Walmart's New Health Care Policy Shifts Burden To Medicaid, Obamacare
Walmart, the nation's largest private employer, plans to begin denying health insurance to newly hired employees who work fewer than 30 hours a week, according to a copy of the company's policy obtained by The Huffington Post.
Under the policy, slated to take effect in January, Walmart also reserves the right to eliminate health care coverage for certain workers if their average workweek dips below 30 hours -- something that happens with regularity and at the direction of company managers.
Walmart declined to disclose how many of its roughly 1.4 million U.S. workers are vulnerable to losing medical insurance under its new policy. In an emailed statement, company spokesman David Tovar said Walmart had "made a business decision" not to respond to questions from The Huffington Post and accused the publication of unfair coverage.
Labor and health care experts portrayed Walmart's decision to exclude workers from its medical plans as an attempt to limit costs while taking advantage of the national health care reform known as Obamacare. Among the key features of Obamacare is an expansion of Medicaid, the taxpayer-financed health insurance program for poor people. Many of the Walmart workers who might be dropped from the company's health care plans earn so little that they would qualify for the expanded Medicaid program, these experts said.

The Corner States Should Absolutely Refuse to Set Up Obamacare Exchanges By Mario Loyola November 13, 2012 Proponents of Obamacare are making one argument that some conservatives may find appealing - namely that it is much better, from a states' rights point of view, to set up state-based exchanges than to let the feds come in and do it themselves. This argument is absolutely wrong. Allowing your states to be deputized as instruments of federal policy is just as bad as bowing to federal commandeering of state agencies, which is unconstitutional. Let's begin with the principle that the federal government is not allowed to command states or their officials to do anything. That was settled in the two modern commandeering cases, New York v. United States (1992) and Printz v. United States (1997). The federal government has gotten around that through a variety of schemes under the general category of "cooperative federalism." The Supreme Court has generally taken a permissive attitude of these schemes, only because the states supposedly retain freedom of choice, "both in theory and in fact." But it is increasingly clear that their choice is not really free, because they are penalized if they don't comply with the federal program. This problem is clear with programs like Medicaid: The feds tax money away from the states (or they borrow it from the capital markets) and then offer to give it back to the states on condition that they comply with federal preferences. In the Obamacare decision, the Supreme Court ruled that the feds can't present states with the "loaded gun" of losing existing Medicaid funds if they don't comply with the Medicaid expansion requirements. But states still lose the money Obamacare "offers" for the Medicaid expansion itself, hence there is still a draconian penalty. With the exchanges, there is also federal conditional "aid" in play, but the real penalty the states face if they don't bow to the will of Obamacare is that the feds will come in and take over the health-care market. But it's much easier for the feds to do that in a handful of states than for them to do it in most of the states. Feds might not be able to do it in a large number of states without asking Congress for more money or for amendments to the law. That would strengthen the position of the House of Representatives, and its GOP majority. State governors should be under no illusions: You are not preserving one iota of state autonomy by setting up your own Obamacare exchange. On the contrary, you are letting the feds deputize you as instruments of federal policy. Let the feds set up the exchanges themselves; they can pay for them and be accountable for the results. That will impose a real limit on federal power, and provide leverage for rolling back some of Obamacare. In the meantime the message of state governments to the Department of Health and Human Services should be an absolute and unequivocal "NO." A recent news item has come out saying that the federal government and the insurance companies are saying that premiums for states that do not adopt the exchange will be increased. Here is a great way to answer this when speaking with the Governor or legislators: "We understand the insurance companies are threatening to raise premiums on states that do not adopt exchanges...but let's not kid ourselves...premiums and everything else associated with healthcare are going to increase dramatically, now that Obamacare is law for the foreseeable future. That is a given...so this is nothing new. Furthermore, nothing will cost us more than having our state "own" this exchange when the federal funding runs out in 2015. It will cost the average family over $3000 a year. Do you want to know what $3,000 means for my family? It means I could pay for xxxxx (insert what you could or actually do do with $3,000 a year. For instance: it is a years worth of Catholic school education, it is a year's water bill, it is a year's IRA contribution etc)." 4.) When you make your calls, please make sure you mention you are working with Americans for Prosperity in Pennsylvania. Those who thought ObamaCare was set in concrete by Chief Justice John Roberts' decision last June are in for a shock. December 14 is the new deadline (extended from November 16) for states to let the feds know, yea or nay, whether or not they will be setting up a health insurance exchange, which is the key to participating in the misnamed Patient Protection and Affordable Care Act.

