2016 SHBP Plan Design and Rates  
August 2016 
The Department of Community Health (DCH) board meeting took place on August 13, 2015. Jeff Rickman, Division Chief of SHBP, presented an overview of the Medical Cost Benchmarking study of SHBP and the 2016 SHBP plan design and rates.
Medical Cost Benchmarking Study     
 
The meeting began with a discussion of the Medical Cost Benchmarking study conducted by AON consulting. The study was requested by the legislature to compare SHBP to similar plans in surrounding states. The study noted that, when adjusted for geographic location, demographics, and adult lives per employee, SHBP costs are similar or lower than similarly situated plans. The study also noted that SHBP members pay the highest out-of-pocket costs among our neighboring southeast states.

SHBP members will have the same plans available in 2016 that were available in 2015. Most rates will remain the same or be slightly reduced. (page 9 of the presentation).

Two major changes were made from last year's plans:

1) Members can roll over wellness credits from one plan to another. (ex. You can take wellness credits from an HRA to an HMO. In the past credits were lost if you changed plans)

2) The HDHP plan will move from a family deductible to an embedded deductible. This allows each family member to satisfy an individual deductible as opposed to requiring the entire family to meet the family deductible.


Deductibles, out-of-pocket maximums, co-pays, costs of doctor's visits and prescription costs are found on page 5 of the presentation.

Open enrollment runs from October 19th through November 6th. When decision guides become available SHBP will post them HERE.

The Board voted for an $80 tobacco surcharge rate. The Board also voted, starting January 1, 2016, to raise the employer-per-member-per-month cost for non-certified employees from $596.20 to $746.20. This is the final step of a three year plan to raise the employer per member per month costs of classified employees that was put on hold last year.
