On the agenda: Consider adoption of new transportation performance measures for transportation impact analysis (see below); receive comments from the public and provide comments to City Council for the Environmental Impact Report to amend the Arroyo Seco Public Lands Ordinance by increasing the number of displacement events, including the proposed annual music festival, and expanding the allowed uses at Brookside Golf Course.  

ALERT! City staff has proposed major revisions to traffic analysis rules for new development: The Planning Commission, during the meeting, will continue its review of seven transportation performance measures proposed by City staff that could radically alter how environmental impact statements factor in the impact new development could have from traffic volume and patterns. Several of the new provisions would effectively eliminate consideration of vehicle traffic analysis when determining suitability of development. [Under the new performance measures, the City could accept Level of Service (LOS) "F" (Failure) traffic conditions for most of the Central District.] WPRA is currently reviewing the proposals and has yet to take a formal position. We urge you to become informed and, if you are so inclined, make your voice heard either during this meeting or by sending an email to president@wpra.net.

Meeting set to review, provide comments on Desiderio project

On Wednesday, June 25, District 6 Councilmember Steve Madison will host a community meeting to review conceptual plans for and receive community input about the Desiderio Neighborhood Park and Homes project. The meeting will be held 6:30-8 p.m. at the Chandler School's Ahmanson Foundation Performing Arts Center, 1005 Armada Dr. (Park on Armada and Prospect.) 7-11 report is complete; San Rafael Elementary's survival hangs in the balance

Speak up on Thursday, June 26 ... to help save the last public school in west Pasadena

The 7-11 Surplus Committee, which was tasked by the Pasadena Unified School District's Board of Education to help determine the fate of San Rafael Elementary School, recently submitted its final report and recommendations to the Board. The report will be formally presented to the Board during its regular meeting on Thursday, June 26, 5 p.m., at the PUSD Administration Building, 351 S. Hudson Ave., Room 236. The Committee's report urged the Board NOT to declare the school property as surplus, due to seismic issues, until all financial and remedial options to maintain the campus as a public school are fully explored. Should the Board eventually declare the property surplus, the 7-11 Committee recommended that the site be sold to fund construction of a new public school in west Pasadena or be leased to a charter or private school. The Committee did not recommend other uses of the property such as multifamily housing or office leasing.

  • The WPRA urges you to attend the meeting and encourages the PUSD Board to find a way to keep San Rafael Elementary open. The specific time when this agenda item will be discussed will be posted on the WPRA website before the meeting. 
The West Pasadena Residents' Association (WPRA) Board understands that it's important to host events at the Rose Bowl. These events will help ensure the stadium is able to pay for its continued improvement, maintenance and operation. The WPRA Board, however, believes the major impact of each "displacement" (major) event on surrounding neighbors and those along the traffic corridors serving the Rose Bowl must be fully considered. For this reason, the WPRA Board urges City Council to seriously consider residents' views and recommendations when preparing the Environmental Impact Report for the proposed music festival.

UPDATE: SR-710 freeway project

  • Alhambrans unite for 710 truth: A group of responsible Alhambrans who oppose the 710 freeway extension have put up a website to "collect, develop, provide and disseminate accurate information about the 710 extension to the citizens of Alhambra." The citizens' group is "not only against the 710 freeway extension, but also intent on having (Alhambra's) city council consider all alternatives, especially environmentally friendly alternatives that reflect 21st century solutions. We say yes! to light rail for commuters and yes! to heavy rail for freight."
  • March on the Fourth to say NO to the SR-710: If you object to the SR-710 freeway tunnel proposal, it's time to show it: March with others who share your view in the South Pasadena "Festival of Balloons" Fourth of July parade. Put on your "No 710" or red t-shirt and show up at 10 a.m. at the intersection of Hope Street and Meridian Avenue in South Pasadena. Bring your family, neighbors and friends. Everyone is invited to join the free community festivities on Sunday, June 22, from 1-4 p.m. , as Pasadena Museum of History and the City of Pasadena present Happy Birthday Pasadena: Celebrating Our Milestones. Mayor Bill Bogaard will be on hand to cut the cake, courtesy of Vons, marking Pasadena's 128th year of incorporation. Pasadena is delighted to share its 2014 birthday celebration with more than 100 of the City's businesses, institutions, and organizations - all of which are commemorating their own significant anniversaries this year.    

 

Neighborhood note from San Rafael Elementary School: School may be out of session for the summer, but Pasadena Education Foundation's summer enrichment program is keeping the SRES campus alive with children learning and playing through mid-July. The program, which includes a variety of classes in Spanish and English, runs Monday through Thursday from 8 a.m. to Noon. Residents nearest the school may notice congestion during drop-off and pick-up times, as during the regular school year. The fall session starts on Monday, August 18th.

 

Household hazardous waste & e-waste collection

Safely dispose of your household hazardous waste and electronic waste - at no charge - 9 a.m. to 3 p.m., on Saturday, June 21, in Parking Lot K outside the Rose Bowl Stadium. This annual event is co-sponsored by the Pasadena and LA departments of Public Works.  