U.S. Senators Roger Wicker (R-MS) and Jim Inhofe (R-OK) have introduced the Military Religious Freedom Act (S.3526). The Wicker-Inhofe legislation explicitly outlines how the Defense of Marriage Act should be applied to the Department of Defense.
Specifically, the bill would (1) prevent military chaplains from being forced to perform a marriage ceremony if the chaplain objects for reasons of conscience and (2) prohibit marriage or marriage-like ceremonies at military facilities that are not a union between one man and one woman.
"We see that the Department of Defense approved in May of this year a same-sex marriage celebration in a military chapel [at] Fort Polk, Louisiana," Wicker notes. "DOD also proclaimed June as 'Lesbian, Gay, Bisexual and Transgender Pride Month.' So, this DOD under President Obama is really, really pushing hard on a radical pro-homosexual agenda." Last year, the Department of Defense authorized military chaplains to perform same-sex marriages in accordance with state law. The authorization allows military chaplains to participate in ceremonies on or off military bases in states that recognize same-sex marriage. 1. Call Members of the Steering Committee Now
The purge of conservatives from key committees last week was not a natural disaster. It was perpetrated by leadership with the help of the rest of the 31 members on the Steering Committee. They all need to hear from us.
Let's take a step back and analyze what occurred last week. It is not a normal occurrence for incumbent members in good standing to be thrown off their committees without warning. It's certainly not normal for a top finance expert (David Schweikert) to be thrown off the Financial Services Committee or a top agriculture expert from a major farming district (Tim Huelskamp) to be tossed from the Agriculture Committee.
With that said, it is quite stupefying that almost none of the members have spoken out against the purge. After all, there were 31 members in the room when it happened. Would they like to divulge how they voted? Would they be willing to go on record as supporting the big government litmus test to sit on certain committees? After speaking with the House Parliamentarian, we discovered the House precedent is actually interpreted to mean an absolute majority of votes cast for a specific candidate. So, House members do nothing by abstaining. However, the core idea remains: Without a majority (50% +1), the House is speakerless. For forty something years my wife and I were enjoying the freedoms provided by the Constitution of the United States and our State Constitution. We had a home, three kids, two cars, four television sets, a boat on the lake and all the comforts that the freedoms of our right to life, liberty and the pursuit of happiness, would allow. We took vacations and enjoyed life pretty much to the fullest.
My wife and I retired a few years ago and now with our children all married and living in their own homes. Finally we had very little to do or think about so we started paying attention to the "state of the nation". Suddenly we were sore afraid. Just what has our elected representatives done to the "constitution". They surely have not been following it very closely nor paying attention to its laws or the people who have entrusted them with the job. We find that our country is deeply in debt, our foreign policy is a joke, people around the world are laughing at us and we are the target of the nation of Islam just as soon as they finish off our most trusted ally, Israel.
As a Christian (which is not a religion in the first place but a philosophy), I can not understand the determination why Democrats, liberals and atheists are so adamant about removing Christianity from the only nation founded upon Biblical Judeo-Christian principles by its' founding fathers. Any educated person who has read any of the founding fathers writings in full without picking and selecting passages out of context to prove their point would know without a doubt what was meant by the first amendment.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
Perhaps the word "respecting" is a bit Shakespearean for them to fathom the meaning thereof. My Thesaurus gave me the phrase "with regard to". So Congress shall make no law with regard to an establishment of religion, (That's a comma meaning there's more of the same subject) or prohibiting the free exercise thereof; (that's a semi-colon: it means a continuation of the thought.) or abridging the freedom of speech, (that's a comma again) or of the press; (another semicolon) or the right of the people peaceably to assemble, (another comma) and to petition the Government for a redress of grievances.
There is nothing hard about that to understand.

THIS IS SO INCREDIBLY WELL PUT AND I CAN HARDLY BELIEVE IT'S BY A YOUNG PERSON, A STUDENT!!! WHATEVER HE RUNS FOR, I'LL VOTE FOR HIM.
Dear American liberals, leftists, social progressives, socialists, Marxists and Obama supporters, et al: We have stuck together since the late 1950's for the sake of the kids, but the whole of this latest election process has made me realize that I want a divorce. I know we tolerated each other for many years for the sake of future generations, but sadly, this relationship has clearly run its course.
