-runner status to the fact that Hagel was a Republican Senator, which means that Obama might get credit for bipartisanship. But the criticism Obama receives from Israel's supporters, and the uncomfortable position in which the nomination will place Democrats like Sen. Schumer, will more than offset any points for "reaching across the aisle." The primary manifestation of any bipartisanship will be the shared heartburn that certain Republicans and Democrats would feel when they vote to confirm Hagel.
But perhaps Hagel is the best man for the job? I suppose he could seem that way if you dislike Israel enough. Otherwise, don't make me laugh. I assume that Hagel is reasonably knowledgeable about defense issues, but no more so than scores, if not hundreds, of others. And Hagel has no background in successfully managing, or helping to manage, large organizations. The only things that distinguishes him is (1) his extreme aversion to sending troops into combat and (2) what Kristol demonstrates to be his "anti-Israel, pro-appeasement-of-Iran bona fides."
If Obama were basing his decision on merit, he probably wouldn't look any further than Deputy Secretary Ashton Carter. But nominating Carter wouldn't stick it to Israel. And that, according to my thesis, puts him behind Hagel on Obama's list.

QE-infinity: Two Views

What should we make of Ben Bernanke's historic decision to link interest rates to an unemployment target? I take a negative view, but that's just a reaction, not an analysis. Let's turn the floor over to two experts, James Pethokoukis, who favors the move, and King Banaian, who doesn't.
First, Pethokoukis:
Let's look at the economy right now and identity what its biggest problems are. GDP growth will likely come in around 2% for the year, roughly the same as in 2011. And even without a fiscal cliff disaster, 2013 looks like another 2% year. Now, those numbers may make America the envy of other advanced economies, but they reflect an economy continuing to run far below its potential. At the same time, the labor market remains in a depression. While the official unemployment rate has dropped a percentage point in each of the past two years, now standing at 7.7%, the collapse in labor force participation means that number greatly overstates the improvement - even when taking into account demographic factors. The "real" unemployment rate is more like 10%, and that's not even including all the part-timers who wish full-time work. And the longer one is unemployed, the tougher it gets to find that next job. And inflation, the other half of the Fed's dual mandate? It's running at under 2%, according to the Fed's preferred measure. And the Federal Reserve Bank of Cleveland reports that its latest estimate of 10-year expected inflation is a mere 1.53%. Growth is the problem. And the Fed can be part of the solution.
How does Bernanke's policy shift help solve the problem? Pethokoukis quotes economist David Beckworth:
It makes very clear to the public that the Fed will not stop until these targets are hit. Markets, in turn, should respond in anticipation of these goals being hit. That is, the elevated demand for liquid assets should start declining as households and firms start moving their funds into higher yielding assets. This rebalancing should raise asset prices, help repair balance sheets, and ultimately spur nominal spending. In other words, by better managing expectations, the Fed should cause the public to do the heavy lifting-and they already have started. If all goes according to plan, the Fed may not have to actually purchase that many additional assets. Ironically, this means that had the Fed been doing this all along its balance sheet would be much smaller now
But Banaian isn't convinced:
This fall, the Fed had embarked on purchasing $40 billion in mortgage-backed securities (MBS) each month, to be paid for by selling off short-term Treasury securities (T-bills). This would induce private lenders to leave the MBS market and hopefully make loans to the business sector. Meanwhile, short-term interest rates would rise. On Wednesday the Fed announced that they could no longer really do that, as they had sold all the T-bills they thought prudent. So now they will pay for those MBS with new reserves. And they will now purchase an additional $45 billion a month of long-term Treasuries (T-bonds), also paid for with new reserves. As the graph in Professor Taylor's post makes clear, the expansion of the monetary base is exponential. Reserves eventually become money. Currently, most reserves are held by banks who receive interest on them from the Fed. In short, the Fed is using its profits from operating in money markets to induce banks not to lend the reserves they are printing with one hand, while manipulating interest rates to encourage borrowing with its other. And this process threatens to debase our currency. The lone dissenting vote from Wednesday's meeting, Richmond Fed president Jeremy Lacker, noted the Fed had only a few years ago agreed with Treasury that steering credit is not a job for monetary policy. Yet now that's precisely what they're doing.
But won't the Fed make timely adjustments to prevent currency debasement? Banaian is doubtful.
The Fed expanded its reserves five-fold between the depths of the Great Depression and World War II - and never went back. The price level doubled between 1933 and 1948. Today, the Fed has increased reserves from $800 billion to $2.6 trillion - a number that it says will rise $85 billion more each month until it gets an unemployment rate it feels better about, or until the inflation rate reaches a level well above its target. (The last two 4-week periods have had increases of $24 billion and $43 billion). This requires a foresightedness and deftness in monetary policy that the Fed has given me no reason for me to believe they possess. "Trust me, I'm from the Federal Reserve," anyone?
Having heard from both sides, I guess I still take a negative view of the Fed's historic gamble.

