Let us tell you about this year's National HCBS Conference The nation's long-term care system is in the midst of an historic shift from institutional care to individualized home and community services for older adults and people with disabilities. You are invited to attend one of the year's most important national conferences, the National Home and Community Based Services Conference (HCBS).
This conference showcases innovative national, federal, state and local delivery and policy developments vital for assuring Americans of all ages and abilities receive the highest quality community living supports, care, and services possible. Over 1,000 national, federal, state and local leaders, advocates, and champions for children, older adults, and individuals with disabilities from across the nation are expected to attend the conference. At last year's conference we had a strong presence from U.S. Health and Human Services ranging from ACL, CMS, Health Resources and Services Administration (HRSA), Substance Abuse and Mental Health Services Administration (SAMHSA), and more.
Due to the overwhelming success of last year's conference, many groups have decided to host special Pre-conference Intensives at this year's conference. NASUAD is working closely with the Administration for Community Living (ACL) and the Centers for Medicare & Medicaid Services (CMS) to develop content for both the Pre-conference Intensives and HCBS conference. The Pre-conference Intensives and HCBS conference are designed to meet specific federal grant requirements.

Aging in America:
We Can Do Better
NASUAD is pleased to unveil a new set of Infographics that explore the funding and demand for, as well as the provision of, Older Americans Act (OAA) services, titled: Aging in America: We Can Do Better.
Signed into law in 1965, the OAA is considered the primary vehicle for organizing, coordinating, and delivering community based services that help older adults maintain their dignity and independence.
Through programs such as home delivered and congregate meals, transportation services, caregiver assistance, employment opportunities, and elder abuse prevention, the OAA enables millions of older adults to stay healthy and in their homes and communities, where they prefer to be, for longer than they might otherwise be able.
In addition to responding to the needs and preferences of seniors, the OAA is also cost effective. By helping older adults to age in place, OAA programs can prevent or delay the need for more costly institutional care, which translates into taxpayer savings and generates efficiencies in our nation's health care system.
Despite these successes, funding for OAA services has not kept pace with population or inflation growth for decades, and current funding levels are inadequate to meet this increased need. With the senior population projected to grow exponentially in the coming years, so too will the demand on OAA programs. Absent a strong, immediate investment in the OAA, millions of older adults may lose the critical services they need to stay independent.
Together, we can do better to meet the needs of current and future seniors, their families, and their caregivers. Given the demographic changes and fiscal challenges at the local, state, and federal levels, now is the time to strengthen, protect, and prioritize the OAA. As Older Americans Month 2013 draws to a close, NASUAD urges you to always remember what it means to be Aging in America today, and to never forget what it could mean tomorrow. We Can Do Better. World Elder Abuse Awareness Day was launched on June 15, 2006 by the International Network for the Prevention of Elder Abuse (INPEA) and the UN's World Health Organization. On March 9, 2012, the UN General Assembly resolution 66/127 established June 15 as a UN International Day.
This event is hosted by the Administration for Community Living, U.S. Department of Health and Human Services, Human Resources and Skills Development Canada, the UN Department of Economic and Social Affairs, the U.S. Mission to the UN, the UN NGO Committee on Ageing and AARP.

What Are You Planning to Commemorate 8th Annual World Elder Abuse Awareness Day?
On World Elder Abuse Awareness Day, individuals and organizations from across the world are urged to raise awareness of the various types of abuse to which older individuals are subjected. This year, take a stand in the fight against elder abuse and take a stand for dignity and respect of our elders. ACL provides information, tools, and resources to support partners in their efforts to raise public awareness about elder abuse and shed light on the importance of preventing, identifying, and responding to this serious, often hidden problem.

New Report On Medicaid Buy-In Program Released
According to this week's announcement from CMS, Mathematica Policy Research recently released the final Medicaid Buy-In report, Enrollment, Employment, and Earnings in the Medicaid Buy-In Program, 2011, as part of their contract associated with the Medicaid Infrastructure Grant (MIG), which provided more than $450 million to strengthen state infrastructures in the area of promoting and supporting employment for people with disabilities.
Medicaid Buy-In programs allow states to expand Medicaid coverage to workers with disabilities whose income would make them ineligible for traditional Medicaid.
The report provides a comprehensive review of the Medicaid Buy-In programs operating within MIG states in 2011. This should be a very helpful tool for MIG grantees and those who are now part of the Medicaid and state-level infrastructures to promote employment. The report also provides further evidence of the accomplishments and continued efforts of state's vigilant group of experts.

HHS Introduces MentalHealth.gov
On June 3, 2013, National Conference on Mental Health at White House unveiled a new resource for people struggling with mental illness. Mentalhealth.gov is a new website that provides one-stop access to U.S. government mental health and mental health problems information. The website's social media channels will connect people to the latest information on the national mental health conversation. The website also includes videos featuring first-person narratives of individuals who have recovered from or managed mental health problems, or supported a friend or loved one struggling with these issues. HUD Issues Guidance On Olmstead
On June 5, 2013, the U.S. Department of Housing and Urban Development (HUD) issued new guidance to HUD-assisted housing providers on how they can support state and local Olmstead efforts to increase the integrated housing opportunities for individuals with disabilities who are transitioning from, or at serious risk of entering, institutions and other restrictive, segregated settings.

SAMHSA Releases Behavioral Health Needs Assessment Toolkit
The Department of Health and Human Services Substance Abuse and Mental Health Services Administration (SAMHSA) released last week a new toolkit designed to help states' service agencies better assess and meet the behavioral health needs of their communities. The Behavioral Health Needs Assessment Toolkit provides states with detailed information on the latest behavioral health statistics as well as step-by-step instructions to generate projections related to what areas will need to be addressed in the future.

Academy Health Holds Annual Research Meeting
For 30 years, Academy Health's Annual Research Meeting has been a forum for health services research, where more than 2,400 attendees gather to discuss health policy implications, sharpen research methods, and network with colleagues from around the world. The Annual Research Meeting program is designed for health services researchers, providers, key decision makers, clinicians, graduate students, and research analysts.

The Commonwealth Fund Releases Issue Brief On Care Management For Medicaid Enrollees Through Community Health Teams
The effective management of patients' complex illnesses across providers, settings, and systems places extraordinary demands on primary care providers, especially those that work in resource-limited small or rural practices. This new issue brief published by the Commonwealth Fund identifies eight states that have adopted strategies to build practice capacity to care for high-need Medicaid beneficiaries through the development of community health teams. The Issue Brief also describes common features and reports early data to inform other state thinking about this model of care.
