Volunteers Matter: Excellence in Volunteer Services Award

NASUAD, with funding from the Volunteer Collaborative, is proud to announce the 2013 Volunteers Matter: Excellence in Volunteer Services Awards. This initiative is designed to highlight successful state-run programs that are leading the way in the creative use of volunteers in the long-term services and supports network.  The award is open to programs that help older adults and persons with disabilities in the long-term services and supports system. Programs must be statewide in scope and operation.  Winning programs will demonstrate innovations in one or more of the following:

  • Promoting intergenerational interaction
  • Incorporating Baby Boomers as volunteers
  • Including Veterans as volunteers or recipients
  • Creative strategies for recruitment and retention of volunteers of varying backgrounds, ages and abilities 

Three awards will be given at the 2013 HCBS Conference.  Winners will receive:

  • A cash prize of $1,000 to be used to strengthen the winning volunteer program
  • An all-expenses paid trip to the 2013 HCBS conference, September 9-12 in Washington, D.C. where each winner will be recognized and highlight their program's success with the other winners in a joint workshop
  • A NASUAD press release highlighting the program along with recognition on the NASUAD website

Submissions will be accepted from January 31st through May 30th, 2013.  Winners will be notified in June, 2013 to prepare for formal announcement at the 2013 HCBS conference.

Final FY2013 Funding Levels Released for OAA Programs

Earlier this week, ACL released final FY2013 funding levels for all of its programs, including those administered by AoA and AIDD.  These numbers reflect final year funding amounts after several cuts and transfers, including: a 0.2 percent across-the-board (ATB) reduction that was required in order to stay within the 2013 discretionary spending cap established in the Budget Control Act (BCA); the BCA's sequester of approximately 5 percent, which began on March 1 for FY2013; and Secretarial transfers made across all HHS programs to fund department-wide initiatives, such as implementation of the Affordable Care Act (ACA). 

 

Relative to FY2012, these reductions represent a cumulative cut of about 5.6 percent to overall OAA program funding.  However, as ACL previously explained, for formula grants, the impact varies widely among states and between programs, due to the different statutory factors ACL uses to determine state allocations - such as hold harmless provisions, minimum allotments, and population.

 

Interim grants, totaling approximately two months of funding, were issued on May 1.  ACL expects to complete final FY2013 formula grant calculations by early June, at which time individual state Notices of Award will be issued.  Total formula grant allocations to states are expected to be lower than the sequester estimates ACL previously released in March.

2013 Webinar Series on Alzheimer's Disease and Resources

The National Institute on Aging (NIA) at the National Institutes of Health (NIH) and the Administration for Community Living (ACL) are collaborating to host a five-part webinar series with the goals of  1) improving coordination of federal resources available to assist people with Alzheimer's disease or other dementias and their family caregivers and  2) encouraging awareness of research participation opportunities. 

 

NIA & ACL invite you to take advantage of these opportunities.  You can register for  register for all the webinars or just the one or two that most interest you.  Registration will open approximately two months in advance of each webinar. 

 

The firt part of the webinar series will take place on May 23, 2013.

Medicaid Disproportionate Share Hospital Allotment Payment Reductions

CMS put on display at the Federal Register a Notice of Proposed Rulemaking titled "Medicaid Disproportionate Share Hospital Allotment Payment Reductions" (CMS-2367-P.) The Affordable Care Act requires aggregate reductions to state Medicaid disproportionate share hospital (DSH) allotments annually from fiscal year (FY) 2014 through FY 2020, at the same time as the Marketplace and Medicaid provide increased coverage options that will likely reduce uncompensated care levels for hospitals. The proposed rule includes a reduction methodology for FY 2014 and FY 2015 only. A CMS fact sheet describing the rule is available here.

 

The rule is available here and will be published in the Federal Register on May 15, 2013. Public comments are due July 12, 2013. Please refer to the Federal Register for information about how to submit comments.

