Teacher and Leader Evaluation Changes Adopted
At the meeting, the State Board of Education adopted changes made to the Teacher Keys Effectivness (TKES) System and Leader Keys Effectiveness System (LKES) by SB 364. Highlights of these changes include:
- For teachers, reduces the weight of student growth measures from 50 percent to 30 percent.
- For leaders, reduces the weight of student growth measures from 70 percent to 40 percent, added a school climate measure and a combination of achievement gap closure, Beat the Odds and College and Career Readiness Performance Index measures.
- Provides for at least one student growth measure for non-content teachers and for teachers in content areas not assessed in grades 1, 2, 4, 6 and 7.
- Allows for tiered (fewer) classroom observations for qualifying teachers.
To read all of the changes to the Teacher and Leader Evaluation rule, CLICK HERE. The board also approved initiation of amendments to the Strategic Waivers and Title 20/No Waivers School Systems rule which contains parts of the changes made by SB 364 and other legislation from 2016:
- HB 100 in 2016 amended state law to require a local school system that provides virtual instruction through a virtual school whose enrollment is composed of more than 5% out-of system students to ensure that 90% of QBE funds earned for these students are spent on their instruction and includes academic achievement results of out-of-system students. HB 100 also provides that this expenditure control is not waivable.
- SB 348 in 2016 amended state law to change the definition for College and Career Academy and to allow for the creation of TCSG capital funding-eligible college and career academies within strategic waiver school system contracts. This change is being added to the rule, including the definition of college and career academy, along with contract amendment requirements and college and career academy governance requirements.
- SB 364 amended state law to revise provisions related to TKES and LKES. Title 20/No Waivers School Systems must now sign an agreement with the SBOE that establishes the measures those systems will use to fulfill the new teacher and leaders evaluation requirements.
- Add definitions for college and career academy certification; college and career academy governing board for a CCA established by a strategic waivers school system contract; petition; and The Office of College and Career Transitions.
- Clarify the state law provisions that are not waivable. Georgia Department of Education July 1, 2016 · Page 2 of 2
- Remove the requirement that LEAs must submit a Letter of Intent on or before June 30, 2015 in order to be eligible for FY16 waivers.

Changes Made to Student Discipline, Move on When Ready and Charter Rules
The board adopted changes to the student discipline and Move on When Ready rules to reflect legislation passed during the 2015 and 2016 legislative sessions. As part of the comprehensive criminal justice reform bill passed in 2016, the student discipline rule was amended to create Qualified Student Discipline Hearing Officer positions in each school system and will eventually require these officers to undergo training in tribunal processes. CLICK HERE to read the rule change, and CLICK HERE to read the accompanying guidance. The board also approved a new Move on When Ready rule that replaces the current Dual Enrollment rule. This new rule encompasses many changes made by the several bills passed by the Georgia General Assembly over the past two years to the former Dual Enrollment program (now called Move on When Ready). These changes will incorporate new terminology and provisions of HB 65, HB 100, HB 895, SB 348 and SB 364, which were passed by the Georgia General Assembly and signed by the Governor during the 2015-2016 legislative session. CCRPI Changes Approved
Each year, the State Board of Education updates the College and Career Readiness Performance Index (CCRPI) based on changes made by the Georgia General Assembly and based on feedback from local districts. The board approved the changes for 2017, including several made by SB 364.
