Your Tax Refund & Home Improvements 
It's common this time of year for many homeowners to begin those long-awaited home improvement projects when they realize the unexpected windfall of a tax refund.

Home improvements are something we can enjoy every day and typically increase our home's value.  However, please be aware that often times these improvements require building or encroachment permits.  The most common violations in the home improvement arena tend to be the unpermitted construction of patio covers and pergolas.  Be aware of any contractor that states a permit isn't required.  Except for rare circumstances this is not correct and can result in increased permit fees, citations, and even the eventual recording of a lien against your property.  All of these issues can be avoided by simply contacting the Permit Center at 625-7005.  Based on the information you provide, in most cases the Permit Technician can  tell you over the phone whether or not a permit is required. 
Brownie Troop Helps with Arbor Day Celebration 
California Arbor Week is celebrated throughout the state and in Oakley March 7-14, 2017 to highlight the importance of trees to communities and the world. This past Tuesday, Brownie Troop 30965, Councilmembers Alaura and Hardcastle along with Mayor Higgins and Vice Mayor Pope gathered at Oakley's Crockett Park to plant several trees and learn about the importance of trees and tree care. 
 
Typically, National Arbor Day is observed on the last Friday in April; however, a number of states honor Arbor Day at other times in the spring season to coincide with prime tree planting periods. California's Arbor Day is celebrated on
March 7th, in honor of famed horticulturist Luther Burbanks' birthday - and because this date is typically ideal for planting trees in most areas of California.

Beading 
Teens & Adults
3/13-4/16, Mondays from 6:30pm-8:30pm
Fee: $48 Residents $58 Non-Residents 
Each week is an interesting beading project using different methods to create your personal jewelry.  Class projects include earrings, bracelets, and necklaces in alternative patterns and styles.  This is a great place for teens and adults to explore creativity while socializing with others who share the same desires.  Learn to market your creations and maybe make some income with your new-found hobby!  All materials included in one low fee.

Advanced Bead Weaving 
Adults 
3/16-4/6, Thursdays 6:30 pm - 8:30 pm 
Fee: $50 Residents $60 Non-Residents 
This class is for those adults with prior beading experience that are looking for a challenge!  Each four week session will focus on specific projects using smaller (seed) beads and intricate patterns.  Session 5 - Beaded Flowers (3/16 - 4/6) and Session 6 - Necklace/Bracelet combo (4/13 - 5/4).

Oakley Youth Advisory Council Scholarship
The Oakley Youth Advisory Council strives to provide enriching experiences for the youth and to develop a community of young, contributing citizens. This year the OYAC is proud to offer its first scholarship ever. Two high school seniors will be selected to receive a $500 scholarship. Scholarships will be awarded to students who meet the scholarship requirements and complete the  scholarship application . This scholarship is made possible by a donation of Assemblymember Frazier. The deadline for submission is 5:00 p.m. on March 31st, 2017.
