The State Board of Education combined their usual two-day meetings into one day on Thursday, December 11th. The Budget Committee, Flexibility and Charter Committee, Rules Committee and Operations Committee each met prior to the full board meeting to review items proposed by Department of Education staff for action by the Board.

During the Committee of the Whole meeting, board members took action on several items including authorizing the acceptance of a $200,000 two-year grant from the CEEDAR Center. The purpose of the grant is to provide support to the Georgia Department of Education, the Professional Standards Commission, Georgia State University, Columbus State University, and Kennessaw State University in developing a blueprint for aligning teacher and leader preparation programs with state initiatives that support improving outcomes for students with disabilities.
The committee also elected board officers for 2015. Helen Rice (3rd District) will continue to serve as Chair while Mike Royal (7th District) will continue to serve as Vice Chair. Lisa Kennemore (4th District) will serve as the Vice Chair for Appeals.
The Board approved the consent agenda which contained items from the committee meetings held earlier during the day. See below for more information on each of these items.

Following the Committee of the Whole meeting, Chair Helen Rice called the regular session of the board to order. Highlights of the regular session included Ms. Rice and Mary Sue Murray (13th District) thanking outgoing State Superintendent John Barge for his service. Dr. Barge took time to review accomplishments achieved during his tenure. He also thanked the board for their service.
The incoming State Superintendent, Richard Woods, was present at the meeting and was given recognition by the board.

Budget Items
The Board approved budget items:
- Approved a $1,558,986 federal grant to selected School Food Authorities (SFAs) for equipment assistance
- Amended contract with the Charter System Foundation to add $79,000 and increase the total maximum compensation amount to $111,000
- Amended the contract with the Georgia Charter Schools Association to add $30,000 and increase the total maximum compensation amount to $60,000
- Approved the addition of $87,397 to a grant for CTAE High School Programs
- Extend the existing contract, at no additional cost, with the Educational Testing Service (ETS) to June 30, 2015

Rules Items
The Board approved rules committee items:
- Adopted the 2015 State Board Meetings Calendar
- Adopted the Georgia Performance Standards for the courses in the Arts, Audio-Video Technology and Communications Career Cluster Pathway
- Adopted the Georgia Performance Standards for courses in the Manufacturing Career Cluster Pathway
- Granted permission for the posting of the Georgia Performance Standards for courses in the Information Technology Career Cluster Pathway

The Board approved budget items:
- Granted a charter for Griffin Region College and Career Academy for a five-year term beginning July 1, 2016 and ending June 30, 2021
- Granted a charter for Polk County College and Career Academy, for a five-year term beginning July 1, 2015 and ending June 30, 2020
- Approved a charter amendment for Chestnut Charter Elementary School to extend the charter term by one year to expire June 30, 2016
- Approved a charter amendment for Kingsley Charter Elementary School to extend the charter term by one year to expire June 30, 2016
- Approved a charter amendment for Peachtree Charter Middle School to extend the charter term by one year to expire June 30, 2016
- Approved a charter amendment for Smoke Rise Charter Elementary School to extend the charter term by one year to expire June 30, 2016
- Awarded a $1,400,000 grant to charter schools for charter school facilities grants
- Entered into an Investing in Educational Excellence (IE2) Partnership Contract with the Cobb County Board of Education