Durable Medical Equipment, Prosthetics, Orthotics, and Supplies (DMEPOS) Competitive Bidding Program

If you help people with Original Medicare get certain durable medical equipment and supplies, such as oxygen, walkers, or wheelchairs, you should know about a Medicare program, called the Durable Medical Equipment, Prosthetics, Orthotics, and Supplies (DMEPOS) competitive bidding program, that saves money for taxpayers and people with Medicare and may change the suppliers people with Medicare will need to use.

 

The first round of the program went into effect in nine areas of the country on January 1, 2011, reducing money spent for equipment included in the program by over 42 percent in its first year of operation while maintaining access to quality equipment and supplies.  Now the program's benefits are coming to people with Original Medicare near you, and there is some important information you need to know.  Round 2 of the program is scheduled to begin on July 1, 2013, and expands it to 91 additional areas across the country.  These areas can be found in the fact sheet here.

  

When the program starts, people with Original Medicare who live in or travel to one of these areas and need the items listed below will likely need to get these items from contract suppliers if they want Medicare to help pay, unless their current suppliers decide to become grandfathered suppliers (non-contract suppliers that choose to continue to provide certain rented medical equipment or oxygen under the terms of the program). 

 

So people will need to find out which suppliers are Medicare contract suppliers to make sure Medicare can help pay for their medical equipment or supplies. You can find out if a supplier is a contract supplier for the program by visiting here or by calling 1-800-MEDICARE (1-800-633-4227). 

 

In addition eight product categories included in Round 2 of the program, Medicare will be starting a national mail-order program for diabetic testing supplies at the same time as Round 2.  The national mail-order program will include all parts of the United States, including the 50 States, the District of Columbia, Puerto Rico, the US Virgin Islands, Guam, and American Samoa.  When the national mail-order program starts, people with Original Medicare will need to use a contract supplier for diabetic testing supplies delivered to their homes. 

 

Starting May 13, 2013, Medicare is mailing information to people with Medicare in the 91 Round 2 areas who use the items included in the program, in addition to those who use diabetic testing supplies across the country.  Approximately 5.7 million people with Medicare will get a letter and information.  You can review the letters, introductory brochure, national mail-order program fact sheet and other program education materials by visiting here.

 

If you help people with Original Medicare who live in or travel to one of the Round 2 areas and who need one of the items included in the program or who use diabetic testing supplies, please make this information available to them.

 

On June 3, 2013 from 9 a.m. to 10:30 a.m., a representative from CMS Region 10 will be presenting on the DMEPOS Competitive Bidding Program within the Aging and Disability Track at the AIRS Conference (June 2-5 in Portland, OR).

CMS Seeks Public Comment on Defining QIO Service Areas

The Centers for Medicare & Medicaid Services (CMS) issued a request for information (RFI) notice,  HHS-CMS-CCSQ-RFI-13-QIO Program: Request for Information to Establish Services Areas for Quality Improvement Organizations (QIOs) to seek comment about how to best organize our national cadre of Medicare QIO contractors. CMS will use the comments from this notice to inform future QIO-related acquisitions.

 

In 1984, CMS issued its first set of contracts to one organization in all 50 states, DC, and other territories to serve as that state/jurisdiction's QIO contractor. Since then, the field of health care quality improvement has blossomed tremendously. The need for QIOs has evolved from utilization review alone to convening complex local communities that can span state boundaries, particularly as health delivery systems become more horizontally and vertically integrated and new alliances form.   

The RFI details four potential options CMS may use to divide work among a varying number of QIO contractors into service areas (jurisdictions or regions) that are focused on quality-improvement-related work only. They are also seeking new ideas about other options to consider in organizing QIO contractors.