  • Household hazardous waste: used motor oil, oil filters, antifreeze, automobile and household batteries, paint, brake fluid, paint thinner, cleaners with acid or lye, pesticides or herbicides, expired pharmaceuticals and fluorescent light bulbs. Maximum of 15 gallons of household hazardous waste per person. 
  • E-waste: computers, keyboards, printers, monitors, laptops, docking stations, scanners, shredders, fax machines, computer mice, telephones, televisions, flat screens, VCRs, DVD players, PDAs, cassette players, tape drives, stereos and household batteries. Maximum of 125 pounds of e-waste per person.  

[Note: Document shredding will not be part of this event. The next document shredding events hosted by the City are currently scheduled for July 12 and Nov. 8].

 

Japanese garden opens to the public and for piano recital

Inessa Niks returns to the Storrier Stearns Japanese Garden for another of her popular piano recitals this Open Day. For this performance, she will add selections of ragtime--the first completely American music--to her program of classical favorites. The open day is on Sunday, June 29 from 10 a.m. to 4 p.m. The piano recital will begin at 1:30 and is free with the price of admission to the garden's open day. Reservations are not necessary. Admission is $7.50 in advance on the website or $10 cash or check at the gate (children age 12 and under are free). The garden is wheelchair-accessible.

 

Fireworks are illegal in Pasadena; zero-tolerance policy

The Pasadena Fire and Police departments remind all that it's illegal to sell, use or possess fireworks in Pasadena. In fact, the City has a zero-tolerance policy for illegal fireworks. Violators are subject to arrest and penalties of up to one year in jail and fines of up to $50,000. Call Pasadena Police at (626) 744-4241 to report illegal fireworks and other suspicious activities.

 

Celebrate the Fourth at the Rose Bowl's Americafest

Celebrate the Fourth of July holiday with family and friends by attending the 88th annual "Americafest," one of the best family-friendly, professional fireworks shows in Southern California at the beautiful Rose Bowl Stadium. The fun begins outside America's Stadium at 2 p.m. Gates open at 7 p.m. for Americafest, with live motorcycle stunts, a tribute to our military personnel, a performance by Liverpool Legends, the Ultimate Beatles' Experience, and Southern California's largest fireworks show from Pyro Spectaculars by Souza.

 

You're invited to join Pasadena Heritage for the bi-annual Colorado Street Bridge Party on Saturday, July 12, 6-11:30 p.m. This night of music, dancing, vintage Mustangs, free activities for kids, and festive foods and beverages will be held on ... where else? ... the bridge. Advance ticket purchase prices are $14 for adult Pasadena Heritage members and $16 for adult non-members. On the day of the event, tickets are $16 for adult PH members and $18 for adult non-members. Discounted tickets are available for children ages 7-12, and children age 7 or younger are admitted without charge.

City Council approves $675 million budget for 2015 fiscal year

"The Pasadena City Council unanimously approved a balanced Fiscal Year 2015 Annual Budget on Monday during its regularly scheduled meeting, capping a series of public meetings and hearings held since mid-May on the City's finances. New Metropolitan Water District chair up for drought, supply challenges

"City of Pasadena's Metropolitan Water District (MWD) representative, Cynthia J. Kurtz, has announced that a new MWD board chairman has been named. Randy A. Record, the representative of Eastern Municipal Water District, was unanimously elected as the chair during a board meeting on May 13, Kurtz said." Pasadena Now

 

Pasadena light rail upgrades could trump 710 extension

"La Caņada officials are watching with anticipation as something unfolds in the city of Pasadena that could affect the outcome of the controversial 710 Freeway extension. Not content to wait until February to hear and respond to the results of an Environmental Impact Report on five possible alternatives, some Pasadena officials want to seek a solution that could reduce regional traffic and potentially eliminate the need for the extension altogether. The Pasadena City Council will soon vote whether to convene a community-based task force to further analyze light-rail system upgrades that would connect East L.A. and Cal State Los Angeles with Pasadena's Fillmore Gold Line station." Permanent access to Fish Canyon Falls provided for first time in 30 years 

"For the first time in 30 years, hikers on Saturday will have permanent access to one of the most breathtaking waterfalls in the San Gabriel Mountains. Fish Canyon Falls comprises a new, 0.7-mile pathway through a working rock quarry that leads to the canyon trail. The new trailhead begins off Encanto Parkway and includes a 70-space gravel parking lot. It will be open seven days a week, from 7 a.m. to 7 p.m. in the summer, roughly from dawn to dusk, city and Vulcan officials said." Pasadena Star-News
   

Solis, Chu hold rally for National Recreation Area bill 

"County Supervisor-elect Hilda Solis and Rep. Judy Chu - the two people responsible for creating federal legislation that would bring national recognition to the San Gabriel Mountains and San Gabriel River - led a rally of about 150 supporters at Peck Road Park near El Monte on Saturday. Both touted the bill by Chu, D-Pasadena, to turn 615,000 acres of mountain and river wilderness into a National Recreation Area that would be co-managed by the U.S. National Park Service, a model that they say has worked for the Santa Monica Mountains for nearly 40 years." CalSTRS gets $5 billion increase over seven years

"Full funding of the troubled California State Teachers Retirement System was approved by the Legislature last weekend, with most of the additional $5 billion coming from school districts that get no offsetting money from the state. But the legislation, AB 1469, does not raise the Proposition 98 school-funding guarantee to help school districts pay the new CalSTRS rates. And a 'poison pill' repeals the rate increase if a court ruling requires the state to reimburse districts." Calpensions.com blog