Our two ideological sides of America cannot and will not ever agree on what is right for us all, so let's just end it on friendly terms. We can smile and chalk it up to irreconcilable differences and go our own way.
Here is a our separation agreement:
Our two groups can equitably divide up the country by landmass each taking a similar portion. That will be the difficult part, but I am sure our two sides can come to a friendly agreement. After that, it should be relatively easy! Our respective representatives can effortlessly divide other assets since both sides have such distinct and disparate tastes. We don't like redistributive taxes so you can keep them. You are welcome to the liberal judges and the ACLU. Since you hate guns and war, we'll take our firearms, the cops, the NRA and the military. We'll take the nasty, smelly oil industry and the coal mines, and you can go with wind, solar and biodiesel. You can keep Oprah, Michael Moore and Rosie O'Donnell. You are, however, responsible for finding a bio-diesel vehicle big enough to move all three of them. We'll keep capitalism, greedy corporations, pharmaceutical companies, Wal-Mart and Wall Street. You can have your beloved lifelong welfare dwellers, food stamps, homeless, homeboys, hippies, druggies and illegal aliens.
We'll keep the hot Alaskan hockey moms, greedy CEO's and rednecks. We'll keep Bill O?Reilly, and Bibles and give you NBC and Hollywood . You can make nice with Iran and Palestine and we'll retain the right to invade and hammer places that threaten us. You can have the peaceniks and war protesters. When our allies or our way of life are under assault, we'll help provide them security. We'll keep our Judeo-Christian values. You are welcome to Islam, Scientology, Humanism, political correctness and Shirley McClain. You can also have the U.N. But we will no longer be paying the bill. Empires leave behind a mess when they leave. And that mess acts as the building blocks of a new empire. One empire falls and another rises in its place. It's an old story and it is what we are seeing in the Middle East. The Islamist resurgence was fed by the collapse of two world powers, the USSR and the US. The fall of the Soviet Union robbed the Arab Socialist dictatorships of their support. The last of these, Syria, is now under siege, by Sunni Islamist militias after becoming an Iranian Shiite puppet. Egypt's Sadat had made the move to the American camp early enough to avoid the fate of Syria or Iraq, but instead his successor, Mubarak, encountered the fate of the Shah of Iran. With the fall of Egypt, Syria is the last major Arab Socialist holdout, and if it falls, then the Middle East will have shifted decisively into the Salafi column. Unlike the Soviet Union, the United States has not actually collapsed, but its international influence is completely gone. Bush was accused of many things, but impotence wasn't one of them. Obama however gave the Taliban a premature victory with a pullout deadline, ineptly waffled over the Iranian and Arab protests, before eventually getting on board with the latter, and allowed the UK and French governments to drag him into a poorly conceived regime change operation in Libya.

Obama's Presidential Oath of Office: A Private Affair
In the "you have got to be kidding me" category:
The White House Correspondents Association is strongly urging the Obama administration to allow press access to the president's official swearing-in ceremony on Jan. 20, following indications from inauguration committee officials that the event could potentially be closed to the press.
"Mindful of the historic nature of this occasion, we expect the White House will continue the long tradition of opening the President's official swearing-in to full press access, and we as an organization are looking forward to working with the administration to make that happen," Ed Henry, the Fox News correspondent and president of the White House Correspondents Association, said in a statement.
Because inauguration day falls on a Sunday in 2013, Chief Justice John Roberts will officially administer the official oath of office in a private ceremony that day. The public inauguration on the Capitol Building's West Front -- at which Roberts will administer a second, symbolic oath of office -- will take place the next day.
In early meetings with the inaugural committee, officials privately indicated to reporters that the Jan. 20 event could be closed to reporters and cameras, with an official photograph supplied to press by White House photographer Pete Souza, sources familiar with the meeting told POLITICO.
Let me guess, they'll invite the top donors and bundlers?
"Call me shell-shocked. I'm stunned that this is even an issue; it boggles the mind," NBC News White House correspondent Chuck Todd told POLITICO. "This is not their oath, this is the constitutional oath. It's not for them. It's for the public, the citizens of the United Sates. It just boggles the mind. How is this even a debate?"