New Funding Opportunity to Support Navigators in Federally-facilitated and State Partnership Marketplaces

The funding opportunity is open to eligible private and public entities and self-employed individuals who wish to apply to serve as Navigators in states with a Federally-facilitated Exchange (FFE) or State Partnership Marketplace.  It provides up to $54 million in total funding, with at least $600,000 in funds available for each FFE/State Partnership Exchange service area.  Cooperative agreement award amounts will vary depending on the number of individuals the applicant plans to serve and the allowability of costs requested.  At least two types of applicants in each FFE/State Partnership Exchange service area will receive awards, including at least one community and consumer-focused nonprofit. Applications are due by June 7, 2013.

Facilitating Medicaid and CHIP Enrollment and Renewal in 2014

On May 17, 2013, CMS' Center for Medicaid and CHIP Services sent an information bulletin to State Health Officials and State Medicaid Directors offering optional strategies that can help make significant progress toward reducing the number of uninsured individuals and optional tools to help states manage the transition to their new eligibility and enrollment systems and coverage of new Medicaid-enrollees.

2013 Hurricane Preparedness Week to Kick Off May 26

Officially, the 2013 hurricane season begins June 1 and extends through November 30.  In anticipation, FEMA will be launching Hurricane Preparedness Week on May 26 continuing through June 1. Hurricane Preparedness Week provides an opportunity for us to join together in a collective outreach and empower our stakeholders to take the time now to increase our level of readiness to confront all emergencies as hurricane season approaches. You can promote action on this important issue by encouraging those around you to take the Pledge to Prepare.  The Pledge identifies the critical elements of readiness by educating those in hurricane prone areas to know their risk, take appropriate actions to prepare, and inspire others to do the same.  FMA also has developed free online tools that can be personalize to help you spread the message of hurricane preparedness located on www.ready.gov/hurricanes under the Resources tab.  This contains Press Release, Blog Post, and Op-Ed templates, along with a Social Media Library with an array of content that can be utilized to educate and inform as a part of your overall outreach.

FEMA Calls for 2013 Individual and Community Preparedness Awards Submissions

The application period for the 2013 Individual and Community Preparedness Awards is now open. These awards recognize outstanding individuals, organizations, Citizen Corps Councils and programs working to make communities safer, stronger, and better prepared for any disaster or emergency event.

 

To be considered for this year's Awards, all submissions must be received by June 5, 2013 at 11:59 p.m. EST, and are required to feature program activities taking place during the period of January 1, 2012 through June 5, 2013.  FEMA will review all entries and select the finalists.  A distinguished panel of judges from the emergency management industry will select a winner in each of the following categories:

Senate Aging Committee Celebrates the 50th Anniversary of Older Americans Month

In celebration of the 50th Anniversary of Older Americans Month, Senator Bill Nelson, Chairman of the Senate Special Committee on Aging, submitted a Senate resolution with Senators Collins, Sanders, and Coons, commemorating the contributions and achievements of our nation's seniors.  The Senate passed the resolution (S.Res.137) by unanimous consent.

AIRS Conference Registration Open
The Alliance of Information and Referral Systems (AIRS) Conference will be held June 2-5, 2013, in Portland, Oregon. In partnership with the Administration for Community Living (ACL) and the National Association of Area Agencies on Aging (n4a), NASUAD's I&R/A Support Center is coordinating the Aging and Disability Track for the AIRS Conference. Join us for the Aging and Disability Symposium including a pre-conference I&R/A Summit for Aging and Disability Professionals, and a full complement of workshops, panel discussions and lively conversation throughout the week.

The Aging and Disability Pre-Conference Summit on Sunday June 2, 2013 9 a.m.-3 p.m., will be different from pre-conference gatherings in past years and will include:

  • 9:00 a.m. to 9:30 a.m.: A networking breakfast

  • 9:30a.m. to noon: A discussion focused on state-to-state interaction and technical assistance where participants will share their experiences and ask questions about current trends, new initiatives and upcoming national events in I&R/A service delivery.

