Volunteers Matter: Excellence in Volunteer Services Award
NASUAD, with funding from the Volunteer Collaborative, is proud to announce the 2013 Volunteers Matter: Excellence in Volunteer Services Awards. This initiative is designed to highlight successful state-run programs that are leading the way in the creative use of volunteers in the long-term services and supports network. The award is open to programs that help older adults and persons with disabilities in the long-term services and supports system. Programs must be statewide in scope and operation. Winning programs will demonstrate innovations in one or more of the following:
- Promoting intergenerational interaction
- Incorporating Baby Boomers as volunteers
- Including Veterans as volunteers or recipients
- Creative strategies for recruitment and retention of volunteers of varying backgrounds, ages and abilities
Three awards will be given at the 2013 HCBS Conference. Winners will receive:
- A cash prize of $1,000 to be used to strengthen the winning volunteer program
- An all-expenses paid trip to the 2013 HCBS conference, September 9-12 in Washington, D.C. where each winner will be recognized and highlight their program's success with the other winners in a joint workshop
- A NASUAD press release highlighting the program along with recognition on the NASUAD website
Submissions will be accepted from January 31st through May 30th, 2013. Winners will be notified in June, 2013 to prepare for formal announcement at the 2013 HCBS conference.

CMS Releases Two Guidance Documents on LTSS Delivered Through Medicaid Managed Care Programs
On May 21, 2013, CMS issued an informational bulletin to announce the release of two important guidance documents on long-term services and supports delivered through Medicaid managed care programs:
- Summary of Managed Long Term Services and Supports Programs Essential Elements
- Guidance to States using 1115 demonstrations or 1915(b) waivers for Managed Long Term Services and Supports Programs

CMS expects states to incorporate these principles into any MLTSS program operating under section 1115 demonstration authority or 1915(b) waiver authority applied in combination with another LTSS authority. CMS will use these principles when reviewing states' design, implementation, and operation of an MLTSS program before approving that program, and on an ongoing basis to ensure program operation is consistent with the elements described in the guidance.
In addition to announcing the release of the MLTSS program principles, this informational bulletin shares some additional resources prepared for CMS, as well as those developed by external stakeholders, that we consulted in the preparation of the guidance. These resources will continue to be updated as they become available.

Health Care Innovation Awards Round Two Webinar
Last week, the CMS Innovation Center released a Funding Opportunity Announcement for Round Two of the Health Care Innovation Awards. Under this announcement, CMS will spend up to $1 billion for awards and evaluation of projects from across the country that test new payment and service delivery models that will deliver better care and lower costs for Medicare, Medicaid, and Children's Health Insurance Program (CHIP) enrollees.

CMS Seeks Public Comment on Defining QIO Service Areas
The Centers for Medicare & Medicaid Services (CMS) issued a request for information (RFI) notice, HHS-CMS-CCSQ-RFI-13-QIO Program: Request for Information to Establish Services Areas for Quality Improvement Organizations (QIOs) to seek comment about how to best organize our national cadre of Medicare QIO contractors. CMS will use the comments from this notice to inform future QIO-related acquisitions.
In 1984, CMS issued its first set of contracts to one organization in all 50 states, DC, and other territories to serve as that state/jurisdiction's QIO contractor. Since then, the field of health care quality improvement has blossomed tremendously. The need for QIOs has evolved from utilization review alone to convening complex local communities that can span state boundaries, particularly as health delivery systems become more horizontally and vertically integrated and new alliances form.
The RFI details four potential options CMS may use to divide work among a varying number of QIO contractors into service areas (jurisdictions or regions) that are focused on quality-improvement-related work only. They are also seeking new ideas about other options to consider in organizing QIO contractors.

