On December 16th, Xi Jinping delivered an address on Internet sovereignty and freedom at the Wuzhen World Internet Summit. The discordant tones between the substance of the speech and Chinese Internet policy as well as Chinese efforts to shape public opinion online and political values make this a speech worth hearing. The more U.S. technology companies see their futures in the China market, the more important these discordant tones will be.
