House passes GMO labeling legislation


On Thursday, July 23
rd, the U.S. House of Representatives approved H.R. 1599, the Safe and Accurate Food Labeling Act of 2015.  The bill passed with bipartisan support by a vote of 275-150. 

The legislation requires companies to give the Food & Drug Administration a premarket notification regarding GMO products that includes the developer's determination that the GMO product is as safe as a comparable non-GMO food.  FDA would have the authority to object to the developer's determination. Additionally, if FDA determines that there is a material difference between a GMO food and a comparable non-GMO food, FDA can specify labeling. The bill preempts states from implementing their own GMO labeling requirements. 

The legislation also authorizes USDA, through the Agricultural Marketing Service, to develop a voluntary program for non-GMO food and directs FDA to regulate the use of "natural" on food labels.  The bill will now move to the Senate for consideration.  To date, companion legislation has not been introduced in the Senate.  However, several senators have indicated an interest in the issue.

FDA proposes additional revisions to nutrition label

The U.S. Food and Drug Administration is proposing additional revisions to the Nutrition Facts label for packaged foods. The supplemental proposal would, among other things, require declaration of the percent daily value (%DV) for added sugars.


The proposed rule is a supplement to the March 3, 2014 proposed rule on updating the Nutrition Facts label. The percent daily value indicates how much a nutrient in a serving of food contributes to a daily diet and would help consumers make informed choices for themselves and their families.


The percent daily value would be based on the recommendation that the daily intake of calories from added sugars not exceed 10% of total calories.

Meat label preference explored 


While Congress considers repealing a law requiring country-of-origin labeling (COOL) on packages of beef, pork and poultry, marketing researchers at the University of Arkansas have found that such labels influence consumer perceptions about food safety and quality.


Researchers found that consumers preferred meat from the U.S. when provided with information only about where the animal was born, raised and slaughtered - and not given information about country-specific meat processing standards.


"The country-of-origin requirement appears to provide consumers with additional information that has both direct and indirect effects on purchase intentions," said Scot Burton, Arkansas professor of marketing in the Sam M. Walton College of Business. "The requirement impacts inferred attributes, meaning that meat products from the U.S. are perceived to be safer, tastier and fresher than meat products from Mexico. Of course, these attributes, in turn, have positive effects on purchase decisions."

Senate moves on COOL fix

 
The Senate has competing approaches to fixing the country-of-origin labeling law which has been found non-compliant by the World Trade Organization in an attempt to stave off retaliatory action from Canada and Mexico.


An amendment filed to the highway bill by Senate Agriculture Committee chairman Pat Roberts (R., Kan) would repeal country of origin labeling requirements for beef, pork and poultry and prevent trade retaliation from Canada and Mexico while a bipartisan group of senators proposed a voluntary country-of-origin labeling bill which would allow for voluntary labeling of beef, pork and chicken.


In May 2015, the World Trade Organization (WTO) ruled for the fourth time that the United States' mandatory COOL law violates international trade agreements. The WTO is undergoing an arbitration process to determine the level of retaliation that Canada and Mexico will be authorized to implement. Both countries say they intend to implement retaliatory tariffs should the U.S. fail to address the current COOL law. Canada has said it will seek more than $3 billion and Mexico will seek $650 million in countervailing duties.

Listeria monocytogenes and Dairy Products Collection
 
Compiled by Maxwell L. Van Tassell, Garrett P. Hoepker, and Michael J. Miller, University of Illinois

This collection of Journal of Dairy Science articles presents research from the past several decades regarding the interaction between Listeria monocytogenes and dairy products. It includes insight into where Listeria can be found, specific antimicrobial measures, and how the food matrix impacts microbial activity.

Timed AI Programs at First Insemination in Lactating Dairy Cattle

This collection of Journal of Dairy Science articles (1998-2015) represents key papers in the history and application of timed artificial insemination programs for lactating dairy cows. The collection begins with the first paper published in 1998 that applied Ovsynch to lactating dairy cows and follows with developments of presynchronization strategies including prostaglandins alone or in combination with GnRH, addition of progesterone inserts to all cows or targeted to low fertility cows without a corpus luteum, reducing the Ovsynch program from 7 to 5 d, and incorporation of detected estrus before timed AI. 

The new "Collections" join the four that were previously released.  All are now available at http://www.journalofdairyscience.org/.

Large Dairy Herd Management Conference
To benefit a broad segment of the global dairy industry, the ADSA Foundation will undertake another major initiative; this time to meet the growing information needs of dairy farmers, service professionals, and students worldwide. In 1978, a symposium designed specifically to produce a book, 

Large Dairy Herd Management (LDHM), was held in Gainesville, Florida. Speakers' presentations were developed into book chapters. In 1992, the book was updated under the co-editorship of Jack Van Horn and Charlie Wilcox.

In view of continuing interest in the second edition (1992) of LDHM and requests for an update, the Foundation will undertake an e-Book publication of a third edition of LDHM led by Dave Beede. As was the case in 1992, the ADSA Foundation will sponsor a conference to facilitate development of the third updated edition. This conference will be held May 1-4, 2016 at the Hilton Oakbrook Hills Resort and Conference Center in Oakbrook, IL. Dairy experts from around the world will be selected to prepare and present chapter papers as a first step in creating a comprehensive and essential resource-the e-Book third edition of LDHM. Final publication is anticipated in 2017.