Durable Medical Equipment, Prosthetics, Orthotics, and Supplies (DMEPOS) Competitive Bidding Program
If you help people with Original Medicare get certain durable medical equipment and supplies, such as oxygen, walkers, or wheelchairs, you should know about a Medicare program, called the Durable Medical Equipment, Prosthetics, Orthotics, and Supplies (DMEPOS) competitive bidding program, that saves money for taxpayers and people with Medicare and may change the suppliers people with Medicare will need to use.
The first round of the program went into effect in nine areas of the country on January 1, 2011, reducing money spent for equipment included in the program by over 42 percent in its first year of operation while maintaining access to quality equipment and supplies. Now the program's benefits are coming to people with Original Medicare near you, and there is some important information you need to know. Round 2 of the program is scheduled to begin on July 1, 2013, and expands it to 91 additional areas across the country. These areas can be found in the fact sheet here.
When the program starts, people with Original Medicare who live in or travel to one of these areas and need the items listed below will likely need to get these items from contract suppliers if they want Medicare to help pay, unless their current suppliers decide to become grandfathered suppliers (non-contract suppliers that choose to continue to provide certain rented medical equipment or oxygen under the terms of the program).
So people will need to find out which suppliers are Medicare contract suppliers to make sure Medicare can help pay for their medical equipment or supplies. You can find out if a supplier is a contract supplier for the program by visiting here or by calling 1-800-MEDICARE (1-800-633-4227).
In addition eight product categories included in Round 2 of the program, Medicare will be starting a national mail-order program for diabetic testing supplies at the same time as Round 2. The national mail-order program will include all parts of the United States, including the 50 States, the District of Columbia, Puerto Rico, the US Virgin Islands, Guam, and American Samoa. When the national mail-order program starts, people with Original Medicare will need to use a contract supplier for diabetic testing supplies delivered to their homes.
Starting May 13, 2013, Medicare is mailing information to people with Medicare in the 91 Round 2 areas who use the items included in the program, in addition to those who use diabetic testing supplies across the country. Approximately 5.7 million people with Medicare will get a letter and information. If you help people with Original Medicare who live in or travel to one of the Round 2 areas and who need one of the items included in the program or who use diabetic testing supplies, please make this information available to them.
On June 3, 2013 from 9 a.m. to 10:30 a.m., a representative from CMS Region 10 will be presenting on the DMEPOS Competitive Bidding Program within the Aging and Disability Track at the AIRS Conference (June 2-5 in Portland, OR).

New Funding Opportunity to Support Navigators in Federally-facilitated and State Partnership Marketplaces
The funding opportunity is open to eligible private and public entities and self-employed individuals who wish to apply to serve as Navigators in states with a Federally-facilitated Exchange (FFE) or State Partnership Marketplace. It provides up to $54 million in total funding, with at least $600,000 in funds available for each FFE/State Partnership Exchange service area. Cooperative agreement award amounts will vary depending on the number of individuals the applicant plans to serve and the allowability of costs requested. At least two types of applicants in each FFE/State Partnership Exchange service area will receive awards, including at least one community and consumer-focused nonprofit. Applications are due by June 7, 2013.

Medicaid Disproportionate Share Hospital Allotment Payment Reductions
CMS put on display at the Federal Register a Notice of Proposed Rulemaking titled "Medicaid Disproportionate Share Hospital Allotment Payment Reductions" (CMS-2367-P.) The Affordable Care Act requires aggregate reductions to state Medicaid disproportionate share hospital (DSH) allotments annually from fiscal year (FY) 2014 through FY 2020, at the same time as the Marketplace and Medicaid provide increased coverage options that will likely reduce uncompensated care levels for hospitals. The proposed rule includes a reduction methodology for FY 2014 and FY 2015 only. A CMS fact sheet describing the rule is available here.

2013 Hurricane Preparedness Week to Kick Off May 26
Officially, the 2013 hurricane season begins June 1 and extends through November 30. In anticipation, FEMA will be launching Hurricane Preparedness Week on May 26 continuing through June 1. Hurricane Preparedness Week provides an opportunity for us to join together in a collective outreach and empower our stakeholders to take the time now to increase our level of readiness to confront all emergencies as hurricane season approaches. You can promote action on this important issue by encouraging those around you to take the Pledge to Prepare. The Pledge identifies the critical elements of readiness by educating those in hurricane prone areas to know their risk, take appropriate actions to prepare, and inspire others to do the same. FMA also has developed free online tools that can be personalize to help you spread the message of hurricane preparedness located on www.ready.gov/hurricanes under the Resources tab. This contains Press Release, Blog Post, and Op-Ed templates, along with a Social Media Library with an array of content that can be utilized to educate and inform as a part of your overall outreach.

