USDA announces $2.4m to help relieve vet shortages

The U.S. Department of Agriculture announced $2.4 million in grants to go towards recruitment, training and retention programs for veterinary services. The veterinary industry has seen increased shortages in both medical and technology services across the country, particularly in more rural areas.

This funding was authorized by the Veterinary Services Grant Program (VSGP) in the 2014 farm bill. The VSGP is authorized by Section 7104 of the 2014 farm bill and received a first-time appropriation of $2.5 million in the fiscal 2016 federal budget.

"These funds support activities for veterinarians and veterinary technicians, helping them gain the specialized skills to address shortages in parts of the country," NIFA director Sonny Ramaswamy said. "Funds are also available for establishing or expanding veterinary practices in underserved rural areas."

FDA finalizes antimicrobial reporting rule for animals

The U.S. Food and Drug Administration finalized a rule that revises its annual reporting requirements for drug sponsors of all antimicrobials sold or distributed for use in animals intended for human consumption or food-producing animals. Companies are now required to provide estimates of sales broken down by major food-producing species (cattle, swine, chickens and turkeys) in addition to the overall estimates they already submit on the amount of antimicrobial drugs they sell or distribute for use in food-producing animals.

The new sales data will improve the agency's understanding of how antimicrobials are sold and distributed for use in major food-producing species and help further target efforts to ensure judicious use of medically important antimicrobials.

Section 105 of the Animal Drug User Fee Amendments of 2008 (ADUFA 105) requires antimicrobial drug sponsors to annually report to the FDA the amount of all antimicrobial drugs they sell and distribute for use in food-producing animals, including those antibiotics that are not used in human medicine. ADUFA 105 also requires the FDA to prepare summary reports of sales and distribution information received from drug sponsors each year, by antimicrobial class for classes with three or more distinct sponsors, and to provide those summaries to the public. Prior to finalizing this rule, animal drug sponsors were not required to submit sales or distribution data by particular species.

Universities unite to guide research on feeding the world

Drawing on the unique academic, research and leadership capabilities of public research universities, the Assn. of Public and Land-grant Universities (APLU) convened a new commission, The Challenge of Change: Engaging Public Universities to Feed the World, to address growing domestic and global food security challenges and ensure universal food security by 2050. 
The commission is tasked with identifying the research, education and engagement efforts public universities should develop to ensure the three pillars of food security - access, availability and utilization - are met throughout the world. It is expected to issue a report in early 2017 with final recommendations for public research universities on how to align their agenda to meet this challenge and for the new presidential administration on how it can provide federal support of such critical research efforts.

NPPC granted motion to intervene in trademark suit

The U.S. District Court for the District of Columbia Circuit last week granted the National Pork Producers Council's (NPPC) motion to intervene in a lawsuit The Humane Society of the United States (HSUS) brought against the U.S. Department of Agriculture over the sale of four trademarks associated with the "Pork. The Other White Meat" slogan.

The decision came two weeks after USDA's Agricultural Marketing Service (AMS) decided that it would continue to approve the National Pork Board's annual payments for the trademarks.

NPPC sold the trademarks to the Pork Board in 2006 for approximately $35 million. NPPC financed the purchase over 20 years, making the Pork Board's annual payment $3 million. The sale included a lengthy negotiation in which both parties were represented by legal counsel. USDA, which oversees the federal pork checkoff program administered by the Pork Board, approved the purchase.

HSUS forms National Ag Advisory Council

The Humane Society of the United States (HSUS) recently announced the formation of a National Agriculture Advisory Council.
The council is comprised of family farmers and agriculturalists who practice and promote higher animal welfare standards within their operations, HSUS said. Council members include Kevin Fulton of Nebraska, Chris Petersen of Iowa, Mike Callicrate of Colorado, Pete Eshelman of Indiana, Paul Muegge of Oklahoma, Carrie Balkcom of Colorado, Will Harris of Georgia and Joe Logan of Ohio.

Senate Agriculture Appropriations Subcommittee Prepares for Mark Up
Senator Jerry Moran (R-KS), chairman of the Senate Agriculture Appropriations Subcommittee, has indicated that the fiscal year 2017 Agriculture appropriations bill will be marked up during the week of May 16th.  It is anticipated that the subcommittee will consider the bill on Tuesday, May 17th and the full committee could act on the bill as early as Thursday, May 19th.  Senator Moran has stated that the bill would provide $21.25 billion in funding, which is about 2 percent below FY 2016 levels.  The House Appropriations Committee approved its version of the bill, which provides $21.3 billion in discretionary spending, in April.
Legislation Introduced to Restrict Livestock Ownership by Meatpackers
On May 10th, Senator Chuck Grassley (R-IA) introduced legislation that would prohibit meatpackers from owning livestock intended for slaughter.  Recent moves by Tyson Foods to acquire Hillshire Brands and JBS USA to purchase Cargill's pork operations prompted Grassley to introduce the legislation.  Grassley has offered similar bills in the past as he has worked to prevent further consolidation in the meat industry.    The bill, S. 2911, has been criticized by the meatpacking industry.  Industry representatives have stated that adoption of the legislation would be detrimental to producers, packers and consumers.
