Immigration order minimal effect on agriculture


 
Thursday night the President moved forward on executive orders to address issues within the current immigration system, which he said he needed to do as Congress was unable to agree upon any action itself.


The most notable change offers deportation protection from immigrants who have been in America for five years; have children who are American citizens or legal residents; and who register and pass a criminal background check and pay back taxes.


The total number of immigrants this could impact could be as high as 4 million, but for agriculture it's just a fraction at potentially 250,000 farm workers. For agriculture, of the 2 million hired immigrant employees, 60-70% are unauthorized to work, even though they show employers documents that appear genuine.


American Farm Bureau Federation president Bob Stallman said in practical terms, AFBF doesn't expect the president's initiative to help America's farmers deal with the real labor challenges they face.

EPA delays final RFS decision until 2015 

 

Friday the Environmental Protection Agency said it would not be finalizing 2014 Renewable Fuel Standard (RFS) requirements before the end of 2014.


EPA said due to the delay in finalizing the standards for 2014, and given ongoing consideration of the issues presented by the commenters, the agency intends to take action on the 2014 standards rule in 2015.


On November 29, 2013, EPA published a notice of proposed rulemaking to establish the 2014 RFS standards. "The proposal has generated significant comment and controversy, particularly about how volumes should be set in light of lower gasoline consumption than had been forecast at the time that the Energy Independence and Security Act was enacted, and whether and on what basis the statutory volumes should be waived," said the notice from Janet G. McCabe, EPA acting assistant administrator for Air and Radiation.


The announcement means that EPA will miss its statutory deadline by more than a year.  According to the statute, EPA is supposed to finalize each year's RFS rule by the previous November. EPA has not issued the volumes on time since 2009, although in 2011 the final rule was just 2 weeks late. In 2013 the final rule was nine months late.

Cow's milk stronger option for children 

 
Recent publications from the American Academy of Pediatrics (AAP) and Canadian researchers confirm that dairy foods not only supply essential nutrients for healthy growth in children but also are an excellent source of calcium and vitamin D, which are necessary for strong bones.


"Children are our greatest national resource. It is critical to ensure a nutritious and sustainable food system that allows our future generations to grow and flourish. These publications further emphasize that we simply cannot understate the important role of dairy foods in children's diets," National Dairy Council president Jean Ragalie-Carr said.

The AAP clinical report, "Optimizing Bone Health in Children & Adolescents," reveals that high bone mineral content and reduced risk of fracture in adulthood were associated with drinking cow's milk during childhood.


Moreover, AAP now recommends higher dietary intake of cow's milk for children versus supplementing calcium for healthy children and adolescents.

Number of Cattle on Feed rises


In the November National Agricultural Statistics Service "Cattle on Feed" report, the U.S. Department of Agriculture reported the number of cattle on feed above a year-ago level for the first time since August 2012.


According to the report released late Nov. 21, a total of 10.633 million head of cattle were in U.S. feedlots with a capacity 1,000 head or larger on November 1, 2014, up slightly from last year.

During the month of October, placements in feedlot totaled 2.36 million, down 1% from 2013.  This marks the second lowest total for the month of October since the report series began in 1996.


Breaking down the placements by weight, placements of cattle and calves weighing less than 600 pounds were 690,000, 600-699 pounds were 570,000, 700-799 pounds were 462,000, and 800 pounds and greater were 635,000.


Market analysts expected the October placements to be down from last year as much as 6-7% since October 2013 placements total was unusually high and given the number of available feeders is currently extremely low.  However, the USDA reported only 1% decline which should create for interesting trading days ahead.

ADSA and Related Happenings

Midterm Elections have Direct Impact on Agriculture

 The recent midterm elections have not only brought change to our nation's capital, but directly to the Congressional committees with oversight of agriculture. Of specific interest to those are the Agriculture Committees and the Agriculture Appropriations Committees. 

 

 

The big headline on election night, and since, has been the change of the Senate to Republican control. That change will bring new Chairmen and Ranking Members to the helm of all committees. On the Senate Agriculture Committee Sen. Pat Roberts of Kansas is the front runner for the Chairmanship. The current Ranking Member, Sen. Thad Cochran of Mississippi, is believed to be moving over to Chair the Senate Appropriations Committee and it would open the spot for Roberts. Should he be selected, Roberts would be the first person to ever have been Chairman of both the House Agriculture Committee and the Senate Agriculture Committee in his career. On the Democrat side of the isle it appears the current Chairwoman, Sen. Debbie Stabenow of Michigan, would remain the Ranking Minority, however there is a chance she would shift over to the Banking Committee Ranking Member position. Should that shift occur, it's thought Sen. Amy Klobuchar of Minnesota would be tapped as the lead Democrat for the committee. 


The Agriculture Subcommittee of the Senate Appropriations Committee will also see some major changes. It's current Chairman, Sen. Mark Pryor of Arkansas, was defeated and will not be returning to Congress. It is unknown at this time who might be replacing him as the ranking Democrat, but two names have emerged as possibilities for Republican Chairman. The first is Sen. Roy Blunt of Missouri, the current Ranking Member, and the second is Sen. Jerry Moran of Kansas. 

 

On the House side the picture is much more clear. The current Agriculture Committee Chairman, Rep. Frank Lucas of Oklahoma has been term-limited in his Chairmanship and must step down from that position and the new Chairman has already been selected. Rep. Mike Conaway of Texas has been selected for the job. Conaway previously served as the Chairman of the Livestock Subcommittee and has a great understanding of animal issues.  The Ranking Member will remain Rep. Colin Peterson of Minnesota. 

 

On the Agriculture Appropriations Subcommittee, the Chairman will remain Rep. Robert Aderholt of Alabama.  The Ranking Democrat is anticipated to remain Rep. Sam Farr of California. 

 

While the shifts in leadership are substantial, the changes in actual committee membership will be just as important. Several long-serving members of both the House and Senate Agriculture and Agriculture Appropriations Committees either chose to retire or lost their bid for reelection. Educating their replacements on the importance of agriculture, and more specifically, the roll of animal agriculture, is a must in the coming months.

The exhibit area and poster sessions at the JAM are other great places to meet and make connections. 92% of attendees surveyed at JAM 2013 told us they made one or more new contacts they planned to follow up with and 96% found one or more new ideas to take home and use in their work.  While the JAM is the largest ADSA event, other opportunities abound.  The Discover Conferences provide great opportunities to network with others who have a strong interest in the same areas you do.   ADSA also has a booth at World Dairy Expo.  Volunteer to help with the booth.  It is a great opportunity to make connections with producers and industry personnel.  Visitors and vendors from around the world attend, so it is another great place to expand your network.  On the electronic front, the ADSA® group on Linked In now has nearly 1,100 members from around the world.  It provides an opportunity to start or join discussions and is another way that you can make connections, this one without leaving your office.

The American Feed Industry Association Award, Cargill Animal Nutrition Young Scientist Award, DeLaval Dairy Extension Award, Elanco Award for Excellence in Dairy Science, International Dairy Foods Association Teaching Award in Dairy Manufacturing, International Dairy Foods Association Research Award in Dairy Foods Processing, Lallemand Animal Nutrition Award for Scientific Excellence in Dairy Nutrition, West Agro, Inc., and Zoetis Physiology awards have all opened their awards to ALL ADSA members, regardless of residency. We are in the process of updating the Policies and Procedures document to reflect this exciting update to the program for 2015. The ADSA Awards Program will be administered online.
