Important meeting! 

Public meeting for proposed annual Rose Bowl music festival is TODAY 

The public is invited to attend a scoping meeting and provide input on Saturday, June 14, at 10 a.m., regarding a Draft Environmental Impact Report (EIR) that is being prepared for a proposed annual Rose Bowl music festival. The meeting will be held at the Rose Bowl Stadium, Loge Lounge, Level D, Terry Donahue Pavilion. Parking will be on the concourse by Gate F, enter at Gate C. The Rose Bowl Operating Company is exploring an idea to host an annual musical festival, which could begin as early as June 2015. If approved, the event would require an amendment to the Arroyo Seco Public Lands Ordinance to permit additional major (displacement events). PLANNING ALERT

City staff proposes major revisions to traffic analysis rules for new development   

The Planning Commission on Wednesday, June 25, will continue its review of seven transportation performance measures" proposed by City staff that could radically alter how the City would be required to factor the impact new development could have on traffic volume and patterns. Several of the proposals, brought by City staff, correct shortcomings in the current measures. For example, the proposals would redefine how to analyze the quality of bicycle, pedestrian and transit facilities and services to better align transportation system and network analysis with community values as expressed in the General Plan and envisioned by the Complete Streets initiative. However, several of the new provisions could also effectively eliminate consideration of vehicle traffic analysis when determining suitability of development. Under the new performance measures, the City could accept Level of Service (LOS) "F" (Failure) traffic conditions for most of the Central District. WPRA is currently reviewing the proposals and has yet to take a formal position. We urge you to become informed and, if you are so inclined, make your voice heard either during the Planning Commission meeting on June 25 (look in June 21 issue of Neighborhood Update for meeting details) or by sending an email to president@wpra.net. 

 

FYI: SR-710 amendment to help nonprofits could cost State revenue 

As part of her continuing efforts to require Caltrans to sell "surplus" land along the SR-710 corridor, State Sen. Carol Liu (D-25) has introduced SB 1170 to amend Section 54237 of the Government Code. The amendment would require the State to offer surplus nonresidential property in the corridor to nonprofit tenants at fair market value as determined by the property's current use, not its value as a residential or commercial property. The Senate Finance Committee has estimated that the amendment, whose fate is uncertain at the moment, could cost the State as much as $15 million in revenue just from the sale of the six nonresidential properties along S. Pasadena Avenue, which are currently legally occupied by the following nonprofit tenants:

  • Arlington Garden: $5 million to $10 million
  • Sequoyah School: $3 million
  • Waverly School and garden: $1 million
  • Pasadena Community Garden: $500,000 - $750,000
  • Ronald McDonald House: $500,000
  • Cottage Co-op Nursery: $100,000

"The good news on the 710 Freeway extension front is that Caltrans is trying to get out of the property-management business, which the transit agency has never claimed to be adept at. Caltrans' charge is the freeway business, and however well you think it does at that, it must be acknowledged that in Los Angeles County, where the freeway was invented, it's a full-time job." You are invited to provide comments as the City prepares for a nationwide search to current Fire Chief Calvin E. Wells, who plans to retire before December 31, 2014. The two input sessions will be convened on:

  • Tuesday, June 17, 2014, 6:30 p.m. at the Jackie Robinson Community Center Auditorium, 1020 N. Fair Oaks Ave.
  • Wednesday, June 18, 2014, 1 p.m. in City Hall Council Chamber, 100 N. Garfield Ave.

If you can't attend a session or prefer to submit comments electronically do so with a short online survey at www.cityofpasadena.net/Fire-Chief-Recruitment. The survey will be available until July 31, 2014.

 

Fireworks are illegal in Pasadena; zero-tolerance policy

The Pasadena Fire and Police departments remind all that it's illegal to sell, use or possess fireworks in Pasadena. In fact, the City has a zero-tolerance policy for illegal fireworks. Violators are subject to arrest and penalties of up to one year in jail and fines of up to $50,000. Call Pasadena Police at (626) 744-4241 to report illegal fireworks and other suspicious activities.

 

Celebrate the Fourth at the Rose Bowl's Americafest

Celebrate the Fourth of July holiday with family and friends by attending the 88th annual "Americafest," one of the best family-friendly, professional fireworks shows in Southern California at the beautiful Rose Bowl Stadium. The fun begins outside America's Stadium at 2 p.m. Gates open at 7 p.m. for Americafest, with live motorcycle stunts, a tribute to our military personnel, a performance by Liverpool Legends, the Ultimate Beatles' Experience, and Southern California's largest fireworks show from Pyro Spectaculars by Souza.

 

You're invited to join Pasadena Heritage for the bi-annual Colorado Street Bridge Party on Saturday, July 12, 6-11:30 p.m. This night of music, dancing, vintage Mustangs, free activities for kids, and festive foods and beverages will be held on ... where else? ... the bridge. Advance ticket purchase prices are $14 for adult Pasadena Heritage members and $16 for adult non-members. On the day of the event, tickets are $16 for adult PH members and $18 for adult non-members. Discounted tickets are available for children ages 7-12, and children age 7 or younger are admitted without charge.

    
Local artist Joseph Stoddard, who graciously permits the WPRA to use many of his stunning watercolor paintings in our various publications (including this one), will be teaching beginner and intermediate watercolor painting for 10 weeks on each Wednesday evening, 7-9:30 p.m., starting July 2. The classes will be held at the Creative Arts Group, 108 N. Baldwin Ave., Sierra Madre. The fee for the series is $143 for members and $158 for non-members.

National Recreation Area bill for Angeles National Forest submitted to Congress

City uses behavioral science to promote energy efficiency 

"City Council has approved $789,000 to pay for the extension of a Pasadena Water and Power (PWP) pilot program, which is expected to reduce customers' bills by about $1.4 million and achieve residential energy efficiency through behavioral science." Pasadena Now

 

Rose Bowl to host largest 4th of July fireworks show in SoCal

"Considered one of the nation's largest and longest running 4th of July fireworks show, the Rose Bowl Stadium presents its 88th annual AmericaFest™ celebration on Friday, July 4th. Thousands of special effects fireworks will be launched from the stadium as part of the Rose Bowl's daylong family-friendly entertainment extravaganza featuring live motorcycle stunts and a musical performance by the Liverpool Legends, the ultimate Beatles cover band experience." Tournament of Roses hands out $100,000 

"Pasadena Tournament of Roses Foundation President Nancy Neal Davis awarded grant checks totaling $100,000 to 28 civic, educational and cultural organizations in the San Gabriel Valley at the Tournament of Roses Foundation Grant Award Reception held Wednesday at Tournament House." Pasadena Now