FEMA Calls for 2013 Individual and Community Preparedness Awards Submissions
The application period for the 2013 Individual and Community Preparedness Awards is now open. These awards recognize outstanding individuals, organizations, Citizen Corps Councils and programs working to make communities safer, stronger, and better prepared for any disaster or emergency event.
To be considered for this year's Awards, all submissions must be received by June 5, 2013 at 11:59 p.m. EST, and are required to feature program activities taking place during the period of January 1, 2012 through June 5, 2013. FEMA will review all entries and select the finalists. A distinguished panel of judges from the emergency management industry will select a winner in each of the following categories:

Sen. Sanders Unveils OAA Reauthorization Legislation
On Thursday, May 23, Sen. Bernie Sanders (I-VT), Chairman of the Senate HELP Subcommittee on Primary Health and Aging, introduced legislation to reauthorize the Older Americans Act (OAA), the Older Americans Act Amendments of 2013 (S. 1028). During the OAA Summit held in conjunction with the bill's introduction, Sen. Sanders highlighted the importance of a timely reauthorization, noting that "With 10,000 Americans turning 65 every day, our country's growing population of seniors includes many who rely on these critical programs to help them stay in their own homes and communities."
NASUAD applauds Sen. Sanders for his leadership in championing OAA reauthorization in the 113th Congress, and we look forward to working with him and his colleagues to advance reauthorization in a bipartisan, bicameral way. As such, we urge the leadership of the Senate HELP and House Education and Workforce Committees to take up this important issue, and to work together and with stakeholders towards a reauthorization that will strengthen and improve the OAA, as well as the health, independence, and dignity of those that it serves.

AIRS Conference Registration Open
The Alliance of Information and Referral Systems (AIRS) Conference will be held June 2-5, 2013, in Portland, Oregon. In partnership with the Administration for Community Living (ACL) and the National Association of Area Agencies on Aging (n4a), NASUAD's I&R/A Support Center is coordinating the Aging and Disability Track for the AIRS Conference. Join us for the Aging and Disability Symposium including a pre-conference I&R/A Summit for Aging and Disability Professionals, and a full complement of workshops, panel discussions and lively conversation throughout the week.
The Aging and Disability Pre-Conference Summit on Sunday June 2, 2013 9 a.m.-3 p.m., will be different from pre-conference gatherings in past years and will include:

Association of Travel Instruction To Hold Annual Conference in August
The Association of Travel Instruction (ATI), a nonprofit organization dedicated to the professional development of public transportation travel trainers and travel instructors for individuals with disabilities and seniors, will hold its 13th Annual Conference at the Holiday Inn Chicago Mart Plaza Hotel in downtown Chicago from August 15 to August 18, 2013. Interested persons who become ATI members and who register for the ATI Conference on or before July 15, 2013 receive a $125 discount. KKF Releases a State-by-State Snapshot of Poverty Among Seniors
Traditionally, the Census Bureau has estimated poverty rates using the "official" poverty measure, which was created in the early 1960s. Some have expressed concern that the official measure is outdated and does not accurately reflect individuals' incomes or financial resources.
In response, the Census Bureau released an alternative measure for the first time in 2011, known as the supplemental poverty measure (SPM), which defines income and poverty differently than the official measure. The Census Bureau has reported that poverty rates among the elderly (those ages 65 and older) are higher under the supplemental poverty measure (15%) than under the official poverty measure (9%), which is due in large part to the fact that the former deducts health expenses from income.
A recently released issue brief by Kaiser FamilyFoundation, State-by-State Snapshot of Poverty Among Seniors: Findings From Analysis of the Supplemental Poverty Measure, looks beyond the national data to examine results by state. The brief describes the two measures of poverty and examines the share of seniors living in poverty and the share of seniors with modest incomes (defined here as below 200 percent of poverty), by state, under both measures, based on pooled data from the 2009 to 2011 Current Population Surveys.

The Kaiser Family Foundation recently released a policy brief Financial Alignment Demonstrations for Dual Eligible Beneficiaries Compared: California, Illinois, Massachusetts, Ohio, and Washington. This policy brief compares demonstration programs in California, Illinois, Massachusetts, Ohio and Washington state that will introduce changes in the care delivery systems through which people who are dually eligible for Medicare and Medicaid receive services, as well as changing the payment approach and financing arrangements among the Centers for Medicare and Medicaid Services, the states and providers.

