HE'E is pleased to have Board of Education Member Patricia Halagao present to members on a conversation on Bilingual and English Language Learning (ELL) Education. More specifically, Board Member Halagao will touch upon promoting academic achievement of our ELL and multilingual student populations, meeting needs of these families and communities, and developing culturally, linguistically and community responsive policy. 

 

After Board Member Halagao's presentation, we will have a discussion on the Coalition's priorities with respect to the proposed and revised Board of Education Policies (see link to policy revision here) as well as prospective legislation for the 2015 session. 


 

The Board of Education has done a comprehensive audit on all of their policies and will be presenting the proposed revisions at upcoming Committee meetings starting in 2015. One of HE'E Coalition's top priorities is to influence policies that affect pubic education. Therefore, commenting on these proposed revisions is a tremendous opportunity. Because the policy audit covered all policies,  it would be prudent for the Coalition to narrow its focus and choose areas which members feel are most important. We will start this discussion at the December 9 meeting. 


 

In addition, we will also discuss prospective items of support for the upcoming legislative session. Some of the issues that members have brought up thus far include funding for early education, air conditioning for schools and support for professional development.  If you should have any ideas or priorities, please send them to cheri@heecoalition.org.

Congratulations to the Education Institute of Hawaii  (EIS) for putting on a successful Hawaii School Empowerment Conference on November 28 and 29 at Moanalua High School. Participants were able to hear from outstanding "school empowerment leaders" and keynote speakers from the Edmonton Public Schools, Clark County School District, Los Angeles Unified School District, and the Alliance for College Ready Public Schools. Keiki Caucus Meeting: Monday, December 15, 12:00-2:00pm, State Capitol Conference Room 229

This month's Keiki Caucus Meeting will take place on Monday, December 15 from 12:00pm-2:00pm in State Capitol Conference Room 229.  We will continue discussions on the 2015 proposed Keiki Caucus Legislative Package.  A light lunch will be provided. The Hawaii Community Foundation (HCF) has new grant opportunities associated with the THINK Fund (community benefit fund of the Thirty Meter Telescope).  

  • Small grants for K-12 public school teachers (DOE and charter) for classroom STEM projects
  • Scholarships for Hawaii Island students who want to complete a STEM college degree or training certificate (Deadline: 2/19)
  • Scholarships for aspiring STEM teachers who are on Hawaii Island and want to teach on Hawaii Island (Deadline 2/19)
  • Grants for non-profits or schools to support STEM development including in or afterschool STEM activities, STEM career exploration, STEM internship opportunities, STEM teacher preparation and STEM teacher effectiveness (Deadline: 1/30)
New Federal Program to Address Issues of Educaiton and Employment for Disconnected Youth

Five federal agencies have come together to offer a new opportunity to help communities overcome the obstacles they face in achieving better outcomes for disconnected youth.  For the next 100 days, State, tribes, and municipalities can apply to become a Performance Partnership Pilot (P3) and test innovative, outcome-focused strategies to achieve significant improvements for disconnected youth in educational, employment, and other key outcomes.


 

The P3 initiative enables up to 10 pilots to blend funds that they already receive from different discretionary programs administered by the Departments of Education, Labor, and Health and Human Services and the Corporation for National and Community Service and the Institute for Museum and Library Services.  P3 allows new flexibility under Federal statutes, regulations, and other requirements to overcome barriers and align program and reporting requirements, enabling applicants to propose the most effective ways to use these dollars.  In addition, pilots will receive start-up grants of up to $700,000.
