Wishing You a Wonderful Holiday Season and Happy New Year!

- Human Services Department Staff

Thank You, Fremont!

THIS YEAR'S MAKE A DIFFERENCE DAY
A HUGE SUCCESS!

The City salutes the 2,877 volunteers, comprised of Fremont individuals, families, clubs, schools, businesses, churches, and nonprofit organizations, that joined together for a "national day of doing good" on Saturday, October 25. The annual Make A Difference Day was sponsored by the City of Fremont Human Relations Commission and it showcased Fremont residents serving their community in a variety of practical ways.

This year, volunteers participated in 100 planned projects throughout Fremont and contributed more than 11,500 volunteer hours! Projects included: haircuts for low-income residents, Stivers Lagoon cleanup, many school beautification projects, mobile home park yard work, mending of clothing for seniors, meals for the needy, clothing and shoe drives, community gardening, and many more!

Mark your calendar for next year's event on Oct. 24, 2015! For more information contact Project Manager Christine Beitsch at makeadifferenceday@fremont.gov or 510-574-2099.

Community Development Block Grant Request for Proposals

The City of Fremont announces the availability of approximately $700,000 in Community Development Block Grant funds for the following types of eligible FY 2015-16 CDBG projects:

  • Acquisition, construction or rehabilitation of facilities and improvements, including energy efficiency improvements, for community use such as childcare centers, homeless shelters, and health centers, etc. The facility must predominantly benefit low and moderate-income households.
  • Certain activities to stimulate the production of affordable housing for low and moderate-income families, seniors, and disabled.

In partnership with the Citizens Advisory Committee, the Human Services Department administers the City's Community Development Block Grant (CDBG) program. In past years, the City has granted CDBG funds to rehabilitate the local homeless shelter and a local food bank, to improve the efficiency of Tri-City Health Center's clinics, to remodel program space to accommodate the efficiency of two adult day care programs and acquire land for several affordable housing projects.

Application for funds is available on December 8th at http://www.fremont.gov/255/City-Funded-Grants. Applications are due on January 22, 2015. For more information, please contact, CDBG Administrator, Lucia Hughes at Lhughes@fremont.gov or 510-574-2043.

Youth & Family Services (YFS)
Youth Empowerment & Work Experience Academy Supports Youth on Probation

In a collaborative effort, Fremont Unified School District, Youth & Family Services and, Highway to Work conducted, for the second year, a Youth Empowerment & Work Experience Academy for youth on Probation. The youth who graduated this summer gained elective credit, job readiness skills, work experience credit and employment.

The teachers working with these youth were impressed by the changes they witnessed, including a positive shift in attitudes and behaviors, improvement in interpersonal and anger management skills, greater awareness of the impact of drugs and alcohol, and development of healthy coping skills. The participating youth developed insight about how they fit into their community. They began making more positive choices and taking on leadership roles with peers.

This year, we are excited to partner with Bridge Builders to implement a mentoring program to sustain the emotional gains the youth have made. Youth are being paired with caring adult mentors to assist them in learning life skills and developing core values through exposure to enrichment, education and positive role models.

Bridge Builders is a partnership with the South Bay Community Church. Contact Tracy Perrilliat (tperrilliat@sobcc.org) for more information.

A Student Success Story

Eric Rodriguez speaking at the Youth Academy Graduation August 2014

Eric Rodriguez is an exemplary alumnus of the Youth Empowerment and Work Experience Academy, which he participated in this summer. He grew up in a household with older siblings who were involved in gang activity and he initially followed in their footsteps. Raised by his father, after his mother left the family when he was six months old, he turned to drugs and alcohol at the age of 13. By the time he was 16 he had an assault charge and was on probation.

Eric, now 17, has started down a new path. Because he was behind in credits, Eric transferred to Bridgepoint Continuation High School in Newark where he has been able to raise his GPA. He is working hard to earn the credits he will need to graduate with his peers in the spring of 2015. The academic credits he earned in the summer Academy will help him achieve this goal.

Eric also successfully completed his probation requirements in November of 2014. Eric credits the Youth Academy for assisting him in turning his life around. "The program was a place I could be myself and I didn't have to worry about anything", he says. "I learned new ways to solve my problems." Through Highway to Work, a key component of the summer program, Eric was able to find part-time employment at Newark's Silliman Family Activity and Aquatics Center as a building assistant, which led to a regular position after Highway to Work services ended.