Well, maybe this reflects a White House that certainly doesn't fear bad press, doesn't worry about it, thinks they've got the world on a string and that there is absolutely no tradition or unwritten rule that they need to heed. We've seen this type of behavior before, jumping up and down on the bed in the Lincoln Bedroom. Peggy Noonan back in 1998:
For seven months I have kept on my desk a picture from a tabloid. It is of two close friends of President Clinton, Linda Bloodworth-Thomason and the actress Markie Post. They are laughing and holding hands in joyous union as they jump up and down at where fate has put them down. It had put them in the Lincoln bedroom. They were jumping up and down on Lincoln's bed.
It seemed to me emblematic of the Clinton White House, a place where opponents' FBI files were read aloud over pizza and foreign contributors with cash invited in the back door. I thought: Something's wrong with these people, they lack thought and dignity. But most of all they seemed to lack respect, a sense of awe-not the awe that can cripple you with a false sense of your smallness but the awe that makes you bigger, that makes you reach higher as if in tribute to some unseen greatness around you.
Politico's Dylan Byers notes, "The last time a president was inaugurated on a Sunday was in 1985. Reagan's White House allowed complete news coverage of the private ceremony, including three reporters, three still photographers, and one network television pool camera, according to a Los Angeles Times report from the time. ABC, NBC, CBS and CNN carried live broadcasts of the event."
The Syrian Civil War, Constantly Finding New, Innovative Ways to Get Worse
Well, it just became well nigh impossible to root for anybody in the Syrian civil war. J. E. Dyer sums it up at Hot Air:
According to a video reportedly posted by the Free Syrian Army, the Syrian rebels have their own chemical weapons to match Bashar Al-Assad's - and you get to watch two rabbits die to prove it.
This link is to the video posted at YouTube. But Breitbart has helpfully loaded the video to its post on the topic today, so you don't have to sign in at YouTube to watch it. Warning: graphic content.
After apparently setting off the chemical agent in a glass box containing the hapless rabbits, the speaker in the video issues this warning (translation cited at Breitbart):
You saw what happened? This will be your fate, you infidel Alawites, I swear by ALLAH to make you die like these rabbits, one minute only after you inhale the gas.
Breitbart.com speculates that the chemical used on the rabbits is a nerve gas, due to its observable effects. That's a good guess. The close-ups early in the video, of potassium chlorate and sodium nitrite containers, show explosive agents that could be used to disperse the toxic chemical. This latter is actually interesting, as it seems to suggest that the rebels or their terrorist compadres have the capability to build their own chemical weapons.
They may not have to do that, however. In the back-and-forth battles across Syria over the last year, it's not impossible that the rebels have gotten hold of weapons from Assad's own stash. They could also have weapons from Saddam's Iraq that didn't go to Syria before the 2003 invasion, but were taken by terrorists afterward, on an opportune basis. (In the immediate aftermath of the invasion, there were numerous reports of chemical agents and weapons turning up fields and barns around central Iraq. The likelihood of these items getting directly into terrorist hands is high.)
Hey, wasn't using chemical weapons the "red line" of U.S. policy? Didn't Secretary of Defense Leon Panetta say the other day that if the dictator Assad used the chemical weapons, "there will be consequences"? (Quite the generically worded threat.) So what do we do if the rebels use the weapons?
Maybe we can tell them to knock it off on Skype. The Sunday Times, over in the U.K. reported:
THE United States is launching a covert operation to send weapons to Syrian rebels for the first time as it ramps up military efforts to oust President Bashar al-Assad.
Mortars, rocket-propelled grenades and anti-tank missiles will be sent through friendly Middle Eastern countries already supplying the rebels, according to well-placed diplomatic sources.
The Americans have bought some of the weapons from the stockpiles of Muammar Gadaffi, the Libyan dictator killed last year. They include SA-7 missiles, which can be used to shoot down aircraft.
The rebels are gaining ground after 20 months of civil war in which an estimated 40,000 Syrians have died. They have entered the suburbs of Damascus and have surrounded its airport. US State Department officials are in regular contact with rebel field commanders, talking to them on Skype for hours every day.
But hey, at least it's contained to Syria . . . oh, wait:
Lebanese officials say sectarian gun battles linked to the civil war in neighboring Syria have killed another four people in the northern city of Tripoli. Authorities said Sunday's fighting involved Sunni supporters of Syria's rebels in the Tripoli neighborhood of Bab Tabbaneh and Alawite loyalists of Syrian President Bashar al-Assad in the adjacent district of Jabal Mohsen. Gun battles between the rival neighborhoods have killed at least 13 people since early last week. The violence began after reports emerged that Syrian government troops ambushed and killed a group of Lebanese Sunnis from Tripoli who crossed into Syria to join the rebels last month.