The Weekly Winston: Public Opinion in American Democracy

This short fragment from volume III of The World Crisis, published in 1927, is worth keeping in mind as we watch the ongoing political fight over the fiscal cliff. (By the way, notice the curious but prescient mistake in this passage.*)
The rigid Constitution of the United States, the gigantic scale of its party machinery, the fixed terms for which public officers and representatives are chosen, invest the President with a greater measure of autocratic power than was possessed before the war by the Head of any great State. The vast size of the country, the diverse types, interests and environments of its enormous population, the safety-valve function of the legislatures of fifty Sovereign States, make the focusing of national public opinion difficult, and confer upon the Federal Government exceptional independence of it except at fixed election times. Few modern Governments need to concern themselves so little with the opinion of the party they have beaten at the polls; none secures to its supreme executive officer, at once the Sovereign and the Party Leader, such direct personal authority.
Hmmm, maybe Obama will want that Churchill bust back in the Oval Office after all.

Kerry me back

Today brings word that President Obama has settled on John Kerry as Secretary of State succeeding Hillary Clinton. The record of Kerry's opinions in American foreign policy is long and deep, distinguished by its devotion to mischief, error and misjudgment. To take only one small example, Jay Nordlinger documented Kerry's wayward ways Latin America in the 2004 National Review article "Back in Sandinista days..."We'll have to talk to our friends at NR about making that article accessible online.
Kerry has done a lot of damage in the course of a long public career. I saw Kerry speak at Dartmouth in the lounge on the second floor of Hopkins Center - the top of the Hop - during his entry into public life as head of Vietnam Veterans against the War. It was in the spring of 1971 just after his notorious appearance before the Senate Foreign Relations Committee in April.
I had read about Kerry's testimony in the New York Times. At Dartmouth I heard him repeat his infamous statement that our soldiers had "personally [sic] raped, cut off ears, cut off heads, taped wires from portable telephone to human genitals and turned up the power, cut off limbs, blown up bodies, randomly shot at civilians, razed villages in fashion reminiscent of Genghis Khan, shot cattle and dogs for fun, poisoned food stocks, and generally ravaged the countryside of South Vietnam in addition to the normal ravage of war, and the normal and very particular ravaging which is done by the applied bombing power of this country." The Boston Globe placed Kerry's testimony in the context of his career in part 3 of its excellent 2003 biographical series.
I was a sophomoric antiwar student who had turned out to hear the new antiwar celebrity. Kerry had me eating out of his hand. I believed him. I bought it all. Why not? He'd served in Vietnam and held himself out as speaking from his personal experience. I was a fool, of course, but Kerry cynically exploited the ignorance of me and many others like me.
One of the students right next to me in the audience stood up to walk out on Kerry's speech and shouted to Kerry as he approached the steps descending to the first floor of the Hop: "You phony. You're just in this to promote yourself." Kerry was only momentarily flustered, bending down to the microphone and asking the guy to stay and talk after he'd already made his way down the steps.
At the time I couldn't believe the obtuseness of the student; I bought Kerry's act completely. In retrospect, however, that student may have been the most perceptive person with whom I've ever crossed paths.

The Sandy Hook Murders: What To Do?

