HE'E Quarterly Meeting, Wednesday, May 7, 2014, 4:30-6:30 pm at The Japanese Cultural Center, 2454 S. Beretania Street. HE'E is pleased to host a screening of the film, "Ola- Health is Everything,"  a film about health, hope and the power of communities to heal themselves. The film travels to remote parts of Hawai'i and discover selfless individuals who've created innovative solutions to the challenges affecting their communities. Local film maker Matthew Nagato will introduce his film and give a Q&A at this meeting. Film trailer is here and Matthew Nagato's Ted Talk on this film is here Please join us for this exciting opportunity!   The sequel to Ola is focused on education, and Matthew will give us a preview about Part II.  Please register for meeting at this link here

HE'E Member News

HE'E staff has recently been participating in planning meetings for a Statewide After School Network, which recently had a successful Summit, bringing together partners to discuss how a Statewide After School Network would work and benefit our students and community. The After School Network planning team is applying for an implementation grant from the Charles Stewart Mott Foundation and has asked HE'E for a letter of support. Legislative News 

Conference Committees for the remaining bills are convening this week. The last day to file Non-Fiscal Bills to deck for final reading is April 24, and the last tray to file Fiscal Bills to deck for final reading is April 25. The best way to check for status on a bill is to look up an individual bill on the Capitol Website, www.capitol.hawaii.gov.  Meetings are open to the public; however, no testimony is accepted. Position: Oppose with amendments


Requires all public secondary schools to implement a school year that includes nine hundred ninety student instructional hours beginning with the 2014-2015 school year. Repeals the requirement that by the 2016-2018 school years, all public schools implement a school year of one hundred eighty days and one thousand eighty student instructional hours for both elementary and secondary school grades. Clarifies that the definition of "student instructional hours" shall be determined by the board of education.

RELATING TO AIR CONDITIONING IN PUBLIC SCHOOL. FACILITIES. Requires DOE and DAGS to develop a cooling master strategy and comprehensive study for the public schools and to report its findings to the 2015 regular session of the legislature. Appropriates funds.

RELATING TO YOUTH. Establishes the resources for enrichment, athletics, culture, and health (R.E.A.C.H.) program in the office of youth services to provide a standardized framework and funding for after-school programs in public middle and intermediate schools. Establishes a revolving fund to receive fees and other moneys to supplement the costs of administering and operating the program. Appropriates funds for establishing the R.E.A.C.H. program to provide funding for after-school programs in middle and intermediate public schools. Establishes one full-time equivalent (1.0 FTE) position to support the program and appropriates funds for that position.

Description:   To adjust and request appropriations for Fiscal Biennium 2013-15 funding requirements for operations and capital improvement projects of Executive Branch agencies and programs.