Bridges to Behavioral Health for

Chinese Youth and Families

Yi Fang Chiu, M.A., Presenter

While the need to support mental health education and access is important for our entire community, our Chinese American community faces challenges that are even greater due to the lack of culturally sensitive and bi-lingual resources and service providers. Fremont's Youth & Family Services' Bridges to Behavioral Health Project was developed to better service the almost 40,000 Chinese American Fremont residents. The project has been generously supported by a Kaiser Community Support grant.

The Bridges to Behavioral Health program included the creation of bi-lingual parent education workshops and educational brochures. To date, over 70 parents participated in the multiple workshops that were offered free of charge to the community at the Fremont Family Resource Center, the Fremont library, and private Fremont Chinese schools. YFS also partnered with Herald Family Rebuilding Center to support their ongoing parenting education and family strengthening projects.

The workshops were led by psychologist Dr. Helen Hsu, and Licensed Marriage and Family Therapists Joan Zhang and Sasha Liu. They focused upon increasing knowledge about emotional stress and normal child and teen development. The goal was to dispel parental fears associated with emotional health and mental health services, and replace fears with knowledge and empowerment.

21st Annual Seniors Night Out
"Roaring into the 20's"

A SOLD OUT EVENT!

Over 300 seniors, their escorts and sponsors enjoyed a 'Roaring' evening of good food, entertainment and dancing at the sold out 21st Annual Seniors' Night Out. Held at the DoubleTree by Hilton Hotel on Friday October 17, 2014, the sounds of lively music kept the dance floor busy as everyone celebrated this unique City of Fremont and Tri-City Elder Coalition party.

This event celebrates older adults and raises funds for a Personal Urgent Need Fund, which is designed to assist older adults in the Tri-City area in obtaining goods or services to improve their health, safety, and quality of life. One senior couple remarked, "We don't get out much anymore except for doctor's visits, this is really a special evening for us."  Another mentioned that this was the best evening she had had in over three years. Thank you to the hardworking event committee and all our sponsors who made this event so successful!

Community Ambassadors Graduate!

We are proud to announce the new Community Ambassador graduate class of 2014! Presentations were made by Tri-City agencies, including Alameda County Social Services, Social Security Administration, Legal Assistance for Seniors, City of Fremont, and many more. This was the sixth training since 2007, and we are excited that the CAPS Ambassadors will conduct outreach to support seniors in their respective ethnic, faith and local community organizations. On Wednesday September 24, Whole Foods Market recently selected the Community Ambassador Program for Seniors (CAPS) as the program to support for their Community Day fundraiser. CAPS Ambassadors were onsite to share the program with shoppers, and performances by the Taiko Drummers and Hula Dancers made the event very lively. Chef Ron Narayan is Leaving the Senior Center

After more than a decade of cooking, caring for seniors and City staff, and generally enhancing people's lives, Ron will be leaving the Senior Center to spend more time with family and to pursue other personal goals. He has been instrumental in contributing to the center's successful meal program, as well as building strong volunteer programs that include high school students, troubled youth, Alameda County Vocational Program and the deaf community. Thank You Pam For Thirty-One Years Of Dedicated Service!

For thirty-one years, Pam Condy worked tirelessly to ensure that the City's Community Development Block Grant (CDBG) funding has been prudently used for activities which provide decent housing, suitable living environments, and to expand employment opportunities for persons of low- and moderate-income. The Department recognizes and expresses its deep appreciation and thanks to Pam Condy for her service on the CDBG Citizens' Advisory Committee (CAC) and her dedication to improving the lives of low income residents in Fremont.

We will miss Pam's knowledge, expertise, and dedication and wish her all the best in her future endeavors.

Encountering Acts of Compassion -

Submit Your Stories to Fremont Open City Hall

Compassion - it's something everyone

could use a little more of, especially

within local communities.

To combat this trend, the International Campaign for Compassionate

Communities and its accompanying

Charter for Compassion have made it

their mission to inspire communities

of all sizes to embrace and encourage compassion. More than 280

communities around the world have

either signed the Charter for

Compassion or are actively organizing around the principles of a

compassionate community. The City of Fremont is exploring joining the

movement.

The City's Human Relations

Commission, along with the Tri-City

Interfaith Council, is currently seeking feedback from the Fremont community

and would like to know how you would define the actions of a compassionate community. Ultimately, your feedback

could lead to the adoption of a Charter

for Compassion by the Fremont City

Council.

The community already carries out thousands of compassionate acts every year, including:

* A neighbor helping another neighbor

in need

* Giving to local services agencies

* Being open and accepting of different religions and faiths and cultural groups

* Volunteering in the community

* The City providing a social safety net

for low-income families and individuals

Please share your story with us and provide examples of acts of compassion you have seen, benefited

from, or participated in within our

community. To submit a response,

please visit Fremont Open City Hall at