In the wake of yesterday's mass murder at Sandy Hook elementary school, calls for government to "do something" are everywhere. President Obama says we must take "meaningful action" on gun violence. OK, but what action is that? He didn't say.
A logical starting point is to ask why mass murderers like Adam Lanza do it. Most of them don't intend to survive; their murders are a form of suicide culminating in their own deaths. The impulse to suicide is understandable, but what is the point of murdering ten or twenty school children or mall shoppers first?
I think the answer, for most such murderers anyway, is that they want to go out in a blaze of notoriety. Typically people who have made little impression on the world in life, they want to become famous in death. Shooting themselves won't achieve that goal, but shooting lots of others will. I think they inspire one another: the Aurora movie theater killer probably helped to motivate the Oregon mall murderer, and the Oregon mall murderer probably helped to motivate the Sandy Hook killer.
If this is true-and I think it represents common sense-then one practical response to the school/theater/mall murderers presents itself: we could ban all news coverage of mass shooting incidents. If newspapers, magazines, web sites and above all television and radio stations were prohibited from making any reference to mass shooting crimes, then the goal that these criminals seek-fame; in effect, immortality-would not be achieved. It is reasonable to expect that mass shootings would decline as a result. In a less restrictive version of the same approach, we could allow news outlets to cover such crimes, but prohibit them from mentioning the name of the killer or displaying his image. This, too, might reduce the number of mass murders.
The only flaw in my proposal is that it would be unconstitutional. News organizations would sue to enjoin any such legislation, and would win. But if we are going to take mass shootings, however rare they may be in the broader picture, as an occasion to infringe constitutional rights, the most effective place to start would be the First Amendment.
We pay a price for all of our freedoms. I wonder how many of our reporters and editors have paused to reflect, over the last 24 hours, on how their own news organizations may have contributed to yesterday's killings in Connecticut.
Within the realm of constitutional options, the most practical remedy I can think of would be to require that a certain number of teachers or administrators in each school be trained in the use of firearms and armed at all times. That would probably deter most school shooters. It is curious, but true, that even those killers who do not intend to survive their crimes never seem to open fire in the presence of another armed person. No one tries to shoot up a biker bar.

