Vilsack involved day-to-day on West Coast port impasse

During a House Agriculture Committee hearing on the rural economy, several members questioned Secretary of Agriculture Tom Vilsack on what the administration can do to help alleviate the ongoing West Coast port issues.

Port slowdowns on the West Coast because of labor disputes between dock workers and port and shipping companies have become a pressing issue facing the U.S. agriculture industry. One estimate has the U.S. meat and poultry industries losing more than $30 million a week.

Rep. Bob Gibbs (R., Ohio) questioned if the administration would be willing to impose the Taft-Hartley Act to bring a resolution to the impasse.

Under the Taft-Hartley Act, the president can get involved once a strike or lockout affects an entire industry, or a substantial part of it. At that point, the president must appoint a board of inquiry to report on the factual elements of the dispute. After that, the president can petition a federal court to prevent any strike or lockout the president has deemed a threat to national health or safety.

FAO collecting disease genome info

The U.N. Food & Agriculture Organization (FAO) has chosen the SIB Swiss Institute of Bioinformatics as a designated reference center to expand its access to state-of-the-art technology in combating dangerous viral infections - including avian influenza and foot and mouth disease (FMD) - in farm animals and wildlife.

SIB is equipped with high-performance computers, software, databases and a knowledge base for screening and monitoring zoonotic diseases, like avian influenza, which FAO said infect animals but also can be transmitted to people.

Working closely with FAO, SIB experts have developed tools to improve early detection and fast alert systems to prevent and respond to trans-boundary disease emergencies in poultry or livestock.

CFIA confirms BSE case in Alberta

The Canadian Food Inspection Agency (CFIA) confirmed on Feb. 12 a case of bovine spongiform encephalopathy (BSE) in a beef cow from Alberta. No part of the animal's carcass entered the human food or animal feed systems.

Immediately upon confirmation of this case, CFIA launched an investigation and is working closely with provincial and industry partners.

BSE is a progressive, fatal neurological disease in cattle. Canada's last confirmed BSE case was reported in 2011. This latest case was detected through the national BSE surveillance program, which continues to play an important role in Canada's strategy to manage BSE, CFIA said.

As part of the investigation, CFIA is seeking to confirm the age of the animal, its history and how it became infected. The investigation will focus in on the feed supplied to this animal during the first year of its life. The agency will also trace out all animals of equivalent risk. Equivalent risk animals will be ordered destroyed and tested for BSE.

Canada remains a "controlled BSE risk" country, as recognized by the World Organization for Animal Health (OIE). Accordingly, this case should not affect current exports of Canadian cattle or beef, CFIA noted.

The case will be reported to the OIE and will be reported on the CFIA website, as part of the agency's monthly reportable diseases update.

Cover crop grazing doesn't damage soils

A U.S. Department of Agriculture scientist in North Carolina has found a way to encourage more growers to use cover crops in the southeastern U.S.: allow cattle to graze on them.

Cover crops reduce soil erosion, boost organic matter, keep more moisture in the soil and sequester carbon in the soil so less of it is released as a greenhouse gas.

Conventional wisdom holds that if cattle were allowed to graze on cover crops, they would eat up and remove the nitrogen and carbon otherwise left on top of the soil in the cover crop plant residue. Allowing cattle to tread on the soil also could compact it, preventing air and water from passing through the soil to reach plant roots.

Alan Franzluebbers, an ecologist with the Agricultural Research Service (ARS) Plant Science Research Unit in Raleigh, N.C., conducted a seven-year study to see if grazing on cover crops affects the health of soils typically found in the Piedmont region.