NCOA To Host a Webinar on Balancing Incentive Program
The Balancing Incentive Program is a time-limited opportunity for states to receive additional federal funding to improve access to home and community-based services and make structural changes. States spending less than 50% of their total long-term services and supports funding on community-based services are eligible. Thirteen states have received awards totaling approximately $1.7 billion. Additional states must apply by August 1, 2014.

AmeriCorps Funding Opportunities for Indian Tribes
The Corporation for National and Community Service ( CNCS) recently announced that Indian Tribes now have the opportunity to apply for funding that would position them to identify ways that AmeriCorps members could help them tackle the unique challenges facing Native American communities.
The AmeriCorps planning grants provide up to $75,000 for a one-year period to provide support to an Indian Tribe for the development of an AmeriCorps program that will engage AmeriCorps members in order to address pressing community problems. Planning grant recipients are expected to be better prepared to compete for an AmeriCorps program grant in the following grant cycle.

Wounded Warrior Project Invites Letters of Interest for Projects That Provide Direct Services to Veterans
The Wounded Warrior Project is accepting Letters of Interest from nonprofit organizations that provide direct programming and services to the current generation of wounded veterans.
Grants of between $5,000 and $250,000 will be awarded for projects that enhance the lives of injured service members and their families by supporting programs that fall into four service areas:
- Mind programs should enhance the mental health of wounded service members and help foster their healthy readjustment to civilian life.
- Body programs should provide unique sporting, fitness, and wellness activities for warriors and their families. Preference is given to programs that engage warriors over a sustained period of time and facilitate opportunities for leadership and peer mentoring.
- Economic empowerment programs should provide programs or services to warriors in the area of employment, higher education, financial literacy, or other opportunities that enhance economic empowerment among wounded veterans and their families.
- Engagement programs should empower injured service members by connecting them with their peers and continued opportunities to serve and engage with their larger communities.
Priority will be given to projects that offer innovative programming and unique opportunities, fill service gaps by offering programming or services where demand outpaces supply or services do not currently exist, reach veterans and family members in underserved geographic areas, and foster continued leadership, mentorship, and sense of purpose among injured service members.
Letters of Interest must be received no later than June 1, 2013. Upon review, selected organizations will have until July 8, 2013, to submit complete applications.

Shenandoah Area Agency on Aging (SAAA) Seeks Executive Director
The Shenandoah Area Agency on Aging (SAAA) is seeking a highly skilled, mission-driven professional to serve as its next Executive Director. SAAA provides a range of services that benefit senior citizens in the Virginia Counties of Clarke, Frederick, Page, Shenandoah and Warren and the Virginia City of Winchester. The Executive Director reports to the agency's Governing Board of Directors.
SAAA programs in Fiscal Year 2012 included congregate Active Living Center (ALC) meals of 36,821; 40,673 Meals on Wheels deliveries; 28,686 transports to ALC Centers; 6,540 Well-Tran rides; 422 hours of legal assistance; two elder abuse cases; 13,079 hours of disease prevention; and 43,020 hours of socialization/recreation.
The Director provides leadership and vision in planning services, coordinating community programs, developing new initiatives and fundraising. The Executive Director must work effectively with the Board of Directors, elected officials, local governments, advisory councils, advocacy organizations, agency staff, volunteers and older individuals and families receiving services. The executive director is responsible for administration, personnel and financial management, including the monitoring of programs and subcontractors.
The successful candidate will be expected to possess at a minimum a Bachelor's degree from an accredited college or university with a major in business or public administration, gerontology, social work or a closely related field. A Master's degree is preferred. Strong written and oral communication skills and public relations skills are critical. Experience and knowledge of basic principles and professional practices of planning and public administration in providing services are desired. In addition, candidates should have a minimum of 5 years' experience in progressively responsible administrative or supervisory work in either a public or private agency. Travel will include visits to service sites and contractors throughout the area and travel to Richmond and other areas of the state as necessary for meetings and conferences. The salary range is $70,000 to $100,000.