Muslim Persecution of Christians, October 2012

Raymond Ibrahim does a great, if depressing, service by periodically cataloging Muslim persecution of Christians around the world. This month's recitation includes, among others, these incidents:
Egypt: A Muslim mob, consisting mostly of Salafis, surrounded St. George Church in the Beni Suef Governorate. Armed with batons, they assaulted Christians as they exited the church after Sunday mass; five were hospitalized with broken limbs. The Salafi grievance is that Christians from neighboring villages, who have no churches to serve them, are traveling and attending St. George. The priest could not leave the church for hours after the mass, even though he contacted the police.
Indonesia: [T]wo law enforcement agents who were investigating a recent attack on the Christian community were kidnapped; their murdered bodies were later found dumped near an "extremist Muslim" group's training ground.
Kenya: A grenade was thrown into the Sunday school building of St. Polycarp Anglican Church; it blew off the roof, killing one boy and injuring eight other children who were attending Sunday school.
Nigeria: An Islamic suicide bomber rammed an SUV loaded with explosives into St. Rita Catholic Church holding Sunday Mass; he killed eight people and wounded more than 100. ... Also, the Church of Brethren was raided by Islamic gunmen who killed at least two people and set the church ablaze. Many churches, fearing further attacks, are shutting down.
Pakistan: The Catholic Church of St. Francis, the oldest of the archdiocese of Karachi, was attacked by a Muslim mob of 600, who destroyed property but did not manage to break through the front door.
Sudan: Asia Omer, a Christian mother of seven, the youngest of which is four months old, was killed in an aerial bombardment near a church by "Sudanese government forces as they continue a ruthless campaign of ethnic and religious cleansing in the predominantly Christian regions of the Nuba Mountains."
Syria: A Greek Orthodox priest, Fr. Fadi Jamil Haddad, was kidnapped by armed groups from among the opposition. Days later, his body, which was "horribly tortured and his eyes gouged out," was found dumped near the place he was abducted. ... Also, the last remaining Christian in the center of Homs, an 84 year-old Greek Orthodox, was killed, and the convent of the Jesuits hit again.
To Ibrahim's list I would add the murder of Birgitta Almby, a 71-year-old Swedish woman who was gunned down by two men in Lahore, Pakistan. Almby was a teacher of Christian children in Pakistan. Ben Cohen reports in Commentary:
Were it not for the valiant agency Morning Star News, which specializes in documenting the persecution of Christians around the world, even fewer news consumers would know the name of this angelic-looking, 71-year-old Swedish lady who was gunned down in the Pakistani city of Lahore:
Shot by two armed men outside her house in Lahore's upscale Model Town as she returned from her Full Gospel Assemblies (FGA) office in the Kot Lakhpat area, Almby died at about 10 p.m. Pakistan Standard Time at Karolinska Hospital in Stockholm, FGA Bible School Principal Liaqat Qaiser told Morning Star News.
...There is much that can be said about the significance of Almby's murder. To begin with, it is a particularly horrific example of the violence meted out towards Christians in the Islamic world, whether natives or foreigners, from Egypt to Indonesia. Additionally, Superintendent Dogar's statements are yet more confirmation that, whether through fear or collusion or a combination of the two, every Pakistani security agency appears to crumble at the mere mention of the Taliban. ...
Yet what stands out most of all is the media silence around the killing of Birgitta Almby. Outside of Swedish press outlets like Aftonbladet, which published a heart-rending photograph of Almby with one of her young charges, no media organization of any significance has yet picked up the story.
The lack of media coverage of these incidents is certainly troubling, but it reflects the indifference that most Christians apparently feel toward the brutal fate of their fellow Christians in Muslim-majority regions.

Chuck Hagel and the malignant neglect of Israel

Chuck Hagel is now thought to be the front-runner for Secretary of Defense. He would be an extremely poor choice. For one thing, he is overly averse to sending U.S. forces into harm's way. Skepticism about doing so is healthy, of course. But Hagel's overreaction to the Iraq war seems to have made him so reluctant to support the deployment of troops to battle that his job performance might well be affected. We need a Secretary of Defense made wise by experience, not scarred by it.
Moreover, Hagel is terrible on issues relating to Israel. As Eli Lake reports:
Hagel's real opposition will likely come from the pro-Israel lobby in Washington. While the American Israel Public Affairs Committee (AIPAC) never takes formal positions on nominees, if the group is asked by senators for its view on Hagel, it's unlikely AIPAC will have a kind word. A senior pro-Israel advocate in Washington told The Daily Beast on Thursday, "The pro-Israel community will view the nomination of Senator Chuck Hagel in an extremely negative light. His record is unique in its animus towards Israel."
This is no overstatement. Consider that, as a Senator, Hagel voted against designating the Iranian Revolutionary Guard Corps as a terrorist organization, refused to call on the E.U. to designate Hezbollah a terrorist group, and consistently voted against sanctions on Iran for their illicit pursuit of nuclear weapons capability. Thus, as Josh Block, head of the Israel Project, says, "It is a matter of fact that [Hegal's] record on these issues puts him well outside the mainstream Democratic and Republican consensus."
Hagel's anti-Israel animus has been too much even for Democrats who defend Obama's Israel record to stomach. Ira Forman, who was in charge of the Obama reelection campaign's outreach to Jewish voters, said in 2009, after Hagel was named co-chairman of the President's Foreign Intelligence Advisory Board, that he would have opposed Hagel's nomination for a more substantive position.
If Obama nominates Hagel for the quintessentially substantive job of Secretary of Defense, will that make Forman a useful idiot?
Lake also notes that, in addition to being a reliable "no" vote on sanctions against Iran, Hagel also serves on the board of directors of Deutsche Bank, which is reportedly being probed by U.S. authorities for possible violations of the very kinds of sanctions Hagel opposed when he was in Congress.
If Obama nominates Hagel, will that make Jews who worry about Iran but voted for Obama useful idiots?
Hagel isn't just soft on Iran and Hezbollah; he's also soft on Hamas. In 2009, he signed onto a letter from the U.S. Middle East Project that urged Obama to begin talks with Hamas, a U.S. designated terrorist group, in an effort to revive the peace process.
It cannot plausibly be argued that Hagel's pro-Hamas stance is based solely on a pragmatic recognition that Hamas has supplanted the PA as the "main game in town" when it comes to the "peace process." Like his positions on Iran and Hezbollah, Hagel's stance on Hamas stems from animus towards Israel. Indeed, the Atlantic Council, chaired by Hagel, has today published a column called "Israel's Apartheid Policy."
During the presidential campaign, Team Obama fended off accurate charges that the president has tilted away from Israel by arguing, accurately, that military cooperation between the U.S. and Israel has, if anything, been strengthened since Obama took office. But under a Hagel Defense Department, it is doubtful that such strong, seamless cooperation would continue. It is also doubtful that Israel could count on the active assistance of the U.S. in a military crisis.
Peter Beinart claims that Obama's second term policy towards Israel will be characterized by "benign neglect." With Hagel at the Pentagon, the neglect, if any, will probably be malignant.

