News of Note:

1. Senate Appropriations Committee Votes to Raise RAD Cap.  The FY15 Senate Transportation, Housing and Urban Development (THUD) Appropriations Bill, which provides THUD with a $54.4 billion budget, and allocates $10 million for the Rental Assistance Demonstration (RAD), includes a provision that would lift the authorized unit cap on the RAD program from 60,000 to 185,000 units according to the THUD Full Committee Markup Bill Summary

2. At the RAD Network Meeting on June 4th, Margaret Salazar announced a "Fast Track" review process for RAD transactions using tax credits but not FHA-insured financing.  The Fast Track eliminates the early milestones and streamlines the Financing Plan.

3.  USDA's Rural Housing Service (RHS) office released a Notice of Funding Availability (NOFA) for Section 538 rental guarantees [information]. Lenders can apply for loan guarantees for new construction or acquisition with rehabilitation of affordable rural rental housing. USDA-funded Section 515 and 514/516 properties, including those using RHS's Multi-Family Preservation and Revitalization program, are eligible. Responses due by December 31, 2015. Previously-approved applications will be funded first. Applications approved by September 30, 2014 will receive conditional commitments until all FY2014 funds are expended.

4.   HUD released Fair Housing and Equal Opportunity Accessibility standards. Recipients of HUD funding can comply with accessibility requirements by using either HUD's regulation or the 2010 ADA Standards for Accessible Design. HUD includes provisions of the 2010 Standards that cannot be used.

5.  HUD's Office of Lead Hazard and Healthy Homes released a NOFA for lead hazard grant programs to control lead-based paint hazards in eligible privately-owned rental or owner-occupied housing in urban jurisdictions with the greatest lead-based paint hazard control needs.
