Senate commits to quick COOL action

The main message during a Senate Agriculture Committee hearing was the need for the United States to quickly address the country-of-origin labeling in order to avoid retaliatory tariffs. However, changing mandatory to voluntary in the statute for beef and pork may not offer the needed solution, those who testified added.

The top two members of the Senate Agriculture Committee recognized that inaction from the Senate is not an option and the Senate needs to move quickly. "Retaliation is fast approaching and the responsibility sits squarely on our shoulders to avoid it," said chairman Pat Roberts (R., Kan.).

The House previously approved a full repeal by a vote of 300-131 leaving the next action in the Senate's court. The World Trade Organization has ruled against the United States four times and arbitration process started for Canada on June 17 and Mexico on June 29 for them to begin arguing for their sanction levels surpassing $3 billion.

Putin extends ban on agriculture products

Russian president Vladimir Putin announced Wednesday that a current ban on dairy products, meat, seafood, vegetables and fruit from the U.S., European Union, Australia, Canada, and Norway will remain in effect until June 24, 2016. The action was likely in response to EU's decision Monday to extend its sanctions against Russia for six months.

Putin initially banned the products in August 2014 after the countries announced sanctions against Russia for its actions in Ukraine.

"We were extremely troubled by news today that Russia intends to extend its unjustified ban on U.S. meat and other agricultural products," North American Meat Institute president and chief executive officer Barry Carpenter said after learning of the extension. "Continuing this ban ignores the free trade obligations that came with Russia's 2012 decision to join the World Trade Organization."

U.S. dairy industry stabilizing

Domestic dairy markets appear to have stabilized, and U.S. milk production growth may also be stabilizing (Table), Peter Vitaliano, National Milk Producers Federation vice president of economic policy and market research, noted in the group's June "Dairy Market Report."

Vitaliano said the future track for milk production will have a deciding influence on prices and margins in the second half of 2015.

University of Wisconsin-Madison professor emeritus Bob Cropp reported in his June "Dairy Situation & Outlook" that dairy product prices and milk prices continue to hold up better than expected.

Dairy product prices on the Chicago Mercantile Exchange (CME) have bounced around during June but will average a little higher for the month, Cropp said.

RFS hearing draws hundreds

Hundreds converged in Kansas City, Kan., on Thursday, June 25, for a national public hearing in front of Environmental Protection Agency administrators to receive comments on the agency's proposed rule which sets the volume levels for the Renewable Fuels Standard for 2014, 2015 and 2016 and biodiesel volumes for 2017.

Notable attendees at the hearing included Iowa Gov. Terry Branstad, Missouri Gov. Jay Nixon and Iowa Secretary of Agriculture Bill Northey, along with numerous representatives of renewables groups and the National Corn Growers Assn.

Just a block away from the hearing, Midwestern farmers and key leaders also held a Rally for Rural America. (View video of rally here.)

EPA is responsible for developing and implementing regulations to ensure that transportation fuel sold in the United States contains a minimum volume of renewable fuel. In November 2013, EPA proposed levels that have come under considerable attack from both sides of the issue.

Full Committee Action on FY 2016 Agriculture Appropriations Bill Postponed
- Report Language Now Available

The full House Appropriations Committee was scheduled to consider the FY 2016 agriculture appropriations bill on Thursday, June 25.  However, the proceedings have been postponed until sometime after the July 4 Congressional recess.

While full committee action will wait, additional information on funding levels is now available.  The report drafted to accompany the FY 2016 agriculture appropriations bill has been released and provides details on funding levels for individual programs.

For research programs, within the Agricultural Research Service (ARS) and the National Institute for Food and Agriculture (NIFA), funding is largely provided at last year's levels.  The largest increase of any NIFA program is $10 million for AFRI, bumping the program from $325 million to $335 million.  The expanded Sec. 1433 program remains at the FY 2015 level of $4 million.  Information for selected key accounts can be found in the table below.

Would you like to help the animal/dairy science community and attend JAM 2015 for free?

Referrals are the most tried-and-true way businesses grow, and the same is true for FASS. Do you know a colleague working with an animal science group that is in need of high-quality, cost-effective support services? Help them out by referring them to Jamie Ritter, FASS Executive Director at jamier@assochq.org .

They will benefit from the shared resource concept and the 264 years of collective experience the FASS staff have in working with non-profit animal science organizations. If your referral becomes a FASS customer prior to July 1, 2015, ADSA will comp your registration to the 2015 JAM. It's win-win-win. For more information about services offered by FASS, click here.

  • 50% of survey respondents ranked the 2013 JAM as the top animal/dairy science meeting attended in the previous two years

Program
With 43 symposia and workshops as well as more than 2,400 oral and poster presentations, JAM 2015 has something for everyone.

The final
JAM program has been posted online and includes access to the revamped MyProgram, which now functions as a scheduling assistant and includes abstracts for all scientific sessions, as well as general meeting information, times and locations of special events, exhibitor details, invited speaker bios, and more.

The
Late-Breaking Original Research Session program and regular session abstracts (the official source for citations) are also available: http://www.jtmtg.org/JAM/2015/program.asp.

At JAM 2015, we are offering poster presenters additional exposure of their posters via the new Poster in my Pocket app!

This app (for smartphones and tablets) is available FREE from the iTunes app store and Google Play. Now, poster presenters have an additional way to share their research with JAM attendees and the rest of the world. JAM attendees can access high-resolution, digital versions of their favorite posters, share links to posters with colleagues, and contact poster presenters, all via the app. For more information and to upload your poster, visit
