Department of Community Health Board Meeting 
May 2015 

The May 2015 DCH board meeting included a legislative summary and presentation of the adjusted FY 15 budget and the projected FY16 budget.

The following bills passed this legislative session and impact SHBP-

  • HB 409- adds coverage for treatment of burns using cadaver derived tissue or nonhuman xenographic derived tissue
  • HB 429- no plan shall restrict treatment based on an individual's diagnosis with a terminal condition
  • HB 470- provides for autism treatment for children up to age 6 with an annual max of $30,000
DCH Budget    

 

 

The adjusted FY 15 budget included:

  1. An increase in funding for
    1. Other Post Employment Benefits(OPEB)
    2. Treatment with new Hepatitis C drugs
    3. The bariatric pilot program study
    4. Increases as a result of increased enrollment and fund sharing resulting from the ACA
  1. A decrease in funds for:
    1. Updated membership, medical services, utilization and medical trend changes
    2. A reduction resulting from the reduction in the transitional reinsurance fee imposed by the ACA

The FY 16 budget included:

  1. Increases for:
    1. Cost of hearing aids for children, the pilot program for covering autism, members requiring treatment with the new Hepatitis C drugs, and increases to the OPEB fund
    2. ACA related costs for limits on cost sharing and increased enrollment
  1. Decreases for:
    1. Costs saved by removing copays from HRAs and costs saved by updating membership, medical services utilization and medical trend changes
    2. Reduction in funds as required by the reduction to the Transitional Reinsurance Fee as required by the ACA

*By June 30, 2016 SHBP will submit a study of similarly situated health plans and their costs to the Governor and General Assembly along with options to reduce costs without reducing benefits to members.
