Proficiency Based Learning Rhode Island is in the process of implementing WIOA by transforming its adult education system to meet the college and career readiness needs of adult learners using proven Proficiency-Based Teaching, Learning and Assessment (PBTLA) strategies.

Traditional approaches in practice and program design are being addressed for both practitioners and adult students. PBTLA promises to significantly reduce the college remedial rate by focusing ABE and ASE on college and career readiness. Proficiency-based education is a movement embraced at the national level for all learners PK-20, and there is increased interest in this movement from adult educators, as evidenced at the COABE 2015 and 2016 Conferences, in Denver and Dallas. We're Shining a Light on Adult Education

Dear members, 
As you many of you know, COABE engaged in a new public affairs and awareness campaign that was rolled out at our national conference in Dallas, Texas, just two short weeks ago. Some key components were three videos, which we believe underscore the value and necessity of Adult Education. Please take some time to review and share the videos with your colleagues, friends, and legislators!

Additionally, COABE brought together state association leaders from around the country for our first ever Capitol Hill Day! We were delighted by the strong turnout, and many connections were made with legislators and key staff as we endeavored to raise the voice of adult education nationwide. While we were there in DC, an Op Ed was published in The Hill--a newspaper for legislators and their key staff entitled--entitled "Close the Illiteracy Blind Spot With Adult Education." You can read the full article here, and join in the discussion at #capitolhillday!

We have also put together a number of Fact Sheets, which we hope will be of use to you in your work; and we are developing a webinar to ensure that these resources have the intended impact of helping our members educate others on the value of Adult Education and the issues and consequences of the lack of funding that our field is facing.

The COABE national conference continues to grow each year! This year, nearly 2,000 participants gathered for state-of-the-art professional development, in Dallas, TX, from April 10-13, 2016. There were several exciting preconferences, networking, and special-one-of-a-kind off-site activities! We would like to thank our hard working Conference Leadership Team, comprised of Kaye Sharbono (Conference Chair 2013-2016), Martin Loa (Local Conference Chair) and the many committee chairs and volunteers that dedicated an enormous amount of time to ensuring that the conference was well-staffed.
