MCM Crowns Billings Driver Grand Champion

Helena, MT - Clint Anderson is named the Montana Grand Champion for his safe driving knowledge and skill behind the wheel of a big rig. He will go on to compete at the American Trucking Associations National Driver of the Year competition in August.

Anderson, a professional truck driver for FedEx Express in Billings, Montana, was crowned the Grand Champion of the 2015 Montana Truck Driving Championships. He was the top-scoring competitor in the contest that took place on June 20 in Helena.

Anderson, who resides in Billings, Montana, earned the top score among more than 70 professional truck drivers who came to the Lewis & Clark County Fairgrounds in Helena from across the state to compete for the title of the state's best truck driver. Anderson (who competed in the "Step Van" division, one of nine classes in the contest) bested all others in three elements of the competition: Written test, driving skills course and a pre-trip inspection where the drivers must identify planted safety defects on a tractor-trailer.

A 15-year career driver, Anderson enjoys hunting & fishing.

He and the other first-place class champions will compete in the 2015 National Truck Driving Championships in St. Louis, Missouri, August 11-15, 2015.

FMCSA Grants SC&RA's Request for Limited Exemption From Hours-of-Service Rule's Rest Break Requirement
(Centreville, Va. - June 16 , 2015) The Federal Motor Carrier Safety Administration (FMCSA) will announce on June 18 that it has granted a request from the Specialized Carriers & Rigging Association (SC&RA) for a limited exemption from compliance with the 30-minute rest break requirement of the agency's Hours of Service Rule for drivers. SC&RA's request, which was submitted on Oct. 17, 2014, was made on behalf of all commercial motor carriers operating under any oversize/overweight (OS/OW) permit in the United States.

SC&RA noted the exemption was needed because of the widely varying regulations for OS/OW permits "within the fifty states, thousands of municipalities, counties, and other government entities." These variations from jurisdiction to jurisdiction frequently involve the duration of the permit, the particular days of the week and the precise hours of the day in which a driver may haul an OS/OW load.

"Because hours in which an OS/OW load can travel are restricted by permit requirement, often those hours will be in conflict with the timing of a required 30-minute rest break," said SC&RA Vice President Steven Todd.

The request for exemption described several potential concerns facing drivers when attempting to meet the 30 minute rest break requirement while transporting OS/OW loads, including:
*    Inability to find adequate safe haven parking locations for an OS/OW load as the timing for the 30 minute rest break approaches
*    Difficulties coordinating timing with government escorts when they are required
*    Delays in leaving a jurisdiction in timely fashion when only a few minutes or miles remain before the permit expires

The request for exemption noted that a driver's decision to meet the 30 minute break requirement by parking OS/OW loads on the shoulders of highways and ramps may sometimes require the vehicle to be parked on up to an entire lane of a road, which increases safety risks for the general motoring public, the driver, emergency personnel and the public.

As authorized by Congress, FMCSA carefully considers and collects public comments on all applications for exemptions from federal regulations, including hours of service for truck drivers.

The exemption goes into effect on June 18 and applies industrywide for two years. Near the end of that period, SC&RA can apply for renewal. There is no limit on the number of times the exemption can be renewed.

The Specialized Carriers & Rigging Association (SC&RA) is an international trade association of more than 1,300 members from 46 nations. Members are involved in specialized transportation, machinery moving and erecting, industrial maintenance, millwrighting and crane and rigging operations, manufacturing and rental. SC&RA helps members run more efficient and safer businesses by monitoring and affecting pending legislation and regulatory policies at the state and national levels; researching and reporting on safety concerns and best business practices; and providing four yearly forums where these and other relevant member issues can be advanced.