The municipal bond tax loophole - low-hanging fiscal fruit

Peter Schweizer proposes a tax increase that will raise $124.4 billion over the next ten years. He wants to eliminate the tax-exempt interest on municipal bonds for upper income Americans and, with respect to newly issued municipal bonds, eliminate it for all Americans regardless of income. According to Schweitzer, this move would produce $124.4 billion over the next ten years.
Not surprisingly, President Obama has already proposed limiting or ending the tax-exempt interest on municipal bonds for the "rich." But Schweitzer argues that this is one tax hike that conservatives should embrace, for two reasons.
First, in the current low interest rate environment, the tax exemption make borrowing money cheap, thereby encouraging debt. State and local government debt doubled over the last ten years, rising from $1.4 trillion in 2002 to $3 trillion in 2011. "Shrink the incentive to bankroll big spending," says Schweitzer, "and you shrink the size of government."
To be sure, state and local governments use bonds to raise money for essential services that no one should want to "shrink." But they also use bonds to finance non-essential, corporate enterprises. This leads to Schweizer's second point - that taxing interest on bonds would strke a blow against crony capitalism.
The problem, according to Schweizer, is that "when local governments pick winners and losers, they force others to compete with government-funded cronies financed at lower rates." For example, the Kansas STAR (Sales Tax Anticipation Revenue) bonds program funneled sales taxes to developers to build things like the Kansas Speedway and to finance the Heartland Park Racetrack in Topeka. And Bloomberg News recently estimated that tax exemptions on interest paid by municipal bonds for sports structures rob roughly $146 million a year from the U.S. Treasury. As Schweitzer observes, "in a time of serious deficits, this hardly seems wise."
For Schweizer, then, the municipal bond tax loophole amounts to "low-hanging fruit ripe for bipartisan picking - the opportunity to raise $124.4 billion in revenue while deterring cronyism and wasteful spending."
JOHN adds: I agree. Many people fail to understand that the purpose of the exemption for state and municipal bond interest is not to help rich people-the only ones who buy such bonds-but rather to lower the borrowing costs of state and local governments. If a normal interest rate were 6%, the municipal bond rate might be, say, 3.5%, or whatever number is equal to the after-tax rate for a taxpayer in the highest marginal income tax bracket. Wealthy bond-buyers break even on the deal; it is the governmental units that benefit. So eliminating the deduction will benefit the federal government while costing state and local governments more money-a cost they can avoid by borrowing and spending less.