ACAP releases new data on level of churning in Medicaid program

On May 10, 2013, ACAP released an updated report that provides an estimate of the level of "churn" across the country. The report, authored by health policy researchers at George Washington University, shows that the average Medicaid beneficiary is enrolled in the program just 9.7 months of the year,disrupting continuity of care for people with low incomes, leading to higher monthly medical costs, interfering with efforts to measure the quality of care delivered through Medicaid and diverting resources from clinical care to eligibility assistance. The report also found wide variation in enrollment continuity ratios among states. The updated study was released in conjunction with a Congressional staff briefing held on May 10, 2013.

Massachusetts Lifespan Respite Coalition

2013 National Lifespan Respite Conference Announces Call for Presentations

 

The Massachusetts Lifespan Respite Coalition, in collaboration with the ARCH National Respite Network, will host the 2013 National Lifespan Respite Conference in Boston, MA on October 15-17, 2013. The theme for the conference is The Freedom Trail to Respite, reflecting the great historical backdrop of the beautiful city of Boston and acknowledging the significant role respite can play in providing improved quality of life for the nation's family caregivers.

 

This conference is intended for everyone who supports family members and family caregivers of individuals across all ages throughout the Lifespan. Conference keynote speakers and breakout sessions will offer a multitude of opportunities to "connect the dots" between the Lifespan Respite Care Program and other respite programs and initiatives that support caregivers. The now open call for submissions is an opportunity for stakeholders to share innovative best practices related to respite care, and to give others the chance to benefit and learn from what others have accomplished.

NASHP Summarizes State Approaches to Qualified Health Plan Certification

Beginning on October 1, 2013, state health insurance exchanges must certify qualified health plans (QHP) that are available for people to purchase through the exchange.  To date, states have taken unique strategies for certifying these plans - some exchanges plan to selectively contract and negotiate prices with plans; others plan to add standards for plans beyond the federal requirements; and others are accepting all plans that meet the federal requirements.

 

To summarize the standards states have set for allowing plans to be sold in their exchanges, the National Academy for State Health Policy's (NASHP) State Refor(u)m staff examined the QHP certification processes of 24 states and created a chart with key information on network adequacy requirements, rating standards, expected certification dates, and more.

The Nationl Consumer Voice for Quality Long-Term Care

On May 23, 2013 from 2:30-3:30 pm ET, the National Consumer Voice for Quality Long-Term Care (Consumer Voice) will host a free webinar on "Improving Care by Strengthening the Direct Care Workforce: Why Immigration Reform is Important to Home Care Consumers.  In this webinar, participants will learn how changing our immigration system would strengthen the direct care workforce and how a stronger workforce would improve access to, and the quality of, home care services for consumers.

National Health Policy Forum (NHPF)

New NHPF Paper Looks at Money Follows the Person Rebalancing Program

National Health Pilicy Forum recently published a new paper Money Follows the Person (MFP) Rebalancing Program: A Work in Progress (Author: Carol V. O'Shaughnessy). As part of the Deficit Reduction Act of 2005, Congress enacted the Money Follows the Person Rebalancing (MFP) program, a Medicaid demonstration to help people who need long-term services and supports transition from nursing homes and other institutions to their own homes or other community settings. The Patient Protection and Affordable Care Act of 2010 extended the program through September 30, 2016. Now in its seventh year of operation, MFP grants to states have helped over 25,000 people transition from institutions. In part due to the complexities of these transitions, the number of people transitioned to date has been somewhat less than originally projected, though the rate of transitions has increased in recent years. This publication presents an overview of the MFP program, funding, and selected outcomes as described by an ongoing evaluation for the Centers for Medicare & Medicaid Services.

Webinars on Identifying the Actual Cost of a Meal

The National Resource Center on Nutrtion and Aging is offering two webinars in May on Identifying the Actual Cost of a Meal. The webinars, part of the NRC's Momentum series, will be offered in two parts.

 

Part 1 - What Is The Importance For Nutrition Programs?  Part 1 took place on May 16, 2013.

