This Friday
Correction to the previous bulletin - the Character Champions meeting is next Friday. This Friday we welcome Marilyn Smith to our meeting. Marilyn will give us an update on the school construction project of Quincy Public Schools. We're sure that Marilyn will cover the new law that requires districts to get zoning approval before constructing schools and how that is affecting the construction of the new school on property donated to the district by ADM. Should be a great program to bring a prospective member! We apologize for the error and we'll see the Character Champions next week!

Our speaker was Ms. Connie Beard, the Director of The Illinois Department of Revenue. Ms. Beard updated us on the happenings of I.D.O.R. at The Elks Lodge. Ms. Beard, from Jacksonville, Illinois, was appointed to the position in 2015 by Governor Rauner. She brought 30 plus years of experience to the position and is the former Executive Director of the Illinois Chamber of Commerce Tax Institute. With the state without a budget for 9 months now, her job has been a difficult one in that her department has the revenue but is awaiting appropriations for it. She is working on phasing 200 local tax systems into one Gen-Tax system. It is a time consuming process. Her office has also adopted the lean management concept to shorten the response times in getting back to taxpayers with the questions on the status of the return checks and other questions. She is also implementing a Tax-Fraud Unit which stopped some $10.6 million in fraud this year alone. Quincy Area Chamber of Commerce Executive Director Amy Looten was also in attendance along with some 16 other Chamber of Commerce members to hear Ms. Beard. Thanks to Jared Haugh for his introduction of Ms. Connie Beard.

Jared Haugh began the proceeding with a prayer which was followed by Steve Green leading us in the Pledge of Allegiance.

The Tail-Twisting duties were conducted by Jeff Dorsey (hey, that be me) and managed to tell a joke regarding his new security system for his home. Dorsey received some help from Bruce Broemmel after both took some heat from Eric Schultz for our "lack of humor". That comment warranted an extra Washington from Eric for the Widows and Orphan's Fund collected by Bruce.

The 50-50 Card Draw, worth over $425 was placed on hold. So the deck, now down to 30 cards, still holds the winning Ace of Spades. It was probably a good idea not to conduct it in front of the Department of Revenue Head.

Lenny Biallas announced that Jared Haugh won the Spring Lake Country Club NCAA pool. Tradition has it the winner, when announced as so, has to buy drinks for all who were there for the announcement. That led Jared to say "when have I ever followed tradition?
 
Speaking of the NCAA tournament pool, our Club winner was Brian Koch who collected his $60 winnings. Brian missed just 4 games on one side of his bracket. Congrats Brian!
 
Steve Green revealed that we now have 11 teams signed up for Gus Macker. Last week's bulletin said we had 17 but that was in error as it was supposed to be 7. So we gained four teams this week. At this rate of four teams a week, we will have a whopping 30 or so teams. Actually we are at a normal pace for this time and are anticipating some 400 teams again.
 
Dave Poland reminded everyone about help needed for carrying the flag and passing out flags in the Dogwood parade on April 30th.

Congratulations to Kristen Gengenbacher, daughter of our very own Rick Gengenbacher, Kristen, a sophomore at the University of San Diego, was one of 36 players selected by USA Volleyball who will train and compete as part of the U.S. Collegiate National Team's program in Indianapolis. This opportunity is considered a tryout for the U.S. Women's National Team. Good luck Kristen and proud dad, Rick.
 
A reminder, the Board has decided we will continue to meet weekly at the Elk's Lodge at least through the Haugh administration.

Exchange Minute

April is Child Abuse Prevention Month!




Time Out Teddy, the mascot of the National Exchange Club, will be making a few appearances in Quincy this spring. Teddy will once again join us in handing out flags during the Dogwood Parade on April 30, then will stick around for a little 3-on-3 hoops in Washington Park Memorial Day weekend during Gus Macker.

The Time Out Teddy project carries the message of positive parenting across America and includes distributing information to caregivers and parents and small teddy bears to hospitals and first responders to help comfort a child that has just had their world torn apart. Teddy reminds parents to "Take Time Out to Be a Good Parent".

Locally, the Lincolnland District purchased the Teddy suit with contributions from the clubs within the district (including Quincy), and a very generous matching grant from Ameren. Total cost of the suit was $4,000. Teddy is available to all of the clubs in the Lincolnland District at no charge, other than paying the shipping charge to send him home to his cave here in Quincy.