On December 11th a 3 judge panel from the 7th Circuit Court of Appeals ruled unconstitutional Illinois' near total ban on the concealed carry of firearms. The 47 page decision in Moore v Madigan gives the Illinois legislature 180 days to craft legislation "...consistent with the public safety and the Second Amendment as interpreted in this opinion..." In the 2008, District of Columbia v Heller decision the Supreme Court upheld the 2nd Amendment right of American citizens to "...use arms in defense of hearth and home..." by finding unconstitutional the 32 year, Washington D.C. ban on the keeping of functioning firearms in the home. (2)

Newly formed 'Gang of Eight' to start working on immigration bill in the Senate
In the Senate, there have famously been 'Gangs of Eight' to work on the fiscal cliff, healthcare reform, and more, but a newly formed group of eight Senators has begun work on a comprehensive immigration reform bill.
Seven of the eight are pro-amnesty veterans. Sen. Chuck Schumer of New York leads the group of Democrats that include DREAM Act author Dick Durbin of Illinois, Bob Menendez of New Jersey, who coincidentally was in the news this week for hiring an illegal alien intern, and Michael Bennet of Colorado. NumbersUSA's Roy Beck notes that "Schumer helped put loopholes in the 1986 amnesty that failed in its promise to eliminate the jobs magnet."
On the Republican side, amnesty champions from 2007 John McCain of Arizona and Lindsey Graham of South Carolina headline the list. They're joined by the Senator-elect Jeff Flake of Arizona who as a Representative in 2007 co-authored the STRIVE mass amnesty bill with Rep. Luis Gutierrez of Illinois.
Rounding out the list of Republicans is Mike Lee of Utah. Sen. Lee is a bit of surprise because he took a hardline, pr o-enforcement position on immigration when he was running for the Senate in 2010. Lee opposed amnesty, supported mandatory E-Verify, and even called for the end of Birthright Citizenship. We're hopeful that Sen. Lee maintains those positions while serving as a member of the immigration 'Gang of Eight.'
Sen. Lee's initial comments to the Salt Lake Tribune were good. He told the paper that he's "not interested in anything that offers amnesty," and he's "made no secret about that."
The leader of the 'Gang of Eight' appears to be Sen. Schumer, and he acknowledged the differences that he and Lee have on the issue, but still invited Lee to the group.

Marine Held in Mexican Prison, State Department Does Nothing Posted on December 14, 2012
Jon Hammar, a former Marine who served in Afghanistan and Afghanistan, is being held in a notorious Mexican prison where Zetas gang members hold power. His crime? Declaring an antique shotgun to Mexican officials after registering the gun with U.S. Customs Agents on his way to Costa Rice. Hammar has been in a prison in Mexico for months now and this week, his parents got an extortion call demanding they wire thousands of dollars to the prison. Hammar spoke to his parents on the phone, saying he thought he was going to be killed. Hammar has been tortured during his time in the prison. He's been beaten and chained to a bed. Mexican officials have justified Hammar's arrest, saying it came in accordance with gun laws in the country, have no plans to release him and the State Department has done nothing to get Hammar released. He could face as many as 15 years in prison.

