Panel recommends ARS animal welfare procedure improvements
The second phase of reviewing the U.S. Department of Agriculture's Agricultural Research Service animal welfare and care policies found no evidence of poor animal handling or abuse but did recommend establishing more defined guidelines for each location's animal welfare oversight committees as well as attending veterinarians for the research facilities.
The ARS - Animal Handling and Welfare Review Panel visited five ARS research sites in the aftermath of a New York Times report earlier this year which unveiled a scathing report on a Nebraska ARS's handling of animals.
The panel visited five ARS research sites: the Livestock and Range Research Laboratory in Miles City, Montana; the Livestock Behavior Research Unit in West Lafayette, Indiana; the Southeast Poultry Research Laboratory in Athens, Georgia; the Richard B. Russell Agricultural Research Center in Athens, Georgia; and the National Animal Disease Center in Ames, Iowa.

Canadian engagement needed on dairy market access As the Trans-Pacific Partnership trade agreement discussions come to a close, a bipartisan group of House members are urging Canada to finally commit to open its markets to more dairy imports.
A bipartisan letter led by Reps. Reid Ribble (R., Wisc.), Ron Kind (D., Wisc.), David Valadao (R., Calif.) and Suzan DelBene (D., Wash.) and signed by Paul Ryan (R., Wisc.) and chairman of the Ways and Means Committee, Mike Conaway (R., Texas), chairman of the Agriculture Committee, and Pat Tiberi (R., Ohio), chairman of the Ways and Means Committee's Trade Subcommittee, urged Canadian ambassador to the United States Gary Albert Doer to engage and commit to "significant and commercially meaningful market access for all remaining agricultural products," including dairy.
The House members noted that dairy market access is among the final issues to be resolved in the negotiations in the TPP. "It is our understanding that Canada has long been unwilling to seriously engage in market access discussions regarding dairy, despite its commitment upon joining TPP to adhere to its high standards," the House members wrote. GMO labeling bill clears House committee
During a July 14 business meeting, the House Agriculture Committee took a voice vote and advanced legislation to the House floor that creates a framework for the voluntary labeling of foods free of genetically modified organisms (GMOs).
The bipartisan Safe & Accurate Food Labeling Act from Reps. Mike Pompeo (R., Kan.) and G.K. Butterfield (D., N.C.) currently has 68 co-sponsors.
With several state legislatures and ballot initiatives developing GMO labeling standards, congressional leaders have said this legislation is needed to create a national standard and eliminate the confusion surrounding a state-by-state piecemeal approach.

Tax discussion gears up on Capitol Hill
Both committees who oversee tax policy on Capitol Hill have made steps to update the tax code, starting first with tax extenders which expired last December to address both Section 179 and bonus depreciation.
The Senate Finance Committee announced it will be marking up a tax extenders bill on July 21. Chairman Orrin Hatch (R., Utah) said this is the first time in 20 years where a new Congress has started with extenders legislation having already expired.
"Given that these provisions are meant to be incentives, we need to advance a package as soon as possible. This package is a result of strong bipartisan work, and I look forward to working with the full Committee to ensure members are able to work their will and examine these provisions carefully," Hatch said.

Senate Appropriations Committee Approves FY 2016 Agriculture Appropriations Bill
On Tuesday, July 14th, the Senate Agriculture Appropriations Subcommittee met to consider its version of the fiscal year 2016 agriculture appropriations bill. The subcommittee passed the bill and sent it forward to the full Senate Appropriations Committee. The full committee approved the bill on July 16th. The text and report of the bill have not been released, but some high level numbers have been announced.
The Senate bill contains $143.8 billion in discretionary and mandatory funding, $24 billion below the President's budget request and $3.7 billion below the FY2015 enacted level. The discretionary funding portion of the bill totals $20.51 billion, which is $65 million below the FY2015 enacted level. For agricultural research, the bill provides a total of $2.7 billion for the Agricultural Research Service (ARS) and National Institute of Food and Agriculture (NIFA). Under the Senate version, the Agriculture and Food Research Initiative would be funded at $325 million, which is the same amount as last year. Hatch and Smith-Lever formula programs are also level funded at $244 million and $300 million, respectively.

The manager's amendment approved during the full committee meeting includes language related to animal welfare issues. The language, similar to that in the House bill, expresses concerns over the allegations of improper animal care at the U.S. Meat Animal Research Center and directs ARS to ensure all its facilities conducting agricultural research comply with standards that are equivalent to the Animal Welfare Act. The language also directs ARS to enter into an agreement with the Animal and Plant Health Inspection Service (APHIS) to have APHIS Animal Care conduct routine inspections of ARS facilities to ensure humane treatment of animals. The language further requires ARS to conduct a full review of its animal welfare policies and procedures and provide quarterly reports to the committee.

Stewardship of antimicrobial use in livestock focus of 12 workshops
OAK BROOK, IL July 13, 2015: Stewardship of medically-important antimicrobial drugs in food-producing animals is the focus of 12 workshops organized across the United States by Farm Foundation, NFP.
These regional workshops are an opportunity for livestock producers, their feed suppliers and veterinarians to gain a comprehensive understanding of two Guidance for Industry (GFIs) issued by the U.S. Food and Drug Administration (FDA) regarding the use of medically- important antimicrobial drugs in food-producing animals, as well as the FDA's revised Veterinary Feed Directive rule. The workshops are also an opportunity for other stakeholders, such as state and federal agencies, colleges of veterinary medicine and university extension personnel, to gain insights into the changes needed to meet the requirements.
Successful adaptation to the policy changes is critical to public and animal health, ensuring consumer confidence in food safety and the future viability of animal agriculture in the United States. "The success of achieving this goal--for both public health and the economic health of animal agriculture--hinges on producers having access to the information they need to adjust production practices, and the capacity of veterinarians to provide the additional oversight needed," says Farm Foundation President Neil Conklin.
The workshops will be Aug. 14 in Raleigh, NC; Aug. 18, Dover, DE; Aug. 20, Albany, NY; Aug. 25, Birmingham, AL; Sept. 9, Flagstaff, AZ; Sept. 11, Amarillo, TX; Sept. 16, Ames, IA; Sept. 28, Denver, CO; Oct. 6, Davis, CA; Oct. 13, Rapid City, SD; Oct. 15, Twin Falls, ID; and Oct. 22, Lexington, KY.
