SSA Announces 35 New Compassionate Allowances Conditions for Disability Benefits

Compassionate Allowances are a way to quickly identify diseases and other medical conditions that, by definition, meet Social Security's standards for disability benefits. Michael J. Astrue, Commissioner of Social Security, last month announced 35 additional Compassionate Allowances conditions are in effect, bringing the total number of conditions in the expedited disability process to 200.

The Compassionate Allowances Initiative fast-tracks disability decisions to ensure that Americans with the most serious disabilities receive their benefit decisions within days instead of months or years.  These conditions primarily include certain cancers, adult brain disorders, and a number of rare disorders that affect children.

ODEP Launches Media Campaign

To help millions of people recognize what
they can do to make a difference in the lives -and future careers - of young people with disabilities, the U.S. Department of Labor's Campaign for Disability Employment (CDE) has released a new video public service announcement titled "Because." The PSA features real people with disabilities - not actors, who are pursuing and realizing their goals and passions as a result of the support they received from everyday people in their lives. Because nearly 1 out of 5 Americans has a disability, the PSA is intended to replace myths and misperceptions about disabilityemployment with new views of what people with disabilities can do.

"Many people who achieve success and have found satisfaction in their careers have done so because one person believed in them to set their expectations high," said Kathy Martinez, assistant secretary of labor for disability employment policy. "This PSA challenges viewers to rethink their ideas about what people with disabilities can achieve and consider what they might do to encourage young people with disabilities to pursue their personal and career goals."

American Tax Relief Act of 2012 Mandates Establishment of Commission on Long-Term Care

The American Tax Relief Act of 2012 that was signed into law by President Obama on January 2 to prevent the "fiscal cliff" and avert major spending cuts includes a provision that mandates the establishment of a Commission on Long-Term Care.

The Commission is to be responsible for developing a plan for "establishing, implementing, and financing" a "comprehensive, coordinated, and high-quality system that ensures the availability of long-term services and supports" for elders and people with disabilities.

Language is included in the American Tax Relief Act that requires the Commission to address the following workforce issues in long-term care:
  • Adequacy of the number of long-term care workers to meet the need
  • Necessary development of the workforce in order to provide high-quality services
  • Development of entities (i.e. public authorities) that can serve as employers and fiscal agents for home care workers
  • Gaps in federal and state infrastructure that prevent the delivery of high-quality long-term services and supports
More information on the Commission and workforce issues is available from PHI at  http://phinational.org/blogs/long-term-care-commission-address-workforce-issues and for a better understanding of the Commission please visit http://phinational.org/sites/phinational.org/files/articles-commentaries/ltccommissionsection643.pdf

Promising Practices for Medicaid Managed Long-Term Services and Supports

On Tuesday, January 29, the Administration for Community Living (ACL) will continue its series of webinars on the Patient Protection and Affordable Care Act of 2010 (also known as the Affordable Care Act, or ACA) and its impact on older adults, people with disabilities and the aging and disability networks, focusing on managed long-term services and supports.  As an increasing number of states move toward developing and implementing managed long-term services and supports systems for older adults and individuals with disabilities, important lessons can be learned from those states that have already made this transition. This month we will examine promising practices for managed long-term services and supports from states with existing programs.

*Tuesday, January 29, 3:30-5:00 PM ET
