National Home and Community Based Services (HCBS) Conference

 

Join NASUAD September 9-12, 2013 for our Annual National HCBS Conference at the The Hyatt Regency Crystal City, Arlington, VA.

 

NASUAD is offering five pre-conference intensives on Monday September 9, including:

 

  • Aging and Disability Information and Referral/Assistance (I&R/A)

This intensive will include important information for state level professionals from state I&R/A departments, Aging and Disability Resource Centers (ADRCs), and State Health Insurance Programs (SHIPs). Attendees will review and discuss recent and future I&R/A state and federal program and service changes, the Health Insurance Marketplaces, the I&R Support Center's recent national survey results, and pressing issues affecting state level I&R/A, ADRC, and SHIP programs.

 
  • Balancing Incentive Program

Presented by CMS and staff from various state agencies, this session will highlight the innovative ways in which States have used the Balancing Incentive Program funds to increase the number of individuals who receive community long-term services and supports (LTSS); to expand the array of services individuals can receive; and to make the structural changes that the Program requires.  Also discussed will be how the Balancing Incentive Program interacts with related initiatives, including Money Follows the person and Aging and Disability Resource Centers.

 

  • Medicaid Managed Long-Term Care

NASUAD and the SCAN Foundation will highlight essential functions in a Managed Long-Term Services and Supports (MLTSS) environment that leverage the core competencies and traditional strengths of community-based agencies (such as Area Agencies on Aging and /or Centers for Independent Living) and harness their standing as trusted intermediaries and advocates for seniors and adults with disabilities.

 

  • Network Basics 101

The Centers for Medicare & Medicaid Services (CMS) will provide an overview of the Medicaid program, and discuss such topics as waiver application, advanced notice of proposed rulemaking,  person-centered planning in the Affordable Care Act, and conflict-free case management. The Administration for Community Living (ACL) will reflect on the establishment of ACL in April 2012; and will examine ACL programs and initiatives.

 

  • Prevention, Protection and Advocacy
This session will provide an opportunity to learn what is being done, and can be done, at the national, state and local levels to further awareness and prevention of elder abuse and vulnerable adult maltreatment.

U.S. Department of Health and Human Services

HHS awards $67 million to Navigators and recognizes more than 100 organizations as Champions for Coverage

 

On August 15, Health and Human Services (HHS) Secretary Kathleen Sebelius announced $67 million in grant awards to 105 Navigator grant applicants in Federally-facilitated and State Partnership Marketplaces. Navigator grantees and their staff will serve as unbiased, culturally competent, in-person resources for Americans who want additional assistance in shopping for and enrolling in plans in the Health Insurance Marketplace beginning this fall. The Navigator funding opportunity announcement was open to eligible private and public groups and people who are self-employed who met certain standards to promote effectiveness, diversity, and program integrity.

2013 Webinar Series on Alzheimer's Disease and Resources

The National Institute on Aging (NIA) at the National Institutes of Health (NIH) and the Administration for Community Living (ACL) are collaborating to host a five-part webinar series with the goals of  1) improving coordination of federal resources available to assist people with Alzheimer's disease or other dementias and their family caregivers and  2) encouraging awareness of research participation opportunities. NIA & ACL invite you to take advantage of these opportunities.  You can register for all of the webinars or just the one or two that most interest you.  Registration will open approximately two months in advance of each webinar. 

 

The next webinar, Webinar #4: Younger Onset Dementia, will take place on Tuesday, August 20, 2013, 1:30-3:00 p.m. ET. The focus of this webinar will be on dementias that typically occur before age 65: Alzheimer's disease, behavioral variant frontotemporal degeneration and primary progressive aphasia. This session will also discuss the specific developmental, relational, and financial impacts of younger onset dementias, as well as detection, diagnosis, resources and research directions.

AARP Public Policy Institute's New Paper Analyzes Recent Transition of Medicaid LTSS into Managed Care Models in 14 States
Increasing numbers of states are transitioning their Medicaid long-term services and supports (LTSS) systems from fee-for-service models to managed care models, raising concerns among stakeholders that services will be disrupted and consumer choices diminished. In a recently published paper, Consumer Choices and Continuity of Care in Managed Long-Term Services and Supports: Emerging Practices and Lessonsfunded by AARP Public Policy Institute, Truven Health Analytics presents their analysis of contract provisions in 14 states and an in-depth review of how provisions were implemented during recent system transitions in Kansas, New York, and Wisconsin. The authors found that little changed for consumers during the transition period, and services were not disrupted. The findings are limited to the transition period studied, and the report notes longer-range impact on consumers of managed LTSS is unknown and should be monitored closely.

AARP Offers Many Free Educational Resources on the Health Care Law

 

AARP has established several free online resources that help explain how the Affordable Care Act affects U.S. citizens of all ages and income levels; and small business owners:

  • The online guide to the health care law, contains information and resources on how the health care law affects individuals and their families; accessing preventive care; Medicare; small businesses; and enrolling in the best possible plan. This resource is also offered in Spanish.
  • The Health Care Law Answers page walks users through a set of questions that will help give information on how the health care law uniquely affects the individual and their family. This resource is also offered in Spanish.
  • The Doughnut Hole Calculator helps users figure out if they can save money in the Medicare Part D "doughnut hole" by switching to lower cost, therapeutically similar medications.
  • Free downloadable resources such as fact sheets, presentations, and banner ads
  • Many free webinars on topics such as, "The Health Care Law: How it Works for You and Your Family," and "The Health Care Law: What it Means for People with Medicare"

Organizing and Managing Senior Transportation Options Certificate Program

This five-module online certificate program is for professionals in the field of aging services and transportation services interested in addressing senior transportation challenges and managing services that meet the mobility needs of an aging population. The certificate program explores a broad range of senior transportation issues and options including: Senior transportation needs, challenges and options; seniors and their utilization of options; strategies for meeting needs of senior passengers; volunteer driver programs and volunteer drivers; efficiency, effectiveness and outcomes.

