Following today's resignation of St. Clair County Clerk Bob Delaney, it was announced that former state representative Tom Holbrook would be appointed to fill the rest of Delaney's term.
Delaney's resignation came the day after a lawsuit was filed against him alleging racial and sexual discrimination.
Holbrook served in the House for eight terms, from 1995 until 2011. After retiring from the General Assembly, Holbrook was appointed to serve as the head of the Illinois Pollution Control Board.
Holbrook's appointment will be presented to the county board on Monday for approval. I fully expect it to be approved by a majority of members. I however will be voting "Present" or "No". That decision will be made depending on whether or not I can determine if Mr. Holbrook plans to accept a pension through IMRF while serving.
In related news, a report released today compiled by the county's Equal Employment Opportunity officer alleged that Delany would drink on the job, taunted a hearing-impaired worker, used racial and sexual slurs, and threatened to remove all "Mexicans" from his office. Delaney denied mistreating his employees.
In Illinois, a county clerk's primary duties include conducting elections, serving as a clerk for the County Board, and maintaining records that include marriage, birth and death certificates.
