Under the Workforce Innovation and Opportunity Act (WIOA), local areas are required to develop four-year plans for addressing local workforce needs.
NSC's new fact sheet highlights how adult educators can get involved and provides resources to help inform comments on local WIOA plans. COABE has also developed a number of fact sheets about the need for adult education and how to effectively implement WIOA ( HERE).

COABE hosted its second Capitol Hill Day, on September 28, 2016, during Adult Ed and Family Literacy Week.
W ith special thanks to Houghton Mifflin Harcourt, COABE brought together state association leaders from around the country in an effort to impact our legislators in a more meaningful way. Over 120 visits with legislators were made, and state leaders received training and materials that they can bring back to their state associations and professional development agencies. You can join the discussion and share the joy of advocating for our teachers and students on our App ( HERE) and social media channels ( HERE). A short video about this exciting Capitol Hill Day will be released soon. Plans are already underway for our next Capitol Hill Day which will take place early next year in collaboration with the National Adult Education Professional Development Consortium, also known to many as the state directors. Many of our members report working part time jobs without benefits, and so we have begun the process of exploring offering a health, dental, and life term insurance program to our members. We are in the beginning stages of talks with some of the larger health carriers and need to gather a little information to ensure we can provide our members with the most competitive rates. Panel Presentation Showcase
WIOA Compliant Innovations, Strategies, and Partnerships Join us for an exciting panel presentation, led by Patricia Thomas, on October 26th, from 9:00 AM- 10:30 AM, as we showcase the trendsetting WIOA compliant, innovative, and collaborative work of SW ABE and its partners in Marshall, MN! Each panel participant will share their role and how our collaboration is a win-win for the customer in a wide variety of services. They will also discuss best practices and adjustments they have made along the way.

Practitioner Research Project
The Adult Numeracy Network (ANN) will sponsor two practitioner research projects, to begin this fall and conclude before our annual meeting next spring. We would like practitioners to familiarize themselves with the ANN Teaching and Learning Principles and base their research project on some aspect of these principles. Selection of projects will be based on how well the practitioner follows the four components for practitioner
research listed here and utilizes an idea or multiple ideas from the Teaching and Learning Principles.

If interested, please submit your proposal electronically (preferred) to the Adult Numeracy Network (annpractitionerproject@gmail.com) or a send hard copy to: Libby Serkies, 1113 W Jackson St., Bloomington, IL 61701.
The deadline for submission is October 31st. Two practitioners will be selected, and each will receive a $500 stipend at the completion of their projects and sharing of their findings. Selected practitioners will be asked to join ANN, if they are not already members.
ANN is a 2017 Conference Strand Partner.

13 Barriers to Employment
The new WIOA legislation identifies 13 barriers to employment. It also recognizes the significance of these barriers to education and economic success. The law increases the focus on serving the most vulnerable workers.

After dropping out of school at the age of 15, Victor decided to return and finish school. Upon obtaining his High School Equivalency Diploma, he enrolled in mechanical engineering classes. He is pursuing his dreams and now feels that many doors have opened up for him.