Webinar on Falls Prevention Awareness Day

National Council on Independent Living
NCIL To Host a Call on the Rehabilitation Act Reauthorization 
The National Council on Independent Living (NCIL) will host a call on Wednesday, August 21, 2013, at 3:00 p.m. ET, to discuss their national strategy to reauthorize the Rehabilitation Act. The call will focus on steps that national advocates can take to be a part of this historic reauthorization and top priority for Independent Living. 

S.1356, the Workforce Investment Act (WIA) of 2013 (containing the reauthorization of the Rehabilitation Act), has already been passed out of the Senate Health, Education, Labor, and Pensions (HELP) Committee and is now headed to the Senate floor for a full vote. 
Since the passage of the Rehabilitation Act of 1973, the Independent Living Program in America has served as the model of consumer control and empowerment, placing people with disabilities in control of systematically breaking attitudinal and institutional barriers.  

 

The teleconference is free for NCIL Members and $25.00 for Non-Members, per call-in site. The fee does not apply per participant in group, provided the group uses the same conference line.

National HIV/AIDS and Aging Awareness Day

Technical Assistance Call/Webinar for Planning Events

On Monday, August 19, 3:00 p.m. to 4:00 p.m. ET, a national webinar will be held to provide technical assistance to local, regional or national organizations or individuals planning events for the National HIV/AIDS and Aging Awareness Day (NHAAAD) on September 18th

 

The NHAAAD community planning guide will be discussed as well as the purpose and use of repurposing educational materials from the NHAAAD Tool Kit. Practice Change Leaders is accepting 2014 applications for Practice Change Leaders for Aging and Health Program.  This is a national program to develop and expand the influence of organizational leaders who are committed to achieving transformative improvements in care for older adults. State and local leaders will be considered if they have direct responsibility for care, sufficient agency support, and meet other selection criteria. Especially encouraged to apply are leaders in mental health and community-based organizations.  The application deadline is Monday, September 23, 2013, 5:00 p.m. ET. Interested persons are encouraged to join one or more informational  teleconferences on this application opportunity.

The United Nations Office of Disaster Risk Reduction
UN Invites Persons Living with Disabilities to Take a Survey on Living with Disabilities and Disasters
On October 13 the UN International Day for Disaster Reduction will focus on the issues surrounding some one billion of the world's people who live with disabilities and disaster risks.

Given the lack of data on disability issues generally, The UN Office for Disaster Risk Reduction (UNISDR) is conducting a survey to ascertain the needs of persons living with disabilities and disasters. 

According to UNISDR, this is the first survey of its kind and the data gathered could help governments and international organizations put in place preparedness policies aiming to protect persons with disabilities during disasters. 
The survey results will be announced on International Day for Disaster Risk Reduction which is marked each year on October 13.

Webinar: Health Care for Aging Adults with Intellectual/ Developmental Disabilities

Examining the Organization of Healthcare for Aging Adults with Intellectual Disabilities, a Canadian research project funded by the Vancouver Foundation, examines the implementation of healthcare policies into practice for adults aging with intellectual disabilities. Health Services for Community Living (HSCL) is a British Columbia provincial program established following the closure of large institutions to specifically address the healthcare needs of people with ID living in the community. The webinar will examine policy-practice gaps in the implementation of HSCL and other relevant services and policies across five regional health authorities.

 

Held on Wednesday, August 21, 2013 2:00 - 3:00 p.m. ET, the webinar will focus on the following key areas: 1) the practical policy implications of transitioning from "Person with Disabilities" to "Senior Citizen" status; 2) the lack of knowledge among healthcare professionals to provide appropriate care for this population; 3) the availability of informal supports for aging parents and siblings; and 4) end of life care.

NHTSA Pedestrian Safety Grants Request for Applications  

The National Highway Traffic Safety Administration (NHTSA) is making $2 million in pedestrian safety grants available to cities with the highest rate of pedestrian deaths. The funds can be used for education and enforcement initiatives. NHTSA and the Federal Highway Administration have launched a website with safety tips and resources

for local leaders, city planners, parents, and others involved in improving pedestrian safety. Applications for grant funding are due by August 30, 2013

CMS MFP Tribal Initiative Funding

On July 23, 2013, CMS announced a Money Follows the Person (MFP) Tribal Initiative (TI) funding opportunity. The MFP-TI offers existing MFP state grantees and tribal partners the resources to build sustainable community-based long term services and supports (CB-LTSS) specifically for Indian country. The TI may be used to advance the development of an infrastructure required to implement CB-LTSS for American Indians and Alaska Natives (AI/AN) using a single, or a variety of applicable Medicaid authorities. 

Closing date for applications is October 17th, 2013.

 

Funding is intended to support the planning and development of:

  1. An in-state Medicaid program CB-LTSS, as an alternative to institutional care, tailored for AI/AN who are presently receiving services in an institution; and
  2. A service delivery structure that includes a set of administrative functions delegated by the state Medicaid agency to Tribes or Tribal organizations, such as enabling tribe(s) to design an effective program or package of Medicaid CB-LTSS, and operating day to day functions pertaining to the LTSS program(s).
  3. The TI may be used to cover costs necessary to plan and implement activities consistent with the objectives of this funding and within Federal grant regulations. The funds are subject to all the terms and conditions of the MFP Program.

Adverse impacts have been shown to extend to the caregivers and families of patients with LLIs. Many individuals with LLI's also may concurrently be suffering from multiple complex comorbidities (MCC's), placing an increasing burden on health, health systems and costs.