The evil of such an atrocity is incomprehensible, particularly at the time of year when we celebrate the birth of the Child who was sent to save us from sin. Please be in prayer for the victims, their families and the Newtown community. Another Vignette From Obama's America Putting ideological and policy concerns aside, millions of Americans hoped that the 2008 election of Barack Obama would fulfill the dream of Martin Luther King. Many saw in Obama's victory the realization that in America an individual would be judged by the content of his or her character rather than just the color of their skin. But instead of the reconciliation everyone hoped for, racial tensions have been accentuated in many ways. The latest example is Robert Griffin, III -- the quarterback of the Washington Redskins. I'm not writing about his talents, which are exceptional. Those who know him say he is a better man than a football player. The most demonstrative thing he does on the football field is not a dance in the end zone. He makes the sign of the cross and points to the heavens. Griffin was born in Japan, and raised by an intact family. His parents were both Army sergeants, who clearly instilled the value of character into their son. During a recent news conference, Griffin said, "You want to be defined by your work ethic, the person that you are, your character, your personality." Of his upbringing, he said, "My parents raised me to not ever look at race or color, so it doesn't have a big part in my self-identity." While no man is free of sin, it is very apparent that we are unlikely to see him take a gun and kill a live-in girlfriend (he doesn't have one -- he is engaged) or a teammate because he is driving drunk -- just two examples of other NFL players who made headlines in recent weeks. In other words, Robert Griffin, III is exactly the kind of guy that parents would love to see their kids emulate whether they are white or black. So what does a race-baiter at ESPN see in Griffin? Rob Parker called him a "cornball brother," a term in the black community that suggests someone is not black enough, and they don't mean skin tone. When asked to explain what he meant, Parker elaborated, saying:
"My question, which is just a straight-up, honest question, is he a brother or a cornball brother? He's not really -- okay he's black, he kinda does his thing, but he's not really down with the cause. He's not really one of us. He's kind of black, but he's not really, like, the guy you want to hang out with ... I keep hearing these things 'We all know he has a white fiancee,' and there's all this talk about, 'He's a Republican,' which there's no information at all. I'm just trying to dig deeper into why he has an issue."
Obviously, it's Mr. Parker who has "an issue." Do you get it folks? If any community in America is suffering more from the unraveling of the traditional family and the breakdown of values, it is the African-American community. Here is a man who intends to marry a woman before he fathers children with her. But he's "not black enough" because she's white. I suspect the fact he's getting married makes him "not black enough" to racists like Rob Parker. There are rumors he is a -- GASP! -- a Republican. This is reminiscent of the attacks on Clarence Thomas, who was not a real black because he was a conservative. Or the attacks on Stacey Dash, who was subjected to extraordinary hatred because endorsed Mitt Romney. Or Clint Tarver, who had his hot dog cart destroyed by union thugs because he dared to serve everybody, including conservatives. The president, who has interjected himself into many racial controversies and almost always on the wrong side, should speak up now. Obama should denounce Parker's bigotry, and ESPN should fire him. Rice Withdraws Yesterday, U.N. Ambassador Susan Rice formally withdrew her name from consideration to replace Hillary Clinton as Secretary of State. By most accounts, that leaves Massachusetts Senator John Kerry, current chairman of the Senate Foreign Relations Committee, as the most likely nominee. I know many conservatives get concerned whenever John McCain, Lindsey Graham and Susan Collins take center stage. Once again, they seem to be going down the wrong road on immigration, and I will take them to task for that at the appropriate time. But Senators McCain, Graham and Collins, along with Kelly Ayotte of New Hampshire, took Susan Rice on over her role in spinning the administration's false propaganda regarding the Benghazi attack. And, of course, they were accused of being racists and sexists. These senators held their ground. They came out of private meetings with Rice saying they had more concerns than ever before. The White House and Senate Democrats got the message. Rice withdrew. It's a small victory to be sure. Kerry will be easily confirmed, and is just as bad on policy. But it is worth noting that, in part at least, it was the "centrist" reputations of McCain and Graham that gave them the ability to stop Susan Rice and undermine the efforts by Obama and the media to turn this into another issue of race.

Michigan's enactment of right-to-work legislation this week is a major win for the conservative movement. Predictably, the established labor unions are lashing out at the laws and calling them unfair "right-to-freeload" measures.
But as Heritage Foundation labor expert James Sherk writes in the Detroit News, the unions have it wrong. Unions are free to negotiate only on behalf of their members, so workers who don't join their colleagues in a union aren't necessarily "freeloading":

The chief argument against right-to-work laws is factually incorrect. Although most union members do not know it, the law does not require their union to negotiate on behalf of non-members.
The National Labor Relations Act permits, but does not mandate, unions to negotiate as the "exclusive representatives" of all employees at a unionized company. This means that all workers must accept the union's representation. They may not negotiate separately with their employer. Whether they like it or not, the union represents them.

Unions are trying to defend the closed-shop status quo, where even employees at a business who do not want to be represented by a union are forced to join. But the right-to-work laws just passed in Michigan prevent the unions from imposing mandatory membership fees on all workers.
The strongest argument for mandatory union fees is that these fees are primarily directed to programs that benefit workers. But Heritage investigative reporter Lachlan Markay finds that this argument doesn't hold up either. Click here to learn more about what he found.

