1.  HUD issued Clarifying Guidance, Waivers and Alternative Requirements for Grantees in receipt of Community Development Block Grant Disaster Recovery Funds under the Disaster Relief Appropriations Act, 2013.

2.  [Opinion Link] The Federal Circuit reversed the Court of Federal Claims' decision in the the CMS Contract Management Services et al. vs. United States case and held that Performance-Based Annual Contributions Contracts (PBACCs) are procurement contracts.  

3.  Public Comments: Revised Section 8 Renewal Policy Guide. HUD posted guidance for renewing expiring Section 8 contracts in the draft revised Section 8 Renewal Policy Guide. Public comments identifying the section number, page, and paragraph number are due April 30, 2014.
