OSHA amended the inspection and certification requirements for Mechanical Power Presses under 29 CFR 1910.217(e). The amendments eliminate the certification requirement for weekly inspections and tests. Certification records are still required for any maintenance and repairs that are performed on the presses during, or as a result of, a weekly inspection. OSHA also intends to clarify the inspection and certification requirements by referring to the weekly inspection requirement as the "directed" component and to the regular inspection requirements (those with a frequency established based on need and manufacturers' recommendations) as the "general" component.
Owners and operators of mechanical power presses must also record and certify all information relating to the general inspection component (e.g., inspection, maintenance and repairs). The changes were issued November 20, 2013 (78 FR 69543) as a Direct Final Rule and will become effective on February 18, 2014 unless OSHA receives a significant adverse comment on this direct final rule or on the companion proposal by December 20, 2013.