The Heritage Foundation's Lee Edwards, author or editor of 20 books and a leading historian of American conservatism and of Heritage, delivered the following remarks last week to Heritage trustees explaining how "Heritage has become the most important think tank in the most important city in the most important nation in the world."
From the very beginning, Heritage has been a different kind of think tank.
To begin with, we are a conservative think tank with fixed First Principles based on the Declaration of Independence and the Constitution.
Other research organizations in this town, such as Brookings and the American Enterprise Institute, choose not to admit their philosophical leanings, but Heritage does not apologize for its commitment to basic conservative ideas-limited government, free enterprise, individual freedom, traditional American values, and a strong national defense.

Entrepreneur and Heritage Foundation member Bob Miller urged Heritage interns in a speech last week to "to keep the American Dream alive for those who come after us."
Miller, who built Better Baked Foods from the ground up, knows actions speak louder than words.
"My life demonstrates the positive effect of the American Dream. My 50 year story is really a love affair with freedom," he told the 60 interns assembled in Heritage's Allison Auditorium for their graduation ceremony.
Miller and his family are committed to raising up the next generation of conservative business and governmental leaders. The Millers wanted to give more young people an opportunity to understand the constitutional structure and true purpose of American government, so they committed to a $1 million matching campaign to support Heritage's internship program.

What Will the Fiscal Cliff Deal Look Like?
This week, President Obama and House Speaker John Boehner (R-OH) have been trading secret offers on the fiscal cliff. Last night, they met for nearly an hour, and emerged with zipped lips about what progress-if any-they made on averting tax hikes across the board and automatic, deep budget cuts that would devastate America's defenses. While action is necessary to avoid the "cliff," that is all they should do at this late date. Patrick Louis Knudsen, Heritage's Grover M. Hermann Fellow in Federal Budgetary Affairs, warns against a "grand bargain" involving tax hikes in the short amount of time available:
[H]istory shows that broad bipartisan compromises between the White House and Congress have typically just yielded higher taxes, while the promised spending restraint (except in national defense) and deficit reduction have failed to materialize.
In fact, Knudsen says, "Such agreements tend to produce higher taxes and higher spending with little or no deficit reduction." Knudsen's educational retrospective on budget deals is a sobering reminder that even President Ronald Reagan agreed to tax hikes when he became embroiled in congressional budget "summits." Though these tax hikes were in the name of reducing the deficit, the deficit actually increased because the deals leaned toward spending increases, not spending reductions. The "spend now, save later" approach is one of the ways that budget deals hide their true costs. And as details start to emerge-whenever they do-about the deal that President Obama and Speaker Boehner are putting together, it will be vital to examine the budgeting gimmicks they are using. To hide the true cost of budget deals, leaders in Washington get away with things that we could never do in our household budgets. For example, imagine you are planning your family budget for the new year. You decide, "I'm not going to take a $2,000 vacation. So that means I just saved $2,000! Now, I think I'll spend my savings on new furniture." What happened? You spent $2,000. Where did it come from? Your regular budget-not some magical pot of extra "savings" money that you somehow accessed. Yet this is exactly what President Obama is claiming-that there is a magical savings pot, and that he's going to take money out of it to spend on other things. Some of his magical savings come from winding down the war in Iraq and Afghanistan. Instead of winding down those operations and therefore not spending that money any more, he claims that these "savings" can now be spent again on something else. Of course, it also bears mentioning that the Senate hasn't passed an actual budget in three years. So while you're counting your household pennies and figuring out how to pay the rent or mortgage, buy groceries, and pay off your Christmas spending, Congress is just charging up more spending with budget gimmicks. When they're not claiming the phantom "savings" described above, they're declaring a need for "emergency" spending. As Knudsen puts it, "Spending and tax policies have been ad hoc, piecemeal, and temporary, fostering constant, nagging uncertainty in the economy." This practice has to be corrected. But now is not the time for a complete budget overhaul. Now is the time to extend current tax policies and prevent all Americans from suffering the largest tax hike in American history. Then, Congress and the President can duke it out over a grand budget.
