On the agenda: Round 2 of the discussion about amendments to the General Plan's Land Use and Mobility elements [The City's Planning Department has amended its original recommendations to incorporate comments from the public and the Planning Commission; see below for more detail]; a public hearing for the recommended Capital Improvement Program budget of $918 million for fiscal years 2014-2018 and a 2014 appropriation of $98 million; and the first reading of an ordinance amendment to permit historic districts listed in the National Register of Historic Places to have a voting representative on the Historic Preservation Commission.

UPDATE: Arroyo sewer line rehab project Through this spring and summer, sections of a 1924 trunk sewer in the Arroyo Seco and on its eastern slope, from the channel crossing near the Aquatic Center to just south of Bellefontaine, will be rehabilitated by the Sanitation Districts of Los Angeles County, which is responsible for that sewer line. The rehab techniques require no digging; existing manholes provide all necessary access. Residents living on or adjacent to Linda Vista Avenue, between Holly Street and Linda Ridge, are already being impacted by this project. Beginning on April 15, CSD began work in their neighborhood. This phase of the project is expected to be completed by the end of May. The work on the east side of the Arroyo will get underway later this year. TRAFFIC & CROWD ALERT: APRIL 20: " Autism Speaks" family fun run at the Rose Bowl
The City of Pasadena will be hosting the "Autism Speaks" family fu
n walk at the Rose Bowl on Saturday, April 20. The walk is expected to attract up to 40,000 participants who will walk around the Rose Bowl to raise money for thecause. To facilitate the event, a full bowl closure will be in effect from 8 am to 1 pm. Residents and participants should expect traffic delays and detours while driving in the area.
City Council on Monday, April 22 (see meeting notice above) will review the recommendations from staff and City commissions and committees on components of the General Plan Update including: changes to the Guiding Principles, land-use diagram and development levels, as well as new policy topic areas. Staff is seeking direction to start preparation of the environmental impact report, which will give in-depth detail on the environmental impact of the Update. Once those impacts are analyzed, community members will have additional opportunities to review the General Plan and the environmental impact report.
NYC subway project calls to mind the proposed 710 Freeway tunnel
CBS' Sunday Morning television program on April 14 broadcast a segment titled "Under Construction." The topic was construction of a seven-mile tunnel beneath New York City's posh East Side. The segment opened with: "In New York City eyes tend to gaze upward. But these days - or rather, these years - there's an equally stunning sight looking down, way down. Up to 80 feet (or eight stories) below ground, workers are blasting their way through bedrock, building the first new Manhattan subway line in more than 80 years. What looks like a sprawling underground mine was carved by boring machines as powerful as 12 747s, rumbling beneath the streets of the most populous city in the country. As you might imagine, some New Yorkers are not amused. 'It's been more or less a war-zone,' said Maria Terner." We may learn from this NYC project what LA Metro's 710 freeway tunnel could mean for residents around and near the 710. Thanks to Marianne Lamutt for calling it to our attention.
Pasadena Police add security measures to large-scale events The recent Marathon bombing in Boston has prompted public inquiries into security measures for similar large crowd events being held in Pasadena.
Pasadena opens CA's first city-run public dental clinic PASADENA, California -Pasadena celebrates the opening of the first, city-operated public health dental clinic in California during a special Open House event beginning at 11:30 am, Wednesday, April 24 at the City's Public Health Department, 1845 N. Fair Oaks Ave. Arlington Garden hosts "paint out"
On Saturday and Sunday, April 27-28, the Tirage Fine Art Gallery, Fremont Gallery and Segil Fine Art Source will host a "paint out" at Arlington Garden, at the corner of Arlington Drive and S. Pasadena Avenue. The even will feature the work of plein air painters from throughout the area. Visitors will see the artists as they work and may purchase paintings on site. A portion of the sales proceeds will go to Arlington Garden to help with its maintenance and care. Also on Sunday, Arlington Garden will be the lead garden for this year's Garden Conservancy Open Days tour. Visitors may purchase tickets at Arlington Garden from 9-3 to visit six private gardens in and around Pasadena.

WPRA schedules 51st annual meeting for May 1 at the Rose BowlThe West Pasadena Residents' Association cordially invites you to attend our 51st annual meeting on Wednesday, May 1. The event will be held in the storied, historic Rose Bowl Home Team locker room. "Celebrating success and inspiring change" is the theme. The annual meeting is open to the public and free of charge. Free parking is available to all in Lot F. Enter the stadium through Gate A. The evening starts at 4:45 pm with tours of the stadium to witness, firsthand, the remarkable progress the City has made in modernizing America's Stadium. During the reception period, which begins at 5:30 pm, attendees can enjoy refreshments, while visiting with the following exhibiting community organizations: A Noise Within, City Ventures, Day One Pasadena, Energy Upgrade California, Friends of the Pasadena Library, La Casita del Arroyo, Legacy Connections-The Rose Bowl Legacy Campaign, Linda Vista~Annandale Association, No on 710, Pasadena Community Gardens, Pasadena Water and Power, Pasadena Educational Foundation, Pasadena Fire Department, Pasadena Museum of History, Pasadena Police Department and San Rafael Elementary School. The main program opens at 6:30 pm. Crime stats for March The Pasadena Police Department has released the crime statistics for March. The news is mixed: A decrease in home burglaries, but an increase in commercial burglaries, burglaries from vehicles and thefts of automobiles. ROSE BOWL EIR LAWSUIT The WPRA Board of Directors supports a lawsuit filed recently by the Coalition for Preservation of the Arroyo that challenges City Council's certification of an Environmental Impact Report (EIR) related to the potential temporary lease of the Rose Bowl Stadium by a National Football League team.
