News of Note:

     

1. HUD publishes final rule for the Project-Based Voucher Program.  The final rule, which follows a proposed rule published in May 2012 (see R&C Client Alert from 2012) and a Federal Register Notice in November of 2008, implements statutory changes from the Housing and Economic Recovery Act, as well as several new PBV programmatic requirements.  Click here for R&C's Client Alert on the new rule and here for the full notice.

 

2.  Section 243 of the 2014 Appropriations Act gives HUD the authority to implement certain changes to the United States Housing Act of 1937 made by the 2014 Appropriations Act. HUD has now issued a notice establishing how it will make changes to the definition of a "public housing agency'" (PHA), the frequency of housing inspections, the definition of "extremely low-income," and utility allowances for tenant-paid utilities. 3.  HUD's Office of Inspector General released procurement and contracting guidance, which includes five ground rules for executive directors and commissioners.
