On the agenda: EIR (environmental impact report) scoping session for a proposed six-story mixed-use building at 86 S. Fair Oaks Ave., the southwest corner of Castle Green block, with 64 residential units, 5,000 square feet of commercial space, as well as subterranean and ground-level parking

On the agenda: Approve staff recommendations to: (1) update eight components of the Land Use and Mobility elements of the General Plan (see details below in "WPRA notes" section and subsequent special issue of Neighborhood Update); (2) enter into an agreement with the State to receive a Federal Highway Administration grant of $227,700 to cover installation of new traffic signal poles, additional signal heads and traffic signal cabinet upgrades and curb ramps for the 134 Freeway on/off ramp at Colorado and Orange Grove boulevards, and the 210 Freeway on/off ramp at Holly Street and Orange Grove Boulevard; (3) approve scheduling of a public hearing for June 17 to discuss proposed water-rate increases that would impact all Pasadena Water and Power customers. The increase passes along a Metropolitan Water District rate increase. The monthly bill for a typical residential customer (based on 12 billing units) would increase by about $1.20 in October 2013 and another $1.20 in October 2014.

Grove Manor apartments sell for $3.4M
City Ventures, the master developer for the Ambassador West campus on S. Orange Grove, sold the historic Grove Manor apartment complex for $3.4 million. The transaction, reports the National Real Estate Investor report, "is one of the highest per-unit sales in recent months; with the seven-unit complex going for $492,859 per unit.MORE
TRAFFIC ALERT: 7th Annual MS Walk
Approximately 8,000 area residents on Sunday, April 7, are expected to participate at the Rose Bowl in the seventh annual MS Walk. The "walk" will occur in the Rose Bowl Parking Lot F, Gate A and Rose Bowl Loop from 8 am-1:30 pm. Due to the size of the event, the stadium will be closed from approximately 8:30 am-Noon. Digital history collaboration is now easier and revamped
The Pasadena Digital History Collaboration on April 22 will be launching a revamped website and image database for Preservation Week. These changes will make it easier to find photos from among the 7,000 records available on the database. Also, database records now include 11 Pasadena City directories from 1881 to 1924, and the City Planning Department has added more than 100 photographs of homes throughout Pasadena."

Attend, speak and support the integrity of the General Plan
On Monday, April 8, the Pasadena City Council will be asked by its Planning staff to approve changes to the General Plan Land Use and Mobility elements. Those changes could have serious long-range implications on residential and commercial development in City, especially in historic areas such as West Pasadena.

WPRA schedules 51st annual meeting for May 1 at the Rose BowlThe West Pasadena Residents' Association cordially invites you to attend our 51st annual meeting on Wednesday, May 1. The event will be held in the storied, historic Rose Bowl Home Team locker room. "Celebrating success and inspiring change" is the theme. The annual meeting is open to the public and free of charge. Free parking is available to all in Lot F. Enter the stadium through Gate A. T he evening starts at 4:45 pm with tours of the stadium to witness, firsthand, the remarkable progress the City has made in modernizing America's Stadium. During the reception period, which begins at 5:30 pm, attendees can enjoy refreshments, while visiting with the many community organizations that'll be exhibiting. The main program opens at 6:30 pm.
ROSE BOWL EIR LAWSUIT
The WPRA Board of Directors supports a lawsuit filed recently by the Coalition for Preservation of the Arroyo that challenges City Council's certification of an Environmental Impact Report (EIR) related to the potential temporary lease of the Rose Bowl Stadium by a National Football League team. If you share that view, the WPRA encourages you to contribute to the related legal fees. It's easy with EZ Donate on the WPRA website. "Foothill Transit Constructors, a Kiewit Parsons joint venture, has made significant progress on the design for the 11.5-mile light-rail extension from the Sierra Madre Villa station on the 210 Freeway. Caltrans working to sell SR-710 homes, legislators say
"Selling the Caltrans-owned houses in the Long Beach (710) Freeway path would be the worst financial option, according to an independent cost/benefit analysis commissioned by the transportation agency. Financially, there's no good option for the state, the report concluded. But of the possibilities, a Joint Powers Authority (JPA) with Los Angeles, Pasadena and South Pasadena would be the best option." Pasadena Star-News

"Queen Tryouts for the Pasadena Doo Dah Parade will be held on Sunday, April 7th, at the American Legion Bar (179 N. Arroyo Food Co-op leases former Pasadena grocery kicks off capital campaign
"Following an overwhelmingly positive vote by its membership, the Arroyo Food Co-op has leased a former grocery in central Pasadena, taking a major step toward opening its long-awaited community-owned grocery store. Over 98% of the Co-op members who voted gave their approval for the Board of Directors to sign the lease on the approximately 4,900 square-foot building at 494 N. Wilson Avenue at Villa Street.
