It's Sunshine Week: Let the sun shine in!

-16 is the 9th annual Sunshine Week. This national, non-partisan, non-profit initiative was started in 2005 by the American Society of News Editors, to coincide with James Madison's birthday on March 16. It grew out of a perceive need to raise public awareness about the need for open government. Though created by journalists, it is about the public's right to know what its government is doing and why. Open government is more efficient and less corrupt. Everyone can be a part of Sunshine Week. Will you?

Why people should care about open records

The Ohio public records law is intended to serve every citizen, not just journalists, but it is up to the journalists to check on whether officials are complying with it. It is disturbing that across Ohio public records audits have shown compliance only about half the time.
Before local officials can be convinced to follow the law, they must see a need to do so that is based on their own goals and job security. They must think the voters who elected them support open government.
Why should every citizen want open records? Here are three reasons:
- It is a means of meeting personal needs. Citizens need information to protect themselves and their families and property. Examples of records that can help them do that include listings of sex offenders, reports on crimes and court action, assessments of teacher qualifications and performance, records of the enforcement of building and zoning laws, and reports on the monitoring of air and water quality and industrial waste discharges.
- It helps with the proper functioning of democracy. Citizens must have information to make good choices, influence policy and keep up with the progress and problems of their communities. People cannot support what they do not see, and this should be especially significant for school officials, whose stewardship is repeatedly put to the test in balloting on tax levies.
- It prompts better behavior by public officials. The knowledge that citizens can see what they put in records, as well as what they do at meetings, tends to improve the quality of the work of public officials.
When it comes to property and court records, some offices are already very responsive, in part because they commit staff and budget to serving the public. Other publ
ic agencies should consider doing the same.
The Ohio Attorney General's Office historically has taken the lead in promoting understanding of public records, and the current attorney general, Mike DeWine, is no exception. DeWine's office maintains a web site that provides a manual on the law, examples of model public records policies and other information. The web site may be found at:

IRE Fellowships for Freelance Investigative Journalists
From March 1-15 , Investigative Reporters & Editors is offering the chance for full-time freelance journalists to apply for a $1,000 fellowship.
Designed to help fellows with investigative projects, proposals will be judged partly on the following:
- The project's breadth, significance and potential impact.
- Projects published or aired primarily in the U.S.
- Projects involved with whistleblowers,business ethics or privacy
- Other topics will be seriously considered
Mail three copies of the completed form and attachments by postmark deadline March 15, to:

Attach a current resume.
Attach or include examples of your work that best represent your investigative reporting capability or promise. If you are a print reporter, include 2 clips on 8.5 x 11" paper. If you are an online journalist, include printed copies of the Web pages (including URL). If you are a broadcast reporter, include a DVD of your work, an audio recording on CD (radio), or a transcript. If you are an editor or producer, include work you supervised. You may include a brief explanation of special contributions you made or hurdles you faced in completing this project.
On a separate sheet of paper, please address the following items:
- Explain your freelance status in as much detail as necessary for the selection committee to determine your eligibility.
- Describe your project in a narrative of no fewer than 200 words and no more than 1000 words.
- How do you plan to spend the money if you receive one of the IRE freelance fellowships?
- If your project requires additional funding, how do you plan to raise the rest of the funding necessary to complete your project?
- Where do you hope to publish or air the project?
- Have you discussed publication with any specific outlets? If so, please summarize the conversations. If you have already signed a contract with a publisher or broadcast outlet, please provide specifics.
- If you receive one of the fellowships, when do you expect to deliver the project to a potential publisher or broadcast outlet?

Ohio's SPJ awards go online
|

Now you can enter Ohio's SPJ awards contest, Ohio's Best Journalism 2013, online! That's right, starting this year, to enter you can simply click here and submit your best work in a variety of categories. No more paper entry forms, copying, manila folders, envelopes, shipping.
The awards honor print, broadcast, trade, online and college journalism published or broadcast in 2012, for the best work serving the public interest and protecting press freedom. The deadline is 11:59 p.m. April 14.
You don't need to be an SPJ member to enter but you do get a $5 discount on your entry fee if you are. To qualify for the SPJ member discount, you will have to provide the SPJ member number of the person who did the work. In the event of a team project, at least one member of the team must be an SPJ member to qualify for the SPJ member discount.

| High Security - How I Got That Story |  |
July 28, 2012 saw a never before rupture of security at the Y-12 nuclear weapons facility in Oak Ridge, Tenn.
Protesters broke in to the core of the plant, strung crime scene tape, painted slogans on the wall and threw blood on the uranium storehouse.
Frank Munger, senior writer as well as blogger and columnist for the Knoxville News Sentinel, carefully put together a story through report after report that identified the protesters, published the course of events and provided much needed context from his knowledge of the facility and its development.
Over the next months Munger followed the story as deficiencies were exposed, top executives were fired and a security company lost its contract.
On March 20 from 2-3 p.m., Munger will discuss the skills that contributed to the crafting of this major story, including:
- Using experience to advantage
- How to create experience if you don't have it
- Using blogs to break news and build an audience
- Sources, Sources everywhere

Greater Cleveland Volunteers (www.greaterclevelandvolunteers.org) is a non-profit agency that provides volunteers for over 130 non-profit agencies in Cleveland, one-day community events, literacy tutors and mentors for elementary school students in the Cleveland Metropolitan School District. The volunteer will work with Greater Cleveland Volunteers staff to perform several tasks for the marketing, communications and branding of the organization. The schedule is flexible and some work can be completed off-site.
