Law Officer of the Year The club will meet in a new location this Friday as we gather at the Elks Club ay 311 North 2nd Street for the Law Officer of the Year luncheon. You will NOT want to miss this one as the Law Officer of the Year and the Citizen of the Year Awards will be presented. Once that concludes be prepared for a "Citizen's Arrest" to take place as a Barney Fife impersonator will be joining us. He was with us several years ago and it was hilarious. I suggest you get there early!

Quincy Mayor Kyle A. Moore presented the Annual State of the City address to our Club at the Eagles Nest Hotel & Conference Center.

The Mayor began by thanking all of the City employees for their hard work. He mentioned the new Brand or "Right on Q" that will help market the city. He also mentioned "Quincy Promise", an initiative to encourage young people to go into workforce training programs which will lead to in-demand careers in this area.

The Mayor also reviewed the City's work in the disaster of the devastating windstorm on July 13 of last year. He applauded the work the Adams County EMS officials, Ameren-Illinois, The Quincy Park District and the Trees for Tomorrow organization in the recovery effort of those who have helped the replanting of trees.

Mayor Moore also commented on The District and their partnership with the in an effort to increase the quality of life downtown.

The issue of violent crime in the city was also addressed by Mayor Moore with the Mayor saying the City needs the help of families, churches, social service agencies and law enforcement to reduce the amount of crime in the city. According to the Mayor, drugs are playing a huge role in the increase in crime and as a result he and Police Chief Rob Copley are working on an anti-drug program for young people in our area.

Infra-structure issues in the city were also addressed during his speech. The Mayor also discussed the high cost of health insurance and worker's compensation insurance for city employees. Also addressed by the Mayor were the new county jail and Adams County Ambulance housing locations as well as the new school buildings in the future.

A special thanks to Joel Koch for his introduction of the Mayor and to Y101 Radio and Michael Rose for the use of the PA System used for the Mayor's address.

Jared Haugh began the proceeding with a prayer which was followed by the tie-wearing Joel Koch starting the Pledge of Allegiance with a boisterous "I".
 
There was no Tail-Twister or 50-50 Card Draw last Friday. With the State of Illinois in such trouble paying the City, we thought better of holding the drawing in fear the Mayor might tax the winner. When we do resume the card draw the pot will be over $366.
 
Our March Madness Night will be held at Tony's Too on Wednesday, March 16 at 6:30. The cost for hors d'oeuvres and fun is just $20 per person and guests are welcomed. Jared Haugh passed out individual sign-up sheets. If you didn't return it or decide later to attend, please RSVP Jared at bethjared@comcast.net or by phone at 577-4026.

Exchange Minute

Time-Out Teddy

Over the past several years, Time-Out Teddy has appeared at a number of Exchange Club events from handing out flags in the Dogwood parade to helping Santa at the foster kids Christmas party, yet we've never really explained who Teddy is or why he's wearing an Exchange Club patch on his shirt.

The Time-Out Teddy project, part of our National Project - the prevention of child abuse -  carries the message of positive parenting across America. Teddy reminds parents to take "time-out" to be a better parent.

One calming moment can change a situation and become the difference in how a parent's reaction can affect a child.

The National Exchange Club's Time-Out Teddy program included small stuffed teddy bears that can be used to distribute to law enforcement, hospitals and agencies that deal with abused children, as well as brochures and parenting tips that can help parents understand their children's actions.

Locally, our Teddy suit was purchased by the Lincolnland District for use by all of the clubs in the District. Purchased solely with contributions from local clubs and a $2,000 matching grant from Ameren, Clubs can use Teddy at no charge - other than paying for his ride back home. For now, Teddy makes his home here in Quincy and has a nice cave out on the east end of town.