American Doctor Rescued from Captivity in Afghanistan
Meanwhile in Afghanistan:
Coalition troops rescued an American doctor who had been abducted while returning from a rural health clinic outside Afghanistan's capital, officials said Sunday.
Dr. Dilip Joseph was freed 11 hours after his captors released two other similarly kidnapped members of his nonprofit agency, Morning Star Development, the organization said.
The NATO-led International Security Assistance Force did not provide details about the rescue operation other than to say Joseph was believed to be in imminent danger of injury or death.
There were conflicting reports about who was behind the kidnappings. ISAF said it was Taliban insurgents, while two local Afghan officials told CNN it was smugglers.
Sadly, the rescue mission had casualties:
One of the Special Operations troops involved in the raid to free an American doctor from the Taliban in eastern Afghanistan died of his wounds today.
"I was deeply saddened to learn that a U.S. service member was killed in the operation, and I also want to extend my condolences to his family, teammates and friends," Defense Secretary Leon Panetta said in a statement released today. "The special operators who conducted this raid knew they were putting their lives on the line to free a fellow American from the enemy's grip. They put the safety of another American ahead of their own, as so many of our brave warriors do every day and every night. In this fallen hero, and all of our special operators, Americans see the highest ideals of citizenship, sacrifice and service upheld. The torch of freedom burns brighter because of them."
President Obama also praised the Special Operations force for their bravery.
"Yesterday, our special operators in Afghanistan rescued an American citizen in a mission that was characteristic of the extraordinary courage, skill and patriotism that our troops show every day," he said today.
"Tragically, we lost one of our special operators in this effort," he said. "Our thoughts and prayers go out to his family, just as we must always honor our troops and military families. He gave his life for his fellow Americans, and he and his teammates remind us once more of the selfless service that allows our nation to stay strong, safe and free."

RINO Michigan Governor prevented from imposing ObamaCare on state

In November, Michigan voters roundly defeated ballot Proposal 2, a union-sponsored measure "...which would have amended the state constitution to guarantee collective bargaining rights to public and private-sector employees." (1) For the first 2 years of his term, Governor Rick Snyder had consistently advised Michigan organized labor to keep such a proposal off the ballot. "My concern is that [the proposal] could start a whole divisive atmosphere of other people trying to put right-to-work on the ballot," explained Snyder. (1)
Of course those "other people" so feared by the timid governor were fellow Republicans in the Michigan legislature!
In point of fact, Snyder cared no more about unions attaining greater power than the prospect of a future Republican attempt to thwart it. Michigan Republican Rep. Justin Amash told Breitbart News that it's "hypocritical" for House Speaker John Boehner to criticize President Barack Obama over his administration's lack of transparency while keeping the secret list of criteria used in his conservative purge from the American people.
"It's always hypocritical to criticize someone else for not being transparent and then hide your own information when it's something that should be released to the public," Amash said in a phone interview. "This certainly is something that should be released to the public. Republican leadership was elected to represent the Republican conference. Voters throughout the country elect these Republican members. We get to choose our leadership. And we have the right to know who our leadership is. What do they stand for?"

Bauer 21 Days And Counting Speaker John Boehner held a press conference Friday afternoon to update the media and the nation on the status of the fiscal cliff negotiations. He made no effort to hide his frustration. Here are some excerpts of his remarks:
"Well this isn't a progress report, because there's no progress to report. When it comes to the fiscal cliff that is threatening our economy and threatening jobs, the White House has wasted another week. "You know, eight days ago, Secretary Geithner came here to offer a plan that had twice the tax hikes that the president campaigned on. It had more 'stimulus' spending than it had in cuts. And an infinite increase in the debt limit, like forever. "Four days ago, we offered a serious proposal, based on testimony of President Clinton's former chief of staff. Since then there has been no counteroffer from the White House. Instead, reports indicate that the president has adopted 'a deliberate strategy to slow-walk' our economy right 'to the edge of the fiscal cliff.' ... "Listen, Washington's got a spending problem, not a revenue problem. If the president doesn't agree with our proposal, I believe that he's got an obligation to families and small businesses to offer a plan of his own -- a plan that can pass both chambers of the Congress. We're ready, and eager, to talk to the president about such a plan."