Description: Do you know what your organization's actual costs are relative to providing a meal?  Part 1 of this two part series focuses on an overview from the state, area agency on aging and local provider perspective.  A provider of nutrition services is fundamentally a business whose intent is to fulfill its mission - and not to lose money in the process.  The pressure to be cost-effective will only intensify.  Increased demand, government funding cuts, donor requirements and competition from other service and for-profit providers will change the environment in which nutrition programs operate.   Every nutrition program executive must be aware of the actual costs of services provided. Through the Affordable Care Act nutrition service providers may be able to create opportunities to collaborate with insurance, healthcare and long term care support systems.   It is imperative to fully understand your actual costs and acceptable "profit margins" before entering this changing business arena. 

Part 2 - Understanding And Calculating Meal Costs

Description: In this era of expanding need for nutrition program services in a competitive environment, understanding the actual costs and value of your meals is essential for all programs.  This webinar will focus on helping you understand all the components of your total meal cost (which is not just raw food cost), and will provide you with tools to help you identify and calculate the actual total meal costs.  Through the use of these tools, you should be able to better monitor and manage your meal costs, and thus your program costs, enabling you to be competitive as a services provider in today's environment.  This session is designed for anyone who plans or oversees a senior nutrition program budget. Webinar participants will be given a workbook with cost management exercises and will have the opportunity to ask questions and share ideas during the webinar.

PHI Michigan Releases Survey Findings on Direct-Care Workforce in Michigan's Home and Community-Based Long-Term Care Programs

The first statewide surveys of Medicaid-funded home and community-based services (HCBS) providers designed to capture data and information on the direct-care workforce have identified low wages, part-time hours, and the need for enhanced training as significant challenges to attracting and retaining direct-care staff to these programs. Through a grant from CMS to the Michigan Office of Services to the Aging, PHI Michigan conducted surveys of providers in the Medicaid MI Choice HCBS Waiver, Community Mental Health (CMH) Waiver and Home Help programs in 2012 to determine the size, stability, and compensation of the direct-care workforce. Information on health care coverage, core competencies, and training was also gathered through the surveys. PHI Michigan also conducted companion surveys to learn more about the workers hired and supervised directly by participants in the MI Choice and CMH self-determination programs.

AmeriCorps Funding Opportunities for Indian Tribes

The Corporation for National and Community Service (CNCS) recently announced that Indian Tribes now have the opportunity to apply for funding that would position them to identify ways that AmeriCorps members could help them tackle the unique challenges facing Native American communities.
  

The AmeriCorps planning grants provide up to $75,000 for a one-year period to provide support to an Indian Tribe for the development of an AmeriCorps program that will engage AmeriCorps members in order to address pressing community problems. Planning grant recipients are expected to be better prepared to compete for an AmeriCorps program grant in the following grant cycle.

Wounded Warrior Project Invites Letters of Interest for Projects That Provide Direct Services to Veterans

The Wounded Warrior Project is accepting Letters of Interest from nonprofit organizations that provide direct programming and services to the current generation of wounded veterans.

 

Grants of between $5,000 and $250,000 will be awarded for projects that enhance the lives of injured service members and their families by supporting programs that fall into four service areas:

  • Mind programs should enhance the mental health of wounded service members and help foster their healthy readjustment to civilian life.
  • Body programs should provide unique sporting, fitness, and wellness activities for warriors and their families. Preference is given to programs that engage warriors over a sustained period of time and facilitate opportunities for leadership and peer mentoring.
  • Economic empowerment programs should provide programs or services to warriors in the area of employment, higher education, financial literacy, or other opportunities that enhance economic empowerment among wounded veterans and their families.
  • Engagement programs should empower injured service members by connecting them with their peers and continued opportunities to serve and engage with their larger communities.

Priority will be given to projects that offer innovative programming and unique opportunities, fill service gaps by offering programming or services where demand outpaces supply or services do not currently exist, reach veterans and family members in underserved geographic areas, and foster continued leadership, mentorship, and sense of purpose among injured service members.

 

Letters of Interest must be received no later than June 1, 2013. Upon review, selected organizations will have until July 8, 2013, to submit complete applications.
