Dear Colleague,

 

I attended the ACC Board of Governors Meeting on March 28, 2014, and would like to share some highlights with you.

 

ABIM MOC and Recertification

Dr. Richard Baron, President and CEO at ABIM, spoke to the Board of Governors about the recertification and maintenance of certification process.  He explained the rationale for the processes that ABIM has developed for attesting to the qualifications for certification. 

 

After his presentation a number of Governors made pointed comments about the process, including:

  • Does not recognize CME and other educational content that doctors receive.
  • Lack of evidence for these increasing burdens, despite the amount of work required.
  • Concerns about the Practice Improvement Module (MOC Part 4) around the amount of work, lack of feedback, and competing quality improvement initiatives we do in our hospitals and practices.

Henry H. Ting, MD, indicated that the Mayo Clinic had applied to the ABIM for and received approval to attest to MOC Part 4 (Practice Improvement) on behalf of physicians that participate in quality improvement at their institution. This may be an opportunity at your institutions.

 

ACC Strategic Plan Rolled Out

The ACC is rolling out its strategic plan. There are 6 key areas:

  • Membership value and engagement
  • Population Health
  • Data, Information and Knowledge
  • Transformation of care
  • Purposeful education
  • Advocacy

The Ohio-ACC looks forward to bringing members value through these key initiatives.  

 

ACC PAC

The ACC PAC is an important vehicle for ACC to advocate for the practice of cardiology at the State and National level on your behalf.   Please contribute to the ACC Political Action Committee (PAC). To make a contribution to the PAC go to www.accpacweb.org.

 

Science News from ACC.14

One of the most interesting presentations was the negative result of the Symplicity-3 trial of renal denervation using Medtronic's radiofrequency catheter for the treatment of drug resistant hypertension.  Prior studies, either uncontrolled or using unblended controls, had suggested that renal denervation using an RF system markedly improved blood pressure control.  However, Symplicity-3 was rigorously controlled with the inclusion of a blinded control group.  This study showed minimal benefit, with both the control arm and the RF ablation arm showing reductions in blood pressure that were nearly equivalent.  Some were surprised by the reduction of blood pressure in the control arm, however, this has been observed previously in anti-hypertensive medical therapy trials.

What will this mean for the field of renal denervation?  I have a few thoughts:

  • Future trials for blood pressure devices should include a blinded control arm prior to approval.  Otherwise placebo and other confounding effects may markedly mislead the apparent utility of such devices.
  • Renal denervation may still have merit, however, it appears that there either needs to be improvement in technology or technique so that the benefits are of sufficient magnitude to pursue.

The new ACC College-Wide mentoring program is now live at http://www.cardiosource.org/mentoring thanks to the efforts of the Early Career Professional council, staff, and Health-E-Careers.

All mentors are needed - not just academic, but private practice, researchers, and every other type of cardiologist and cardiothoracic surgeons. Early career professionals are looking for folks to learn from that may not be available from their own institution, and as such, we need you. Please visit http://www.cardiosource.org/mentoring to sign up. Early career members, please sign up as mentees.

Once a critical mass is reached, the program will commence in matching mentors to mentees based on a scoring algorithm, taking region, gender, speciality, etc. in to account to ensure the best possible matches. The system will eventually be able to shepherd, evaluate, and allow changes in mentorship sessions and participants.

Congress Passes 12-Month SGR Patch
Despite a last ditch effort by Senate Finance Committee Chairman Ron Wyden to permanently repeal and replace the Sustainable Growth Rate (SGR) formula, the Senate passed the Protecting Access to Medicare Act of 2014 (H.R. 4302) on March 31 in a vote of 64-35. The legislation, which delays for 12 months a 24 percent Medicare physician payment cut that was set to kick in April 1, is the 17th patch that Congress has enacted since 1997. Last week, the House passed the bill by voice vote. It also delays the transition to ICD-10 for one year. Get more details on the provisions included here.
MOC Deadline Extended Through April 30
The American Board of Internal Medicine (ABIM) has extended the enrollment deadline for anyone choosing to participate in MOC throughApril 30.  Those enrolled by this date will be reported as "Meeting MOC Requirements."  Otherwise, physician choosing not to enroll will be reported as "Certified, Not Meeting MOC Requirements."  The original deadline was March 31. The ABIM's MOC changes, which took effect as ofJan. 1, apply to all certified physicians - including those originally certified prior to 1990 (grandparents) - and require specific proactive steps on the part of physicians over the next two years. ACC.14 hosted several sessions dedicated to helping cardiologists understand and meet the new requirements, as well as featured an MOC Complex to help with questions. In addition, the College is using an ongoing three-pronged strategy to help members not only understand, but meet, the new requirements. In addition to communicating with and answering questions from members, the College is also gathering and providing feedback to ABIM on the concerns of the cardiovascular community. Ohio-ACC Legislative Day a Success
Legislative Day The Ohio-ACC held another great Legislative Day in Columbus at the beginning of March with thirty participants. The event kicked off with a welcome dinner at which Rep. Gerald Stebelton and Bob Williams, RN, BSN, AACC, were honored for their work on AED legislation. Jeff Kasler from the OSMA provided background on issues facing the Ohio Legislature and tips on solidifying good working relationships with legislators. Dr. Mary Applegate, Ohio Medicaid Medical Director, discussed the latest on the Office of Health Transformation's initiative regarding payment reform as it applies to PCI in Ohio.  

Members then headed to the Statehouse to share information on legislation impacting AEDs, tobacco restrictions, youth cardiac arrest and enhancements to medical liability reform.

Ohio-ACC Wins ACC Chapter Innovation Award
The Ohio-ACC received an ACC Chapter Innovation Award at the ACC Leadership Conference in January! The Ohio-ACC was recognized for increased advocacy engagement.The innovative methods of networking and encouraging grassroots participation paid off:

  

*Thirty-one Ohio-ACC members attended the ACC Legislative Conference. The Ohio-ACC had one of the largest contingencies  of FITS at the meeting.  There was a strong push for FIT involvement in advocacy as the Ohio-ACC believes that engaging FITs in advocacy during the early stages of their careers will help keep them engaged and passionate about the College's mission and demonstrate that their voices matter.

  

* Twenty-four people attended the 2013 Ohio-ACC State Legislative Day: 11 CCAs, 11 physicians and 2 Mended Hearts patients.

  

*We are excited to report that one of our CCAs felt so passionate about the legislative process that he set out to change AED legislation in Ohio. Bob Williams, RN, BSN, AACC, contacted his state representative about his ideas; several meetings were held with the legislator, Ohio-ACC members, and other key organizations. The AED legislation has since passed the Ohio House and is now in the Senate.

  

* Within the Ohio ACC Board we created an advocacy working group that is furthering our activities.

  

* Relationships with legislators have been formed, and district meetings have already taken place as a result.

  

* Most importantly, our members are engaged in the advocacy process. The Ohio-ACC is poised to make advocacy a priority in 2014.
