 Who's ready to get out?

Joe Lockwood

As I write this, spring has finally arrived - and the pollen - and I'm glad to see everything waking back up and blooming after the winter we've had.

As you can tell, we're proud of Milton's natural beauty, and are committed to maintaining it. The question is how to keep Milton rural and preserved while balancing our legal responsibilities to property owners who wish to sell or develop their land per their current and historical zoning rights, as well as allow new residents to call Milton home.

The City Council and I recently enacted a 30-day emergency moratorium on land disturbance permits across the city to hold the status quo while we look into a conservation subdivision ordinance.  We're examining our zoning standards and land use to stick to our vision of being a distinctive community that embraces small town life and heritage.

Thanks to all that joined us at our spring town hall meeting at the Broadwell Pavilion earlier this week. It was great to see everyone, introduce Chief Krokoff and show the first renderings of our new City Hall. We really have a lot of great things shaping up in Milton...

Better Together, Milton's citizen volunteer committee, has formed the Milton Literary Group (MLG). MLG offers a monthly meeting space for all types of readers with a focus on the "nuts and bolts" of writing craft.

The next meeting of the MLG is scheduled for Sunday, April 12 at 4 p.m., at the Bethwell Community Center.  Rona Simmons, author of "Postcards from Wonderland", will be the guest speaker. She will address research and editing, two critical aspects of the writing process.

Research, said Simmons, is like mining for gold and editing like shaping and polishing that gold until it gleams. Additional information can be found at www.ronasimmons.com.

Tentative plans for the group include planning and arranging for a City of Milton literary event in late 2015.

Milton passes emergency moratorium across city

At the March 16 City Council Meeting, Milton's elected officials passed an emergency moratorium on
land disturbance permits across the city to hold the status quo while they consider a conservation subdivision ordinance.

In a 6-0 vote, City Council chose to bar the acceptance of applications for land disturbance permits on properties in agricultural and residential districts, including AG-1, R-1, R-2, R-2A, R-3, R-3A, R-4A and T-2.

Mayor Joe Lockwood said the moratorium is a short-term tool used to maintain our current state while staff and officials evaluate possible modifications to Milton's code.

The conservation subdivision, which sets aside an amount of land for conservation, is one of many options among Milton's growing list of conservation and lifestyle initiatives. These include a conservation plan and smart growth strategies like form-based coding, transfer of development rights and community-based master planning.

Fulton County agrees to sell Providence Park to Milton

At its March 4 meeting, Fulton County's Board of Commissioners agreed by a 5-1 vote to sell the City of Milton Providence Park for the state-mandated cost of $4,200.

The park, closed since 2004, has been owned by Fulton County since before the city's formation in December 2006. The 42-acre site includes a lodge, hiking trails, a rock-climbing cliff and a lake. Crews have cleaned it for the last 11 years after testing turned up contaminants in the ground water and soils.

The Georgia Environmental Protection Division now deems the clean-up complete, and Milton is more than happy to take possession of the passive-use park and return it to use for residents, said Mayor Joe Lockwood.

"We're really very excited the City of Milton and Fulton County could come to terms everyone found agreeable for this beautiful park," he said. "We look forward to using its rugged terrain and natural beauty for a host of events and programs in the near future."

Jim Cregge, the city's parks and recreation director, said Milton has long contemplated the work needed to bring Providence Park back to a functional state. Staff is already working on renovation and funding plans to ensure residents can enjoy Providence Park as part of Milton's ever-expanding stable of parks, greenspace and event facilities.

"The City of Milton has been underserved from a park standpoint and the addition of Providence Park will be a welcomed asset," said Fulton County Commissioner Bob Ellis, an integral part of the majority who voted for the deal. "The citizens of Milton will be pleased that there is a resolution to this issue after so many years."
