News of Note:

 
1. See the new Operating Guidance for Implementing FY2012 and FY2013 HOME Appropriations Requirements, which explains how these appropriations apply to Participating Jurisdictions' (PJs') 2012 and 2013 HOME projects and compliance determination procedure through the Integrated Disbursement and Information System (IDIS). This notice also explains how last year's HOME Final Rule affects the implementation and applicability of these requirements.
 
2.  HUD issued a notice on Nondiscrimination on the Basis of Disability in Federally-Assisted Programs and Activities to permit recipients of HUD assistance to use an alternative accessibility standard to comply with Section 504 of the Rehabilitation Act of 1973 and HUD's implementing regulation at 24 CFR part 8 until HUD revises its Section 504 regulation with an updated accessibility standard.
 
3. HUD issued guidance for the Funding Process for Tenant-Protection Vouchers for Certain At-Risk Households in Low-Vacancy Areas, as provided for in the "Consolidated Appropriations Act, 2014" (PL 113-76).                               
4.  The Expiring Provisions Improvement Reform and Efficiency (EXPIRE) Act did not pass the Senate; thus, dozens of expired and expiring tax plans-including minimum LIHTCs (9% for new construction and substantial rehabilitation and 4% for acquisition of affordable housing), as well as the New Markets Tax Credit-were not temporarily extended.

Implements Sections 210 and 243 of Title II of P.L 113-76, the Consolidated Appropriations Act of 2014. Specifically, this guidance clarifies HUD's interpretation of the statutory amendment related to flat rents and the requirement that PHAs comply with the amendments by June 1, 2014.