Boehner's blunt words got Obama's attention. The two leaders met at the White House yesterday. It was their first meeting in three weeks! Both sides were tight-lipped about the discussion. But with just 21 days remaining before massive, across-the-board tax hikes kick in, there are a lot of struggling families, small business owners and investors who are hoping for a positive solution to this impasse. But I continue to believe that Obama doesn't want to fix the problem, he wants to fix the blame. High Court To Decide Meaning Of Marriage Late Friday afternoon, the Supreme Court announced it would hear arguments in two cases dealing with the meaning of marriage. From the cases selected, it appears as though the justices want to tackle the issue from both the state and federal perspective. One comes from New York and challenges the constitutionality of the 1996 federal Defense of Marriage Act. The second case stems from a challenge to California's voter-approved initiative Proposition 8, which defined marriage as the union of one man and one woman. It is difficult to predict how the court will rule in either case. Some conservatives are cautiously optimistic about the Proposition 8 case, believing that the justices will find striking down a popularly-enacted law on something as basic as the meaning of marriage to be an affront to the right of self-government and the foundation of our republican form of government. I'm not holding my breath. The Supreme Court is split with four reliable liberals, four generally conservative justices and one moderate, swing vote -- Justice Anthony Kennedy. While Justice Kennedy sided with conservatives in the Obamacare decision, he has a long history of siding with the court's liberals when it comes to abortion and homosexual rights. For example, Justice Kennedy wrote the majority opinion in Romer v. Evans, which struck down a popularly-enacted ballot initiative in Colorado preventing special legal protection based solely on homosexual behavior. Justice Kennedy also wrote the majority opinion in Lawrence v. Texas, which struck down state laws against sodomy. Kennedy's reasoning in both cases was so sweeping, it seems highly unlikely that he could uphold marriage as the union of one man and one woman. In fact, Justice Scalia warned that because of Kennedy's opinion in Lawrence, state laws against polygamy and same-sex marriage would be "called into question by today's decision." He may be right. But the justices may have given themselves an "out." Politico reports, "The justices told the lawyers in both cases to address whether the court can decide the central issues, given questions about the way the cases arrived at the court." In others, they may decide to dodge the issue on a technicality. Stay tuned. Oral arguments are expected in the spring, with a decision -- if we get one -- in June. Food Stamp Nation Leading into the election, the Obama campaign assured us that the economy was on the mend. Unemployment had dropped a little, and there were other signs that another recession may be averted. But now with the election over there are plenty of counter indicators to that claim. A new report from the Labor Department shows 350,000 people left the labor force in November - nearly three times the number of people who got jobs. Economists are scratching their heads. What's going on? Here's a shocking statistic: one million people were added to the food stamp rolls in August and September alone. In September, more than 607,000 people became eligible for food stamps. Could there be a cause and effect relationship here? According to the Heritage Foundation, recent research indicates that government expansion of transfer payments, including food stamps, plays a role in discouraging potential workers from returning to the labor force. There are signs of an economic recovery, to be sure. Housing is looking better, as are the oil and gas industries, no thanks to the administration's policies. But it appears that under Obama we really are creating two Americas. In one America, investors, entrepreneurs and workers are doing their best to overcome government regulations to put food on the table and create jobs. In the other America people are relying more and more on government programs.

Stop Meeting with the U.N. on Climate Change
Two days ago, the 18th United Nations conference on climate change wrapped up. As they did at the previous 17 conferences, developing nations demanded that the United States and other developed countries pay them for the climate's effects. In short, the joke's on us. And these U.N. conferences are becoming increasingly irrelevant. Poor nations, including small islands, are seeking a new "international mechanism" to have developed nations pay for storm damage to their countries. This is based on the assumption that global warming is causing stronger hurricanes, typhoons, and the like, which is still unproven. Heritage's Brett D. Schaefer, Jay Kingham Fellow in International Regulatory Affairs, and Nicolas Loris, the Herbert and Joyce Morgan Fellow, have a simple message for America's leaders: "the U.S. is wasting millions of taxpayer dollars attending and financing these conferences." The main result of this year's conference was extending the Kyoto Protocol, the international climate change agreement that has been in force since 1997, through 2020. The United States has never signed on to this agreement, which restricted greenhouse gas emissions in 37 industrialized countries. But the Kyoto agreement has never put restrictions on China and India-two densely populated countries with growing economies-and other nations with emerging economies. Schaefer and Loris note that "even with perfect compliance and U.S. participation, Kyoto would not significantly arrest projected global warming."
